1. Purposes of the Study
The elementary school days were important for children to form living life habit as well as learning habit for their whole lives to form habit and to grow up physically, intellectually, emotionally and socially: The emotional development was a source for human growth and development, and the emotional experience had influence upon characteristic development of children, and children liked to act in group at social development to do organizational activities, so that children required effective education and training. And, children were exposed to risks of abandonment, sexual abuse and other safety accidents to create social problems.
In modern society, women were likely to participate in social activities more than before, so that women jobs created children protection problems. Being different from the past, other social support systems than parents that could take care of children were not enough under nuclear family system. The government also promoted various kinds of policies that could support women doing social activities, but it could not suggest political directions for common children who did not belong to low-income group.
2. Research Methods
The study was made based on literature survey. The study made use of various kinds of statistical material, Internet material, research material on existing welfare projects for children, research on actual conditions of child welfare institutions and other papers.
3. Summary
The study suggested promotional programs for common children considering researches on program development for promotion of community child welfare institutions as follows:
Firstly, children could meet each other by programs of community child welfare institutions and were forced to break off relations with others after the programs: However, continuous relation could make change of common children, and psychological and social services could alleviate sense of alienation of not only common children having low family relations but also the disabled children that was made by social prejudice, so that the children could improve motivation in affirmative way.
Secondly, not only increased budget but also recruitment of human resources was required to promote community child welfare institutions. The community child welfare institutions that could not satisfy current standards were demanded to attain facilities standards, human resources and budget, etc enough to satisfy requirements. Therefore, the government was required to support community child welfare institutions and to pay expenses for differentiated programs as well as various activities and to let more children make use of the child welfare institutions.
Thirdly, a center of child welfare institutions was required to construct integrated services. The community child welfare institutions expanded their programs up to home problems as well as social problems at community in addition to protection and education of children after school, so that they supplied an integrated social welfare service by protecting, bringing up and educating children and focuses on practical practice of services to neglect reasonable and effective management and operation of the programs. The community child welfare institutions were demanded to supply comprehensive services and to expand projects of the government's financial and physical environment to prevent low service than the service being given by other children and to develop a special alternative.
