공공도서관의 다문화 프로그램에 대한 분석적 연구

국문 초록 (Abstract)

본 연구의 목적은 도서관 고유의 정체성을 부합하고 이를 활성화할 수 있는 공공도서관 다문화서비스 프로그램의 개발과 운영을 위한 개선방안을 제시하는데 있다. 이러한 목적을 달성하기 위하여 본 연구는 국내 공공도서관의 다문화서비스 프로그램의 운영 현황을 분석하여 문제점을 파악하고, 이를 토대로 공공도서관 고유의 특성을 살린 다문화서비스 프로그램의 개발과 운영을 위한 개선방안을 제시하고자 한다.
본 연구의 조사대상은 전국 564개의 공공도서관 중에서 도서관 다문화서비스 프로그램을 운영하고 있는 66개의 도서관에 대해서 다문화서비스 프로그램의 유형을 시도별, 소재지별, 운영주체별, 프로그램 유형별, 프로그램 참여대상별로 분류하여 조사, 분석하였다.
조사 결과, 국내 다문화서비스 프로그램을 운영하고 있는 공공도서관은 전체적으로나 평균적으로 매우 적은 것으로 나타났고, 도서관에서 운영하고 있는 다문화프로그램도 활발하게 진행되지 못하고 있으며, 운영조차 하지 않는 도서관도 있었다. 또한, 이주여성 위주의 한국어 관련 프로그램으로의 편중현상과 다문화가정 및 일반인을 위한 다문화프로그램의 다양성이 부족한 것으로 나타났으며 도서관 운영주체별 다문화프로그램의 유형에서도 중복현상이 나타났고 진행하고 있는 다문화프로그램의 행사내용도 일회성으로 매우 단순한 것으로 나타났다.
이에 본 연구에서는 도서관 다문화서비스 프로그램을 운영하고 있는 도서관 66개관을 조사·분석하여 나타난 문제점에 대하여, 체계적이고 효율적인 공공도서관의 다문화서비스 프로그램에 관해 개선방안을 제시하였는데, 요약하면 다음과 같다.
첫째, 공공도서관은 결혼이주민의 거주환경을 반영하여 도서관의 고유한 기능과 특성을 살려 자료를 기반으로 다문화서비스 프로그램의 개발과 보급의 목적을 중심으로 지역사회의 다문화서비스와 관련된 내실있는 프로그램을 구성하여 운영되어야 할 것이다.
둘째, 운영주체별 도서관은 각 도서관의 정체성을 살리는 동시에 다문화프로그램의 중복성을 배제하고 지역사회 구성원들이 사회의 문화적 다양성을 이해하고 공감하는 다문화프로그램이 되도록 해야 할 것이다.
셋째, 도서관 다문화서비스가 효율적으로 운영되기 위해서는 실질적이고 다양한 다문화서비스를 이끌어 갈 수 있는 다문화담당 프로그램 전문가를 두어야 할 것이다. 그러나 담당직원의 배치가 어려울 경우, 다문화관련 종사자들에게 정기적인 교육프로그램을 제공해야 한다.
마지막으로 도서관 다문화서비스를 체계적으로 운영할 수 있는 표준교재 개발과 타기관 연계 프로그램정보 네트워크를 형성해야 할 것이다. 그리하여 다문화서비스를 받지 못하는 잠재적인 다문화가정에게까지 접근할 수 있는 운영의 효율화를 제고시켜야 한다.
본 연구는 이와 같이 개선방안을 제시하여 도서관 다문화서비스 프로그램 개발 및 운영하고자 하는 운영자들에게 기초자료로 활용될 수 있을 것으로 기대된다. 또한, 도서관의 정체성을 살리고 심도있는 프로그램 개발과 도서관 활성화에 도움을 줄 것이다.

다국어 초록 (Multilingual Abstract)

The main purpose of this study is to propose improvements in developing and running Multicultural service Programs and to help establish the public library’s unique identity. This survey is based on collected data. It analyzes the current operation and management state of the multicultural service programs at contemporary public libraries in Korea, and it proposes an improvement for developing the unique and various multicultural service programs that make the most of the characteristics of public libraries.
This study has been conducted by analyzing various classifications such as cities and provinces, regional group, central operating program, types of program, and target of program. This survey has been conducted by targeting 66 public libraries running multicultural programs out of 564 national libraries.
The results of this survey show that the number of public libraries running multicultural programs is below average. Some libraries even do not have any multicultural programs and other libraries have not been actively managing their programs. In addition, various multicultural programs for multicultural families and the public do not exist; there are just Korean language related programs for immigrants. Furthermore, multicultural programs aimed at different targets have been repeatedly managed or were just one-time things.
Therefore, this study surveys 66 libraries running multicultural programs, and suggests a plan for improvement for creating more efficient and systematic multicultural programs. The main points are as follows.
First, public libraries should run multicultural programs based on the functions and characteristics of the libraries, and they should make efforts to develop their programs by reflecting the various environments of married immigrants as well as the characteristics of the regions.
Second, they should manage their multicultural programs so as to avoid overlap, and they should value ethnic and cultural diversity in company with considering the characteristic identity of each library.
Third, for efficiently managing their programs, they should assign multicultural program managers who can run the practical aspects of the various multicultural programs. In the case of difficulties in assigning managers, they should implement training with regular programs.
Finally, they should create a standardized guidebook, which could help in the systematic management of the program, and which could contribute to creating a program that could possibly cooperate with other public organizations. By doing this, multicultural programs can reach out to people who have not had a chance to participate in programs.
This study will help the future multicultural program manager who would like to develop and manage a multicultural program. This study suggests actual improvements to developing a substantive multicultural program, and these improvements will lead to progress in developing the identity of the public library.
