      The aim of study is to develope an industrial-academic-governmental cooperation system for the successful opening and management of employer-supported childcare center

      In order to achieve this aim, the following subjects were chosen.
      1. The respective roles and cooperative strategies of industrial-academic- governmental for the opening and of employer-supported childcare center will be investigated.
      1-1. The respective roles of industrial-academic-governmental for the opening and management of employer-supported childcare center will be investigated.
      1-2. Cooperative strategies of industrial-academic-governmental for the opening and management of employer-supported childcare center will be investigated.
      2. Relative importance of the respective roles and cooperative strategies of industrial- academic-governmental for the opening and management of employer-supported childcare center will be investigated.
      3. The cooperation system of industrial-academic-governmental for the opening and management of employer-supported childcare center will be developed.

      This study drew the respective roles and cooperative strategies of industrial- academic-governmental by Delphi method. The importance of roles and cooperative strategies were calculated by AHP method. As a result of Delphi and AHP method, the system of industrial-academic-governmental was developed. The following is the detailed result of study.
      The process of drawing the respective roles and cooperative strategies of industrial- academic-governmental for the opening and management of employer-supported childcare center is as follows.
      1st Delphi method had been carried out targeting 32 experts to relate to industrial- academic-governmental first and 319 of the respective roles and 31 of cooperative strategies were drawn.
      2nd Delphi method, made up on the basis of the result of 1st, was carried out targeting 30 experts of it. The result of 2nd Delphi method was analyzed by focusing on response distribution(average, standard deviation, skewed coefficient). As a result of analysis, the respective roles and cooperative strategies that has under 3 points of GPA or positive skewed coefficient were excluded and 284 of roles and 28 of strategies were drawn.
      And 3rd Delphi method, made up on the basis of the result of 2nd, was carried out targeting 30 experts of it. The result of 3rd Delphi method was analyzed by focusing on response distribution, question of goodness of fit and group consistency. As a result of analysis, every question had over 3points of GPA, a correlation coefficient between each question and average was shown from 0.36 to 1.00 so that question of goodness of fit was generally high. And reliability, which was shown from 0.87 to 0.99, had a high stability. Also, every question had a high consistency among experts group. However, questions of having positive skewed coefficient were excluded and thus the final 270 of respective roles and 28 of cooperative strategies of industrial-academic-governmental for the opening and management of employer-supported childcare center were drawn.

      The process of drawing the relative importance of the respective roles and cooperative strategies of industrial-academic-governmental for the opening and management of employer-supported childcare center is as follows.
      To begin with, three experts reviewed the question system of AHP method three times on the basis of the result of Delphi method.
      As a result of reviewing, the respective roles drawn by three times Delphi method integrated as not a respective role but a entire role in order to calculate relative importance. Therefore, 6 of upper level role, 21 of middle level role and 38 of lower level role were drawn as final roles.
      AHP method was carried out of 160 experts to relate to industrial-academic- governmental, only 80 answers out of 124 answers withdrawn, which was analyzed under 0.1 of consistency ratio, were used as final result analysis data. The result of AHP method is as follows.
      First, upper level's importance were in order of budget, advance preparation, management, facilities/equipment, assistance, and cooperative system in the relative importance analysis of the role. Accordingly, 5 prior roles by relative importance among 46 of entire roles of lower level were in order of securing budget, plan and execution of budget, permission, installation and inspection, establishment of equipment, and providing information.
      Second, cooperative strategy between company child care facilities("Industrial 1") and workplace("Industrial 2") was evaluated to be ranked at number one in the relative importance analysis about cooperative strategy. Forming a consultative group between workplace and employer-supported childcare center was top ranked in cooperative strategy between employer-supported childcare center("Industrial 1") and workplace ("Industrial 2") among relative importances of lower level. Building an educational assistant program for teachers and parents was top ranked in cooperative strategy between employer-supported childcare center("Industrial 1") and university("Academic"). Establishing a steering committee for childcare facilties was top ranked in cooperative strategy between employer-supported childcare center("Industrial 1") and government or related organizations("governmental"). Setting up an industrial-academic cooperation to establish and manage employer-supported childcare center was top ranked in cooperative strategy between workplace("Industrial 2") and university("Academic"). Building an organic mutual cooperation system with the related organizations to manage employer- supported childcare center was top ranked in cooperative strategy between workplace ("Industrial 2) and government or related organizations("governmental").
