유아교육 선진화 정책의 성과와 과제 = Accomplishments and Challenges of the Early Childhood Education Advancement Policies

국문 초록 (Abstract)

본 연구는 2009년 12월에 발표된 유아교육정책의 청사진이라 할 수 있는 유아교육 선진화 정책의 성과를 분석하고 향후 과제를 밝히기 위한 목적으로 수행하였다. 이러한 목적을 위해 전국의 유아교육전문직 147명, 유치원장 520명, 유치원교사 1,812명, 유치원 학부모 936명을 대상으로 선진화 추진 계획의 적합성, 달성도, 효과에 대한 의견을 조사하고, 그 결과를 분석하였다. 연구 결과, 선진화 정책이 유아교육 질 제고에 효과적인지에 대해서는 대체로 효과가 있다고 인식하고 있었다. 세부 분야별로 보면, 가장 필요도가 높은 과제는 유아학비 부담 경감 분야의 ‘유아 무상교육 단계적 확대’ 와 ‘유아대상 영어학원 탈법단속 제도 개선’이며, 달성도가 가장 높은 과제는 미래지향적 교육과정 운영 분야의 ‘유치원 종일제 운영 내실화’이고, 가장 효과가 있는 과제는 유아학비 부담 경감 분야의 ‘유아무상교육 단계적 확대’로 나타났다. 이러한 결과에 근거하여 유아교육 선진화 정책의 향후 과제를 제언하였다.

다국어 초록 (Multilingual Abstract)

This study aimed to review the accomplishments of the early childhood education advancement policies implemented starting from December 2009, and further to suggest improvements of the policies. The study conducted online questionnaires, distributing to 147 experts in the field of early childhood education, 520 directors, 1,812 teachers, and 936 parents of kindergartens across the nation. The questionnaires were developed to examine their perceptions of the achievement and appropriateness of the early childhood education advancement policies. It was found that respondents evaluated the advancement of early childhood education policies as effective. Specifically, the most demanding areas for the future improvement were 'the gradual expansion of free early childhood education' and 'the improvement of the system of regulated English institute lawlessness for young children'. Also, the most achieved tasks were found to be 'the substantiality of the full-time operation in kindergarten' in relation to the future-oriented early childhood curriculum. Based on these findings, further elaboration of early childhood education policy was suggested.
