현행 사회과 교과서에 나타난 저출산·고령화 문제 수업 개선방안 : NIE를 활용한 수업 설계

국문 초록 (Abstract)

21세기 이후 우리나라의 저출산과 고령화 문제는 빠르게 진행되고 있다. 계속적으로 출산율이 낮아지고 있으며 고령화는 다른 국가들보다도 빠르게 진행되고 있다. 이미 다른 선진국에서 먼저 경험했던 바와 같이, 저출산과 고령화 문제는 많은 사회문제를 불러올 수 있는 위험성이 있다. 하지만 사회적으로 이러한 인구 변화가 가져올 심각한 문제에 대한 논의는 많이 이루어지지 않고 있는 상태이다.
사회과에서는 다양한 사회문제를 교육해야 할 책임이 있지만 사회문화 교과서에서는 잘 다루고 있지 못하다. 본 연구에서는 이러한 문제에 대한 해결 방안으로 신문활용교육(NIE)을 활용하여 실제 교실 현장에서 사용될 수 있는 수업을 설계하는 방법을 시도하였다. 신문은 학생들이 저출산과 고령화 문제를 쉽게 접할 수 있는 대표적인 매체이다. 특히 사회과 과목의 특성상 신문은 교육적으로 활용도가 매우 두드러진다. 신문은 사회 문제 교육에 활용될 수 있는 자료 중에서 가장 거부감 없이 손쉽게 구할 수 있는 자료로서 높은 가치가 있다.
이와 같은 연구를 위해 국내 연구논문, 국내 신문 자료들과 관련 저서들을 활용한 문헌 연구의 방법을 사용하여 연구를 하였다. 통계청과 관련 보고서, 저서들을 이용하여 저출산과 고령화에 대한 현황과 실태를 살펴보고, 현재 사회문화 교과서로 활용되고 있는 7종의 교과서에서 다루고 있는 저출산과 고령화 문제를 분석하고 문제점을 파악하였다. 수업은 NIE를 활용하여 구성하였으며 2차시로 구성된 수업 지도안을 설계하였다.
교과서를 분석한 결과, 저출산과 고령화 문제에 대해 다양한 방법의 자료 제시가 이루어지지 않고 있었다. 문제에 대한 다양한 고찰이 이루어지기 위해서는 보다 다양한 자료 제시와 함께 학생들이 문제를 고민해 볼 수 있도록 탐구활동과 심화활동 등의 비중을 늘려야 할 필요성이 있다. 또한 저출산과 고령화를 함께 다루고 있는 교과서가 적었다. 저출산과 고령화 문제는 서로 연관이 되어 있기 때문에 함께 교육하는 것이 효과적일 것으로 예상된다.
그 결과, 위와 같은 문제점들의 해결 방안으로 저출산과 고령화를 함께 다루는 NIE를 활용한 수업을 설계해 보았다. 신문 자료를 활용하여 실제 사회문화 교과서의 한 단원을 설정하여 2차시에 걸친 수업 지도안을 제시하였다. 본 연구에서 제시한 NIE를 활용한 저출산과 고령화 문제 수업은 하나의 예시에 불과하다. 저출산과 고령화 문제가 우리 사회에 미치는 영향과 그 해결책에 대한 내용의 보완이 필요하며, 그에 따른 수업들도 다양한 방법으로 이루어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

Low fertility and population ageing is quickly increasing in Korea since 21C. The birthrate is continually getting lower and population ageing is more rapidly increasing than other nation. As the experience advanced countries first had on, declining birthrate and population ageing brings about many problems. But discussing about these problems is not taking place.
Nevertheless social affairs division is responsible for teaching diverse social problems, it is not practiced in social-cultural textbooks. I suggest the solution that is the plan utilized actually on class using NIE. Newspapers are the representative mass media that students receive news of declining birthrate and population ageing . Especially, in social textbooks newspapers could be took advantage of. Newspapers are the best useful materials and readily available from our environment.
For this study, I use method of documentary research having checked internal studies, papers, and books related. I researched the survey by the National Statics Office(NSO) to learn about present status and condition of declining birthrate and population ageing in Korea and classified the problem about declining birthrate and population ageing in seven different kinds of textbooks used of the social-cultural textbooks. The class plan is composed of using NIE and organized of two sessions.
The analysis of the textbooks shows that the textbooks do not contain substantial contents of low birthrate and population ageing. Therefore intense academic programs and researching programs are needed for considering about this issue. The issue of low fertility have to be dealed with the issue of population ageing as a related issue because of effectivness of learning.
This class plan using NIE containing low fertility and population ageing together is built for solution to these problem. Also this class plan is made up of two sessions using papers in one unit of social-cutural subject. In this study the class concerning low fertility and population ageing using NIE is just an example. The contents concerning to efectivness of low fertility and population ageing in our society and solutions to these issue have to be supplied in the textbooks, therefore a class has to be made up of diverse means.
