새주소사업의 정책집행 영향요인에 관한 연구 = A Study on the policy implementation factors in the New address system

다국어 초록 (Multilingual Abstract)

This study analyzed officials and the general public to identify policy implementation factors of new address system. The analysis results are the following: First, the recognition of general public on the new address system was lower than officials and real estate agents. Second, the policy content of clarity in the policies, institutionalization, the internal structure of policy implementation structure, leadership, personnel, and policy support levels in the environment, supporting acquisition strategies in order had the effect of new address system. Third, the clarity and level of support were the most important determinant. Thus, the configuration of doromyeong addresses need to be modified to suit the sentiment of the people and communicate with the people to accept this policy.

국문 초록 (Abstract)

본 연구는 새주소 사업이 정책집행의 영향요인을 관련 공무원과 일반국민을 대상으로 한 설문조사 결과, 첫째, 일반국민들의 새주소 사업 인식이 공무원이나 부동산중개사에 비해 낮았다. 둘째, 정책내용에서 정책의 명확성, 법제도화, 정책집행구조에서 내부구조, 리더십, 담당자, 정책환경에서 지지수준, 지지획득전략의 순으로 새주소 사업의 성과에 영향을 미쳤다. 셋째, 전체 요인 중에서 정책의 명확성과 지지수준이 성과의 가장 중요한 결정요인이었다. 따라서 도로명 주소의 구성을 국민의 정서에 맞게 수정할 필요가 있고, 이를 국민들이 받아들일 수 있도록 상호의사소통이 필요하다.
