    The Act of Promotion of the Gifted Education is now in place, so it could be said that the socio-legal apparatus for the gifted education is now established in Korea society. With growing interest in the society concerning such an education, many institutes are being engaged in the gifted education today as well. However, the contents of the education programs and the analysis on the courses given are not sufficient in their volume. Also, the researches performed so far mainly were limited to specific organizations such as the Institute for Gifted Education under the Office of Education or other institutes for such education established by the universities. Therefore, it is still required to analyze and compare the characteristics of the diverse institutes of the gifted education.
    In this regard, the purpose of this study is to analyze the contents and difficulty levels of the gifted education in Mathematics among different institutes for gifted education. Also, we will be examining the attributes of the educational behaviors of both the teachers and the students in the gifted education courses for Mathematics. The different institutes that give such educations will be compared in terms of how they differ from each other, as well as what they have common with other institutes.
    We selected an Institute for Gifted Education established by one of the universities in Gyeongsangnam-do region, three Institutes for Gifted Education under the Gyeongsangnam-do Office of Education (one in the city area, and the other two in the counties), and one advanced class for gifted education as our test subjects. The analysis was carried out concerning the middle-school level Mathematics courses these institutes provided, and we analyzed the text books and program contents categorized in line with the contents that are included in the middle-school level Mathematics courses, such as the ‘numbers and operations’, ‘sings and formulas’, ‘regularities and functions’, ‘probabilities and statistics’, ‘geometry’, and others.
    Also, we analyzed the in-class behaviors of the teachers and students during classes in different institutes from May 2008 to May 2009. The analyzing panel made up of three members with prior experiences with gifted educations in Mathematics drafted COS-R respectively, and completed on integrated COS-R after comparing and analyzing the COS-R drafted by each of the panel members.
    The conclusions of our analysis on the different types of institutes in accordance with the requirements and objectives of the research are as follows:
    First, the text books used in the institute under the university was drafted by the institute itself, while the institutes under the office of Education used the text books distributed by the Korean Institute of Educational Development, after reorganizing them to meet the levels of the students and the analysis on the contents by the teachers of the institute. As for the contents, the institute under the university went far beyond the levels covered in middle schools or even high schools in terms of the signs, terminologies, and the parts with advanced contents in each section within the text books. The institutes under the office mainly covered the level that was ordinarily provided in the second or third year of the middle schools within the advanced sections of each chapter of the text books. The advanced class took the knowledge levels of the students in considerations and focused rather on the understandings of the concepts and problem solving than on highly advanced contents or applications in the real lives.
    Second, the coverage and time allocations by the categories of the contents were different among the institutes. The institute under the university allocated most of the text book space on the ‘numbers and operations,’ while they did not provide any coverage on the ‘regularity and functions’ at all. The institutes under the office, on the other hand, covered the ‘geometry’ with most significance. The advanced class was putting the most effort in ‘signs and formulas.’ As we will see, the institutes were concentrating one or two categories of the contents rather than distributing the time and text book coverage evenly. The analysis on the contents of the gifted education on Mathematics also showed such tendencies of concentration in accordance with the levels of the interest by the authors of the text book, rather than providing over-all coverage on the entire discipline of Mathematics. Those that failed to draw the attentions of the authors were not covered in depth, as a result, making it necessary to establish a well-balanced Mathematics education programs for the gifted children that provides coverage on the entire discipline of Mathematics.
    Third, the institute under the university was mainly engaged in a advanced learning program, where they goes beyond the level of middle school Mathematics by staying 3 years and 1 month ahead of the regular classes. The institutes under the office mainly focused on the teaching with advanced contents with partial, but considerable attention given to the advanced learning programs as well. They were 1 year and 4 months ahead of the regular courses, where they did not quite went beyond the level of middle school Mathematics. In case of the advanced class, they were mainly engaged in the advanced learning activities that extended the regular class contents. The pace of their grade skipping program was set at 10 months ahead of the regular classes’ progress, keeping within the level of middle school Mathematics most of the time.
    Fourth, we compared the teaching behaviors in different types of institutes for the same education contents, such as the ‘number and operation (algebra)’, ‘regularity and functions’, and ‘geometry.’ Mostly, the ‘number and operation’ and ‘regularity and functions’ were taught by the lectures given by the teachers with lesser direct involvements from the students. In the institute under the university, where the faculty of the university were engaged in the teaching directly, was superb in terms of the academic nature of the classes and the ability of research on the subject, but the teachers here did not have sufficient knowledge on the attributes and developments of the middle schools students, and, as a result, the classes were too advanced for the students to swallow in general. On the other hands, the institutes under the education office employed the incumbent teachers as their faculties and stayed in close association with the regular school education, trying to fit into the levels of the students.
    Fifth, the observations and analysis on the classes using COS-R showed that, in the institutes under the university and the office, the main instruction-learning activities were carried out in the order of the planning and delivery, problem solving, accommodations for individual differences, critical thinking, creativity, and the research strategies. On the other hand, the advanced class’s activities were given in the order of the curriculum planning and delivery, problem solving strategies, accommodations for individual differences, creative thinking, critical thinking strategies, and research strategies. In all test groups, the instructive activities and the learning process of the students for each of the six steps appeared closely related. This implicates that when the teacher utilizes the instructive activities in an efficient way, the performance of the students in that specific content category would also be higher. The research strategies turned out to be not well-utilized by both in the instructive activities of the teachers and the learning processes of the students. We believe that such a tendency is a result of our conducting this research with a main focus on the outcome of the gifted education, given at the end of the end of the year.
    As it has become apparent that the institutes differ significantly in their text books and they way they teach the gifted students, it is imperative to establish close correlations between the institutes. The institutes under the local office of Education are under the same oversight by the local office and are in close association with other institutes via faculty workshops, seminars, basic and advanced training programs, and contests on the text books and teaching materials. But, the correlations between the institutes under the local education offices and the institutes under the universities, which are under the oversight by the ministry of science and technologies, are rather scarce. As a solution for this problem, these institutes may differentiate by focusing on the different stages of the gifted educations, like the institutes under the local office concentrate on the basic-advanced level courses, while the institutes under the universities may focus on more advanced-intensified curriculum. In order for this to happen, it would be necessary to build a nationwide network rather than a network within the same categories of the institutes, that could serve as a foundation for exchanging information on the orientation of the education and the management of the institutes.

    영재교육진흥법의 시행으로 영재교육에 대한 법적·제도적 장치가 마련됨에 따라 영재교육에 대한 사회적 관심이 높아지고 다양한 기관에서 영재교육을 실시하고 있지만 영재교육기관에서 사용하고 있는 프로그램의 내용과 수업에 대한 분석이 제대로 이루어지지 않고 있다. 또한 지금까지의 연구는 대학부설 영재교육원이나 교육청 영재교육원 같은 특정 기관에 국한된 것으로 각 영재교육기관 유형별로 특징을 분석하고 비교할 필요가 있다.
    이에 본 연구는 영재교육기관 유형별 수학영재교육 프로그램의 내용 및 수준을 분석하고, 수학영재교육 수업에서 교사의 교수행위와 학생의 학습행위는 어떠한 특성을 가지고 있으며, 각 기관별 공통점과 차이점을 분석하는데 목적을 두었다.
    경상남도 소재의 대학부설 영재교육원 1개, 경상남도교육청 영재교육원 3개(시지역 1, 군지역 2), 영재학급 1개의 중등수학영재 수업을 대상으로, 영재교육기관 유형별로 사용하는 교재의 프로그램 내용을 중·고등학교 수학과 교육과정에 명시된 수와 연산, 문자와 식, 규칙성과 함수, 확률과 통계, 기하, 기타의 영역으로 범주를 구분하여 분석하였다.
    또한 2008년 5월부터 2009년 5월까지 영재교육기관별 수업을 교사의 교수행위와 학생의 학습 행위를 분석하였다. 영재교육원이나 영재학급에서 수학영재교육 강사의 경험이 있는 3명의 분석위원이 각각의 COS-R을 작성한 뒤, 각자의 COS-R을 비교 검토하고 의견을 조율하여 1개의 COS-R을 완성하였다.
    이에 연구의 필요성과 목적에 따라 영재교육기관 유형별로 분석한 결과를 토대로 결론을 내리면 다음과 같다.
    첫째, 대학부설 영재교육원의 교재는 대학교 영재교육원에서 자체 제작하여 사용하고 있고, 교육청 영재교육원과 영재학급의 교재는 한국교육개발원에서 제작하여 배포한 자료를 학생들의 수준과 교사의 내용 분석에 따라서 재구성하여 사용하고 있다. 대학부설 영재교육원은 교재의 내용 중 기호와 용어, 각 주제별로 심화부분은 중·고등학교 수준을 넘어서는 경우가 대부분이고, 교육청 영재교육원은 각 주제별로 심화부분에서 중학교 2, 3학년의 내용을 다루고 있으며, 영재학급은 학생들의 수학적 지식 수준을 고려하여, 수준이 많이 높은 심화활동이나 실생활 적용의 내용보다는 개념의 이해나 문제 해결에 중점을 두고 재구성하고 있다.
    둘째, 각 주제별로 학습 내용 및 시간은 다르게 구성되어 있는데, 대학부설 영재교육원은 ‘수와 연산’ 영역이 가장 많은 주제로 구성되어 있으며, ‘규칙성과 함수’ 영역은 없다. 교육청 영재교육원은 ‘기하’, 영재학급은 ‘문자와 식’ 영역이 가장 많은 주제로 구성되어 있다. 모든 영역이 골고루 분포되어 있기 보다는 영재교육기관별로 1~2 영역에 내용이 집중되어 있다. 영재교육기관별로 수학영재교육 프로그램을 분석한 결과 수학의 내용 영역을 전체적으로 다루는 주제보다는 집필자의 관심도에 따라 어느 영역에 집중되는 반면에 다른 영역을 소홀히 다루는 경향이 있다. 수학의 전 영역을 골고루 반영하는 수학영재교육 프로그램의 구성이 필요하다.
    셋째, 대학부설 영재교육원의 학습내용은 주로 속진학습을 실시하고 있으며, 속진정도는 약 3년 1개월로 중학교 수준을 넘어서는 것이 대부분이다. 교육청 영재교육원의 학습내용은 주로 심화학습을 실시하면서 속진학습에도 많은 부분을 할애하여 병행하고 있으며, 속진정도는 약 1년 4개월로 대부분 중학교 수준을 넘어서지 않도록 구성되어 있다. 영재학급의 학습내용은 학교교육과정과 연계하여 거의 심화학습을 실시하고 있으며, 속진정도는 약 10개월로 대부분 중학교 수준을 넘어서지 않도록 구성되어 있다.
    넷째, 모든 영재교육기관의 수업은 비교를 위하여 수와 연산(대수학) 영역 및 규칙성 함수 영역과 기하 영역으로 나누어 관찰한 결과, 수와 연산 및 규칙성과 함수 영역의 수업은 담당 교사의 강의 위주의 수업이었으며 학생활동이 적은 편이었다. 대학교수가 주체가 되는 대학부설 영재교육원은 학문적이며 연구능력은 뛰어나나 중학생의 발달단계와 특성에 대한 이해 부족으로 수업의 수준이 높았다. 반면에 교육청 영재교육원과 영재학급은 현직교사로 이루어진 관계로 학교교육과정과 밀접한 연계성을 유지하며, 학생들의 수준에 맞게 수업을 하도록 노력하는 면이 보였다.
    다섯째, 영재교육 수업관찰척도(COS-R)을 활용하여 수업을 관찰하고 분석한 결과, 대학부설 영재교육원과 교육청 영재교육원은 수업관찰대상 중 빈번하게 활용하는 교수-학습 행위는 교육과정 계획과 실행, 문제 해결력, 개인별 수준 고려, 비판적 사고력, 창의적 사고력, 연구방법 순으로 나타났다. 영재학급은 교육과정 계획과 실행, 문제 해결력, 개인별 수준 고려, 창의적 사고력, 비판적 사고력, 연구방법 순으로 나타났다. 6개 항목별로 교사의 교수행위와 학생의 학습행위가 모든 영재교육기관에서 서로 상관이 있는 것으로 나타났다. 이는 교사가 교수행위를 효과적으로 활용하면, 그 영역에 대한 학생의 학습에 대한 수행도도 높게 나타남을 알 수 있다. 또한 교사의 교수행위와 학생의 학습행위 모두에서 연구방법이 효과적으로 활용되지 못하는 것으로 나타났다. 이는 연구방법의 문항이 영재교육 산출물과 관련된 것으로 구성되어 있어 수업이 마무리되는 학년말에 많이 나타나는 현상이라서 적게 나타난 것으로 보여진다.
    이상과 같이 영재교육기관별로 교재와 수업에 있어서 많은 차이가 있으므로, 영재교육의 발전을 위하여 영재교육기관간의 연계성이 필요하다. 시·도 교육청에서 운영하고 있는 영재교육기관(영재학급, 영재교육원) 간의 연계성은 같은 지역의 교육청이 관리감독하고 있고 각종 교사워크숍, 발표회, 기초 및 심화연수, 교수-학습 자료 경연대회 등을 통해 교육청 산하 영재교육기관간의 연계성이 높은 것으로 나타났다. 그러나 시·도 교육청에서 운영하고 있는 영재교육기관과 과기부에서 지원하는 대학부설 과학영재교육원과의 연계성은 미흡하다. 예를 들면, 시·도 교육청 영재교육기관(영재학급, 교육청 영재교육원)은 기초·심화과정을 운영하되, 대학부설 영재교육원은 차츰 심화·사사과정 중심으로 전환하여 운영하는 방안이다. 따라서 영재교육기관의 차원이 아니라 국가기관 차원에서 영재교육의 방향과 운영에 관한 정보를 서로 교환할 수 있는 기회를 마련하는 것이 필요하다.

    영재교육진흥법의 시행으로 영재교육에 대한 법적·제도적 장치가 마련됨에 따라 영재교육에 대한 사회적 관심이 높아지고 다양한 기관에서 영재교육을 실시하고 있지만 영재교육기관에서 사용하고 있는 프로그램의 내용과 수업에 대한 분석이 제대로 이루어지지 않고 있다. 또한 지금까지의 연구는 대학부설 영재교육원이나 교육청 영재교육원 같은 특정 기관에 국한된 것으로 각 영재교육기관 유형별로 특징을 분석하고 비교할 필요가 있다.

    둘째, 각 주제별로 학습 내용 및 시간은 다르게 구성되어 있는데, 대학부설 영재교육원은 ‘수와 연산’ 영역이 가장 많은 주제로 구성되어 있으며, ‘규칙성과 함수’ 영역은 없다. 교육청 영재교육원은 ‘기하’, 영재학급은 ‘문자와 식’ 영역이 가장 많은 주제로 구성되어 있다. 모든 영역이 골고루 분포되어 있기 보다는 영재교육기관별로 1~2 영역에 내용이 집중되어 있다. 영재교육기관별로 수학영재교육 프로그램을 분석한 결과 수학의 내용 영역을 전체적으로 다루는 주제보다는 집필자의 관심도에 따라 어느 영역에 집중되는 반면에 다른 영역을 소홀히 다루는 경향이 있다. 수학의 전 영역을 골고루 반영하는 수학영재교육 프로그램의 구성이 필요하다.
    셋째, 대학부설 영재교육원의 학습내용은 주로 속진학습을 실시하고 있으며, 속진정도는 약 3년 1개월로 중학교 수준을 넘어서는 것이 대부분이다. 교육청 영재교육원의 학습내용은 주로 심화학습을 실시하면서 속진학습에도 많은 부분을 할애하여 병행하고 있으며, 속진정도는 약 1년 4개월로 대부분 중학교 수준을 넘어서지 않도록 구성되어 있다. 영재학급의 학습내용은 학교교육과정과 연계하여 거의 심화학습을 실시하고 있으며, 속진정도는 약 10개월로 대부분 중학교 수준을 넘어서지 않도록 구성되어 있다.
    넷째, 모든 영재교육기관의 수업은 비교를 위하여 수와 연산(대수학) 영역 및 규칙성 함수 영역과 기하 영역으로 나누어 관찰한 결과, 수와 연산 및 규칙성과 함수 영역의 수업은 담당 교사의 강의 위주의 수업이었으며 학생활동이 적은 편이었다. 대학교수가 주체가 되는 대학부설 영재교육원은 학문적이며 연구능력은 뛰어나나 중학생의 발달단계와 특성에 대한 이해 부족으로 수업의 수준이 높았다. 반면에 교육청 영재교육원과 영재학급은 현직교사로 이루어진 관계로 학교교육과정과 밀접한 연계성을 유지하며, 학생들의 수준에 맞게 수업을 하도록 노력하는 면이 보였다.
    다섯째, 영재교육 수업관찰척도(COS-R)을 활용하여 수업을 관찰하고 분석한 결과, 대학부설 영재교육원과 교육청 영재교육원은 수업관찰대상 중 빈번하게 활용하는 교수-학습 행위는 교육과정 계획과 실행, 문제 해결력, 개인별 수준 고려, 비판적 사고력, 창의적 사고력, 연구방법 순으로 나타났다. 영재학급은 교육과정 계획과 실행, 문제 해결력, 개인별 수준 고려, 창의적 사고력, 비판적 사고력, 연구방법 순으로 나타났다. 6개 항목별로 교사의 교수행위와 학생의 학습행위가 모든 영재교육기관에서 서로 상관이 있는 것으로 나타났다. 이는 교사가 교수행위를 효과적으로 활용하면, 그 영역에 대한 학생의 학습에 대한 수행도도 높게 나타남을 알 수 있다. 또한 교사의 교수행위와 학생의 학습행위 모두에서 연구방법이 효과적으로 활용되지 못하는 것으로 나타났다. 이는 연구방법의 문항이 영재교육 산출물과 관련된 것으로 구성되어 있어 수업이 마무리되는 학년말에 많이 나타나는 현상이라서 적게 나타난 것으로 보여진다.
    이상과 같이 영재교육기관별로 교재와 수업에 있어서 많은 차이가 있으므로, 영재교육의 발전을 위하여 영재교육기관간의 연계성이 필요하다. 시·도 교육청에서 운영하고 있는 영재교육기관(영재학급, 영재교육원) 간의 연계성은 같은 지역의 교육청이 관리감독하고 있고 각종 교사워크숍, 발표회, 기초 및 심화연수, 교수-학습 자료 경연대회 등을 통해 교육청 산하 영재교육기관간의 연계성이 높은 것으로 나타났다. 그러나 시·도 교육청에서 운영하고 있는 영재교육기관과 과기부에서 지원하는 대학부설 과학영재교육원과의 연계성은 미흡하다. 예를 들면, 시·도 교육청 영재교육기관(영재학급, 교육청 영재교육원)은 기초·심화과정을 운영하되, 대학부설 영재교육원은 차츰 심화·사사과정 중심으로 전환하여 운영하는 방안이다. 따라서 영재교육기관의 차원이 아니라 국가기관 차원에서 영재교육의 방향과 운영에 관한 정보를 서로 교환할 수 있는 기회를 마련하는 것이 필요하다.
