저소득 가정의 영유아를 위한 교육, 복지, 보건의 통합적 조기 개입 프로그램 개발과 적용을 위한 비교 고찰 = The Comparative Study on Developing and Making an Application the Comprehensive Intervention Program for Low-Income Young Children

다국어 초록 (Multilingual Abstract)

This study explored the Head Start in U.S.A, the Sure Start in Britain, the Best Start in Australia which were the comprehensive intervention services at national level and compared them with Hope Start which has been implementing in Korea. The purpose of this study was to help the comprehension of early prevention and comprehensive intervention services. It was also to provide implication of innovative direction to develop intervention services which was more appropriate for services in the field. The review of this study suggests several perspectives for the early prevention and intervention services development of low-income young children in Korea. First, systemic training is needed to educate professionals and teachers for highly qualified intervention services. Second, financial support by government is needed to implement comprehensive services . Third, the duplicable application of ages and within the same age should be prohibited. Fourth, it is important in detailed management to implement comprehensive programs effectively. Fifth, the early intervention services should continue to support the low-income children. Sixth, all services are designed to enable children and their families to be easy of access and cooperate with the other relative programs. Seventh, the early intervention services should be closely connected with the other relative programs and is required to have a cooperative partnership between executive authorities. Eighth, it is avoided the supervision system that copes with after the fact.

국문 초록 (Abstract)

본 연구는 통합적 개입 서비스인 미국의 Head Start, 영국의 Sure Start, 호주의 Best Start에 대한 실제를 현재 우리나라에서 실시되고 있는 희망스타트와 비교, 고찰함으로서 우리나라에서의 조기 개입 예방과 서비스 프로그램에 대한 올바른 이해를 돕고 보다 더 현실에 적합한 개입 프로그램 개발을 위한 개선방향에 대한 함의를 제공하고자 하는데 목적이 있다. 이러한 이론적 근거를 바탕으로 본 연구는 다음과 같이 제언하고자 한다. 첫째, 질 높은 조기 개입 서비스를 위한 체계적인 전문가 양성 및 교사교육 필요. 둘째, 통합적 서비스 수행시 정부에서 재정 지원. 셋째, 연령의 중복 지원 및 동일 연령내의 중복 지원 피함. 넷째, 세분화된 통합적 서비스 운영 요구. 다섯째, 지속적인 개입 서비스 실시. 여섯째, 서비스 수행 기관을 지역마다 설치하여수혜자의 접근이 용이한 곳에 위치하도록 함. 일곱째, 조기 개입 서비스가 다른 관련 서비스와 긴밀히 상호 연결되고, 관련 부처 간의 원활한 파트너십이 이루어지도록 함. 여덟째, 사후대처방식 관리 측면을 지양해야 한다.
