Once the recinstruction was much touted for its positive effects such as the improved living environment. However, the recent changes in laws and regulations put it in the straitjacket as it has been accused of real estate speculation and wasted resources. Remodeling, an alternative to the reconstruction, has not received much attention in the market due to lacj of relevant laws and uncertainties and has been sluggish.
Accordingly, this study defined the concipts of remodelling and reconstruction, and analyzed profitability by comparing scenarios of recinstruction and remodelling allowable under the current regulations.
The profitabilitu analysis brought us to the cinclusion as fallows.
First, it is impossible in reality to recinstruct a apartment complex which cannot increase its Floor Area Ratio, FAR by 20%P because some home owners ahe assigned smaller lots than their before-reconstruction lots. Any complex with an increase of over 20%P is estimated at over 1 of profitability rate, which indicates ample profitability.
Despite the fact that unlike previous studies, this study adopted market prices higher than reconstruction cost, profitacility showed over 1, which is thought to present good business opportunities for remodelling contrary to mafket concern.
Second, the profirability of the reconstruction increases in commensurate to the rise by 10%P in the difference between floor area ratios before and after recinstruction. However, the remodelling creates constant profits because the increase in the space is not based on the floor area ratio but on the existing lot space.
When the allowable floor area ratio for the reconstruction of an apartment complex is 20%P higher than the before-reconstruction FAR, there seems no difference in profitability of remodelling and reconstruction. When the gap in allowable FAR is mucj higher than 20%P, reconstruction proves more advantageous.
with the profit analysis, the folliwing conclusions are reached.
The owners in an apartment complex may reach reasonable conclusion with the result of tje study. Currently, it is a transitional period from reconstruction to remodelling. Therefore, rather than pushing remodelling for public good, profitability should be given highest proprity. In addition, in preparation for the time when housing reconstruction becomes impossible in a housiong life cycle, any complex for which reconstruction is most advantageous should pursue reconstruction while the favorable conditions including interior design, architectural structure and wiring should be selected for the future possible remodelling of a newly reconstructed complex.
On the other hand, the goverment should stop pouring out new regulations and rescind all the regulations in place relating to the reconstruction. If it strengthens the limit on floor area ratios to make remodelling more attractive and offers economic incentives such as tax reductions, the market will move toward the remodeling even without regulations on reconstruction. In addition, as the complexes completed after 1990s are usually high-rise, high-dense buildings, many of them have little room in floor area ratios. Therefore, reconstruction for such complexes is not a good idea. They will inevitably opt for remodeling. But, given the fact that remodeling an old complex does not increase the supply of housing units, the proces cannot help going up. What is more, when remodelling is not attractive enough, the owners are expected to select the worse scenario where their lot space is reduced and cost burden increases in order to pursue reconstruction. In such case, increased burden will be transferred to housing prices. Such sharp increase in housing prices resulting from the market conditions can hardly be controlled by the regulations and policies of the government. Therefore, the government should focus on the economic and institutional incentives and market revitalization mesures for housing remodelling. It should also be prepared for the problems resulting from the shortage in supply of housing units in downtown areas caused by the impossible reconstruction.
