The purpose of this study is to find out the process of changes concerning the Weights and Measures at the end of Joseon Dynasty. It was common knowledge that the Weights and Measures was one of the most important statutes in terms of the social and economic system. The law of Weights and Measures enacted in 1484 was generally maintained at the beginning of Joseon Dynasty. On the other hand, the Weights and Measures had showed chaotic aspects lacking any centralized standard since the Japanese Invasion of Joseon dynasty in the late 16th century. According as authorities did not keep a good control, the traditional aspect of measurement could not be kept up extensively.
Above all things, the influx of Foreign Weights and Measures was influenced greatly by the foreign concession since 1876 and on the treaty port the cause of trade friction by forming a trading relationship was in discord with the Weights and Measures each other. The improvement of measuring instrument was rapidly required on a large scale. Therefore, the Joseon Dynasty tried to change their own rules by necessity, Pyeongsikwon(平式院) was established in the year 1902.
Pyeongsikwon(平式院) adjusted the traditional the units of the Weights and Measures, and then applied the Metric System to the standard of measurement. In the late 19th century, the Metric System of measurement had a tendency to be adopted the International System of Units as its predominant system of measurement in almost every industrialized countries around the world. Despite the far-reaching reformation, Pyeongsikwon(平式院) proved unsuccessful finally and the competent authorities for the reform of the Weights and Measures System was abolished in the year 1904.
The traditional units of the Weights and Measures went through a lot of changes in a few year and the reform of the Weights and Measures system was a problem that had yet to be resolved. In 1909, Japan compelled us to change into Japanese system of measurement and the acceptance of Japanese System disturbed the traditional units of the Weights and Measures.
