This study developed Art education program with Cycle of Art Activity. This art education program is focused on appreciation in the combined form of appreciation and expression as modern art education is oriented to appreciation. This study examined its effects in order to discuss its educational values. In order to make assessment combined in the art activity, this study designed Rubric applicable to the art program with cycle of art activity and verified its reliability and validity.
This study divided into three parts: In Study Ⅰ and Ⅱ, this study developed the art education program with cycle of art activity and examined its effect. In Study Ⅲ, this study designed the assessment tool, Rubric, the art education program with cycle of art activity and verified its reliability and validity.
For Study Ⅰ, the subjects are settled as follows;

For Study Ⅱ, the subjects are settled as follows;
2-1 How is the effect the art education program with cycle of art activity has on creativity?
2-2 How is the effect the art education program with cycle of art activity has on analogical ability?
2-3 How is the effect the art education program with cycle of art activity has on appreciation ability of picture?
For Study Ⅲ, the subjects are settled as follows;
3-1 How is the system of the assessment tool, Rubric, in the art education program?
3-2 How are the reliability and validity of the assessment tool, Rubric, in the art education program?
As a result of Study Ⅰ, the purposes of the art education program for young children with cycle of art activity were to improve aesthetic thinking and help young children enjoy expressing it, in other words, to improve not only appreciation but also expression. The goals are to improve aesthetic thinking, help kids experience cycle of art activity together with thinking-oriented teaching and promote improvement of creativity and analogical ability as well as artistic ability (appreciation ability of picture and expression). In the system of this program, a lesson model consists of appreciation, expression and commentation. In order for systematic teaching, this study developed a thinking-oriented teaching model and applied it. In order to achieve the purpose of the education, this study developed cycle of art activity and pursue the combination of appreciation and expression.
As a result of Study Ⅱ, the art program for young children with cycle of art activity improved creativity, analogical ability and appreciation ability of picture. The findings showed that the young children' group who experienced the art program with cycle of art activity improved in creativity, analogical ability and appreciation ability of picture with statistically significant difference comparing with other young children who experienced general art activity. On the other hand, the young children who experienced general art activity also improved even though it was not statistically significant. It means that the art education program with cycle of art activity helps young children improve in the childhood when creativity, analogical ability and appreciation ability of picture develop
As a result of Study Ⅲ, this study developed the Rubric in the art education program for young children with cycle of art activity by using earlier studies and development procedure. In order to evaluate the value of the Rubric as an assessment tool, this study measured the reliability and validity. As a result, the Rubric assesses what it is designed to assess. It also showed that the assessment was affected by personal differences comparatively less.
The meaning of this study is that this study developed the art education program with cycle of art activity in the combined form of appreciation and expression and that this study also developed the assessment tool, Rubric, together with it helping teachers in a classroom apply this program easily and systematically. Also, this study suggested cycle of art activity for appreciation that helps young children use all senses so young children can experience appreciation more actively and pleasantly. In addition to it, this study suggested a thinking-oriented teaching model so that the teaching can get systemic. This study verified the effect art education has not only on creativity that is frequently mentioned as an effect of it but also on analogical ability by the development of this program and the effect verification. This study suggested that art education has an effect on critical thinking such as analogy. The art program for young children with cycle of art activity developed by this study proposed an example of a way of a combined use for the value of appreciation by improving young children' appreciation ability of picture.
