교원능력개발평가 정책네트워크와 정책과정의 관계 분석 = An analysis on Relationship between Policy Network and Policy Process of Teacher Evaluation Policy

다국어 초록 (Multilingual Abstract)

The purpose of this study was to analyze the relationship between Policy Network and Policy Process of Teacher Evaluation Policy for finding the problems. For this purpose, each annual Policy Network from 2000 to September 2012 was analyzed and Policy Process was inferred from the change of Policy Network’s properties.
Theoretical perspective to solve two subjects of study was the combination of two theory; Policy Network’s four dimensions(membership, integration, resources, and power) of Marsh & Rhodes(1992) and revised Policy Process’s four stages(agenda setting, policy formulation and making, policy implementation, and policy evaluation and change) of Dunn(1981, 2008).
The method was Social Network Analysis(SNA) and Multidimensional Scaling(MDS). Data was valid 2000 newspaper articles from the search engine(http://www.kinds.or.kr) by searching for “Teacher Evaluation” during from January 1, 2000 to September 30, 2012.
As a result of the analysis, the process of Teacher Evaluation Policy was divided into six periods; agenda setting(2000), the first policy formulation and making(2001-2002), the first policy implementation(2003-2004), the second policy formulation and making(2005-2008), the second policy implementation(2009-2010), and policy evaluation and change(2011-September 2012).
The discussions about results of this study are as follows. Firstly, the viewpoint of policy analysis has to be changed from ‘propulsion’ to ‘realization’. Secondly, the education policies have to be made not deductively but inductively. Thirdly, the ministry of education’s staffs and experts in education have to be not administrators but teachers of a teacher.
This study is meaningful of presenting a new point about the policy analysis, but it has still the limits of a subject and methods. Finding the relations of Policy Network with other concepts in education and developing the indicators are unfinished areas.

국문 초록 (Abstract)

본 연구의 목적은 교원능력개발평가 정책네트워크와 정책과정의 관계를 분석하는 데 있다. 연구 목적을 이루기 위해 2000년부터 2012년 9월까지 매년의 정책네트워크를 분석하였고 정책네트워크 특성의 변화로 부터 정책과정을 추정하였다.
이론적 관점은 Marsh와 Rhodes(1992)의 네 가지 차원(구성원, 통합, 자원, 권력)과 수정된 Dunn(1981,2008)의 정책과정의 네 가지 단계(의제 설정, 정책형성과 결정, 정책집행, 정책평가와 변동)를 결합하여 적용하였다.
연구방법은 사회 연결망 분석과 다차원 분석을 사용했다. 자료는 카인즈 검색엔진에서 2000년 1월 1일 부터 2012년 9월 30일까지 "교원평가"로 검색하여 유효한 2000건의 신문기사를 활용하였다.
분석결과, 교원평가 정책과정은 의제 설정기(2000년), 1차 정책형성과 결정기(2001-2002), 1차 정책집행기(2003-2004), 2차 정책형성과 결정기(2005-2008), 2차 정책집행기(2009-2010), 정책평가와 변동기(2011-2012.9)의 여섯 가지 기간으로 나뉘었다.
연구 결과에 대한 논의는 다음과 같다. 첫째, 정책을 분석하는 관점은 '추진'에서 '실현'으로 바뀌어야 한다. 둘째, 교육정책은 '연역적'이 아니라 '귀납적'으로 만들어져야 한다. 셋째, 교과부 직원과 교육전문가들은 교사의 '관리자'가 아니라 '교사'가 되어야 한다.
이 연구는 정책을 분석하는 새로운 관점을 제시했다는 점에서 의의가 있으나, 연구대상과 방법면에서 여전히 한계를 지니고 있다. 정책네트워크와 교육에서의 다른 개념들과 관련성을 찾고 지표를 개발하는 것은 미완의 영역이다.
