Nowadays, we call the 21st century, 'the century of culture', and we are realizing that our country is becoming knowledge-oriented society, which depends on knowledge, information, and cultural creative power. For the national prosperity, an economic aspect should not be remained at the same place, and cultural ability and artistic standard should be the source of a country's pride. We say it is 'the century of culture', but the crisis of art is rather getting worse. We hardly never prioritize the value of cultural art on our policy, but the recent development shows that the crisis is getting deepen. Rather it is profit or nonprofit, performing art is particularly facing many obstacles. It is important that our culture become a primary part to this knowledge-oriented society, and also in order to develope performing art and to secure the identity of Korean culture, we must need public support policies.
From this study, a researcher present a line of policies based on characteristics of performing art, a historical background and a theoretical basis of public support policy, other cases from different countries, researches on preceding literatures, and gathering informations from examinations and verifications of current state. First, the primary object is to expand financial support on public support policy of performing art. The Cultural Division of Finance need to establish long-term plans to expand the budget and investment funds, as well as getting financial support for creating performing art. Well balanced combinations of reasonable distribution, maintaining equality, and strict evaluation after financial support are needed. Second, creating an environment where performers can focus and freely express themselves is needed. Along with financial support, increasing infrastructures, such as performing halls, need to be considered. Expansion of cultural facilities along with improving the structure and formation of the organization, supporting the development of excellent programs, and strategic use of cultural facilities need to be done. Third, it is necessary to educate audience basics of art to increase their interest, derive, and participation in performing art. And also, enhancing friendliness and creativeness, and firsthand experience -oriented artistic activities are also important. Diversification of a program for developing new audience, active promotion and marketing strategy, and long-term promotion policy of performing art in the aspect of exchange between artists and audience must be pursued. Finally, legal and systematic measures, such as 'the Promotion Act of Culture and Art', 'the Act of Performance', and taxation systems must be improved and activated.
From this study, the researcher has tried to find out diversities and efficient measures of public support policies to develope domestic performing art and to enhance the level of domestic culture and art.
Nowadays, a variety of changes are occurred in politics, economy, and social structures, and along with changes in the sphere of culture and art, it is demanding new policy and a political countermeasure. The researcher hopes that a result from this research can help to integrate by systematic plans, and also enlarge and embody potential energy in performing art.
In addition, this study has limitations in relation to the factor analysis, validity, and reliability of questionnaires trough out analytical preceding studies. The researcher hopes that more diversified and systematic studies can be carried out in the future based on this findings.
