      The purpose of this study is to define the concept of Cultural Competency and extract the component of Cultural Competencies to indicate the aim of Culture and Arts Education which towards to gain and improve cultural competency. For the purpose, this researcher raised the following research questions.
      1. What is the concept of the concept of Cultural Competency?
      2. What are the components of Cultural Competencies?

      This study was conducted through reviewing literatures and Delphi surveying to define the concept of Cultural Competency, to extract the components of Cultural Competencies and to inspect the conceptual framework of Cultural Competencies which suggest from documentation of the international Conference organized by the German Federation of Associations for Cultural Youth Education (BKJ) in co-operation with the Federal Ministry of Education and Research(BMBF), the Organization for Economic Co-operation and Development (OECD) and European Commission. First findings from literature reviews are referred to analysis by experts in cultural and arts field and therefrom results of the study were made as follows:
      As shown in results obtained through the first research question the concept of Cultural Competency has the following attributes :
      Cultural Competency is a complex concept which contains the abilities and habits as a member of society and knowledge, religion, arts, law, morality, a faith system, a value system and custom. And Cultural Competency is a way of life and a general process to develop the creativity through the intellectual, mental, esthetic enlightenment.
      Results obtained through the second research question shows that the Cultural Competencies has the following components :
      The conceptual framework of Cultural Competencies consist of three competency category : common basic competency, cultural competency in a narrow sense, arts competency. First, cultural competency in a narrow sense includes tolerance, open-minded, cultural identity, participation in cultural life, Intercultural competence, and critical media literacy. Second, arts competency includes creativity, cognitive faculty, perception(cognition), expression, emulation, realization, ability to design, ability to play, sense of what is possible, aesthetic reflection, sensuality, enjoyment, self-assimilative power. Third, common basic competency includes self-control capability, self-confidence, activity, flexibility, possibility. activity, cooperative skill, empathy, teamwork, communication skill, operation skill, problem-solving skill, ability to analysis, decisiveness, to take and give criticism, ability to judge, ability to reflect, learning ability information transfer capability, and contextual thinking.
      I hope that the result of this study will be useful for developing studies of cultural competencies in cultural education.
