수석교사제의 법제화가 학교 현장에 미치는 영향

As a study on the 'Master Teacher System' that was initially carried out through legislation in 2012, the objective of this study is to examine the development measures for its successful settlement by analyzing the educational roles of the Master Teacher System in accordance with legislation, based on the actual condition of operating the Master Teacher System and teachers' perception in the Gangwon-do province.
This study conducted a Delphi survey for eight master teachers and an in-depth interview method for seven teachers of 47 schools within the Gangwon-do area.
In the results of the analysis, the changes of school in accordance with legislation were shown differently for each school. They started having an atmosphere to pursue qualitative changes in education as master teachers who became mentally confident and honorable owing to legislation had increased activity wills. Focusing on new teachers and less experienced-teachers, the opportunity of 'increasing professionalism of classes' was increased as there were also changes in relations between master teachers and teachers dependent on various positions and school conditions.
Though the Master Teacher System was legislated, the educational roles which are 'building a climate in which teachers with professionalism are given preferential treatment' and 'strengthening professionalism of the whole teachers' are still insufficient at showing the limits of these roles. Thus we suggest that development measures including setting up clear position and roles of master teachers, securing qualitative level of master teachers, and forming cooperative relations with master teachers be introduced.
