지역복지관의 북한이탈주민 지원프로그램 실태와 개선방안 = Study on Improvement Device of Adaptation Program for North Korean defectors at the Area of Social Welfare

The purposes of the study are to develop social welfare policies and social walfare service programs, and to lead borden enforcement the policies for the North Korean defectors. Especially, this study focused on the area of social welfare's adaptation program. For the purposes, responses for social welfare were sought to know the life realities and desires of North Korean defectors. The survey is through the literature study and indivisual interviews and SPSS analyzed program.
Recently the number of North Korean defectors has been increasd rapidly since 1994. North Korean has been losing self-settlement ability rapidly by yhe discrepancy and foreign isolation, and it has been increased escaped North Korean.
North Korean defectors who seceded from North Korea and are living in South Korea 3,879 people september in 2003.
The major policy for the people are adaptation education, and provision of resettlement funds and support funds foe housing to prepare the self-reliance and to adapt the South Korean society after the settlement in South Korea. The policies seemed to be relatively well design to support the people. However, the people suffer from some problems of economic, social in adaptation of the society.
The study asked to 42 people who lived in South Korea using questionnaire to know their life realities and desires. The desire of economic stability was the largest one because the most respondents have economic problem. The people have difficulties in human relationships because of difficulties in linguistic life, and un-friend attitude or South Korean. The difficulties make them separate with South Korean.
The people who are suffering from the lack adaptability in economic, social problems should be recognized as the subject of people for social welfare. To help the people overcoming the difficulties and settle safely in the society of South Korea coincidence with the purpose of the social welfare.
And our government must take a mesure to develop the long-term service system. It is important for them to benefit from the existent social security facilities. In the case of employment insurance, the rate of application shows high in their hirst 3years, but goes down after this period. It is same as the rate of beneficiaries of public assistance. Services only in the limited time without any basic education or traning are useless. This may results in the increase of the seperation rate from employment. Actually the percentage of the social welfare beneficiaries among them in South Korea is larger than that of South Korean inhabitants. Though these programs are very helpful for them, it costs our government too much expanditure. In fact, there is no governmental policy for the long-term services for self-supporting of the disposed people. This is one of the series problems faced by our society and we must take a measure to provide them with proper services for the self-supporting after expiring of governmental aids.
The study gives a few suggestions for adaptation in the society for North Korean defectors who seceded from North Korea under the ideology of productive welfare as the programs. So it's establish the service delivery system providing stratified support base on social and economical needs. First one is to enforced job traning that is systematic and specialized, and to introduce jobs that fit to their personality and ability. Second one is to strengthen the training for social adaption. Last one is to provide the services of social welfare for psychological adaptation.
However, the most needed thing is conversion of visuals of South Korean to the North Korean defectors who seceded from North Korea.
