김정일 시대의 북한군의 지위와 역할에 관한 연구 = (A) study on the status and role of the army under Kim Jong Il regime

This article is designed to apply the internal approach of understanding and interpreting the phenomenon by the ideology and logic of basic politics in Kim Jong Il regime, namely, Seongu Jungchi(Military-First Politics), Juche Idea and militarism mixed with the external approach of understanding the phenomenon by the value criteria of generalities. For this to happen, this article focused on the interpretation and analysis which intensively analyze and interpret the various literatures, dissertations and data relevant to North Korea. As our point of view from the generalities, that is, the external approach to understand North Korea based on the methodology of capitalism may result in the errors from the initial stage of research by denying the social ruling system of Kim Jong Il regime, this article used the internal approach to get over this problem and kept a critical view by the external approach to resolve the problem of the internal approach. Though the internal approach is valid to totally understand the Kim Jong Il regime, it also gets a harsh criticism that says it one-sided interpretation or overstated interpretation for a 'positive' aspect of North Korean system, as well as dodging or silence with the lack of critical attitude for the explanation of a 'negative' aspect. Thus, to understand the status and role consolidation of the Army under Kim Jong Il regime, this article firstly analyzed the logic system of Seounggun Junchi of Kim Jong Il's political way, and then used the external approach which criticizes this from the external view.
For the scope of this study, it analyzed the perception of a conceptual regulation of political army officers affiliated to the forces, the political power of military, the military clique as an instrumental role, the relation between Seounggun Junchi and Gangsungdaeguk(strong and prosperous country), Kim Jong Il's ruling method of the military clique expanding by the idea, the hierarchical relation and consolidation of political decision power between the officials of the private and those of the military clique as the status and role of the army, with the analysis of the status and role of the army under Kim Jong Il regime as well as looked at the power succession, the role of military, and the state after the succession.
This article consists of totally 6 chapters under the title of "A Study on the Status and Role of Army under Kim Jong Il's Era". In the chapter I, it covers the study objectives, method and coverage and in the Chapter II, it analyzes the adverse effect of Juche Idea and the crisis of 'socialism in one's own way' as Gangsungdaeguk of Kim Jong Il's regime, as well as evaluates Seounggun Junchi analyzing its limitations.
In the chapter Ⅲ, it identifies the symbiotic relationship that the parties and military coexist under Kim Jong Il's regime and the uniqueness between both groups in the history of division in explaining the relation between the military and political parties with Gangsungdaeguk Idea. It also explains the role of parties, the role of military, and the relation between the parties and military under Kim Jong Il's regime, particularly analyzing the structural characteristics of parties and military within the power system of Kim Jong Il's regime. Based on this, it examines a consolidation of military and a relative weakness of parties. In the chapter Ⅳ, it identifies the military status and changes in the hierarchy by arranging the result of a field governance of Kim Jong Il in the military sector with the analysis of changes in the military status and the consolidation of its political decision power. It also examines the role of military as a social control, financial development, and maintaining system among the roles under Kim Jong Il's regime, while it explores how Kim Jong Il rules over the expanded military organization in the order of the party ruling within the army, the ruling by the intelligence agency, and the ruling by the parallel command system.
In the chapter Ⅴ, it identifies and analyzes the cases of the political decision power of the army along with a case analysis of the political decision power of the army and military consolidation under Kim Jong Il's regime from the future view. And in the paragraph 4, the last part of chapter V, it predicts the outlook of Kim Jong Eun era who emerged as a successor to Kim Jong Il after the Labor party's council meeting on September 2010 and surveys what roles the military will play in the process of the power succession. In the last chapter Ⅵ, it sums up the above contents and draws a conclusion.

국문 초록 (Abstract)

이 논문은 김정일체제만의 기본사상, 즉 총대사상, 선군사상, 유일사상 이념과 논리에 따라 현상을 이해하고 해석하는 내재적 접근법과 일반론적인 가치기준으로 현상을 이해하는 외재적 접근법을 혼용하고 있다. 이를 위하여 북한 문헌과 각종 연구논문 및 자료를 치밀하게 분석하고 해석하는 분석(분석론)과 해석(해석론)에 치중했다. 일반론적인 우리의 관점, 즉, 자본주의적 방법론에 입각해 북한을 이해하려는 외재적 접근법은 김정일체제의 사회운영 시스템을 부정함으로써 연구 시작단계부터 오류를 야기할 수도 있는 만큼 이러한 문제를 극복하기 위해 내재적 접근법을 활용하되 내재적 접근법의 문제점을 해소하기 위해 외재적 접근법에 의한 비판적 관점을 유지 했다. 총체적으로 김정일체제를 이해하는데는 내재적 접근법이 유효하기는 하나 북한체제의 ‘긍정적’ 측면에 대한 일면적 해석 또는 과장된 해석, 그리고 ‘부정적’ 측면에 대한 설명 기피 또는 침묵 내지는 비판적 태도의 결여라는 혹독한 평가를 받기도 한다. 따라서 김정일체제의 군의 지위와 역할 강화를 이해하기 위해서는, 우선적으로 김정일의 정치방식인 선군정치의 논리체계를 분석한 다음, 이를 외부의 관점에서 비판하는 외재적 접근법을 활용했다.
연구범위는 김정일체제하에서 군의 지위과 역할에 대한 분석으로서 군대 내에 소속된 정치군관들의 개념규정에 대한 인식과 군대의 정치적 영향력과 도구적 역할로서의 군부, 그리고 선군정치와 강성대국건설론의 관계와 이에 따라 확장되어 가고 있는 군부에 대한 김정일의 통제방법, 군의 지위와 위상으로서 군부 출신과 민간 출신간이 서열관계 및 정책결정 영향력 강화 등을 분석하고, 아울러 권력승계와 군의 역할, 권력승계 이후를 전망하였다.
본 논문은 “김정일 시대의 북한군의 지위와 역할에 관한 연구”라는 제목 하에 총 6장으로 구성되어 있다. 제Ⅰ장에서는 연구 목적, 연구방법과 범위를 다루고, 제Ⅱ장에서는 김정일 정권의 강성대국건설론으로 ‘우리식 사회주의’의 위기와 주체사상의 역기능 현상에 대해 분석하고, 또한 김정일체제 선군정치를 평가하고 선군정치의 한계성에 대해 분석한다.
제Ⅲ장에서는 강성대국건설론과 당․군 관계를 설명함에 있어 분단의 역사 속에서 당․군관계의 특수성과 김정일체제에서 당과 군이 공존하는 공생관계를 정리하고, 김정일 체제에서의 당의 역할과 군의 역할 그리고 김정일체제하 당․군 관계를 설명하며, 특히 김정일체제의 권력구조에서 당과 군의 구조적 특징을 분석한다. 이를 바탕으로 군의 강화 및 당의 상대적 약화에 대해 살펴본다. 제Ⅳ장에서는 군의 지위 변화와 정책결정 영향력 강화 분석으로 김정일의 군사부문 현지지도 결과를 정리하여 군의 지위 및 관료 서열의 변화에 대해 분석하고, 김정일체제에서 군의 역할 중 체제유지와 경제 발전 그리고 사회적 통제로서의 군의 역할에 대해 살펴보고, 확장된 군 조직에 대해 김정일이 군을 어떻게 통제하는지 군내의 당적 통제, 정보기관에서의 통제, 병렬지휘체계를 통한 통제에 대해 차례로 살펴본다.
제Ⅴ장에서는 북한군의 정책결정 영향력 사례분석과 향후 전망에서 김정일체제의 군의 위상 강화와 더불어 정책결정 영향력 사례를 확인하여 분석하고, Ⅴ장의 마지막 부분인 제4절 에서는 2010년 9월 노동당 대표자회 이후 김정일의 후계자로 부상한 김정은 시대의 향후전망을 예측하고, 권력 승계 과정에서 군의 역할이 어떠할지를 조망한다. 마지막 제Ⅵ장에서는 지금까지 내용을 정리하고 결론을 내린다.
