      • 地方敎育行政公務員의 職務滿足度에 關한 硏究 : 충남도의 교육행정공무원을 중심으로

        The purpose of this study is to find out the ways to enhance the job satisfaction of local public officials in educational administration by analyzing the factors effecting on the job satisfaction and to investigate how the agreement with working area and resident area influences on the job satisfaction. Among the various factors that influence on the job satisfaction, this study focused on the demographical factors and relationships with the agreement of working-resident area and the demographical features. Following hypotheses are made on the basis of related precedent studies and verified. 1. There are differences in job satisfaction according to the demographical factors(gender, age, level of education, period of working, job classification, job location) 2. The agreement with working area and resident area would influence on the job satisfaction significantly. 3. Correlation with the agreement of working-resident area and the demographical factors is significantly positive. The subjects of study were 200 local educational administrative officials under ranking 6th served in public elementary, middle, high schools in Chungcheongnam-Do. Out of 200 questionaries, 179 sheets (89.5%) were analyzed. The results of verifying hypotheses are as follows. First, most of the demographical factors influence on the job satisfaction except the educational level, a sub-factor. Second, people whose resident area and working area are same recognized higher satisfaction than non-agreement group with all factors except the factor of "promotion." Third, as the results of variate analysis by each factors effecting on the job satisfaction, correlation with the agreement of working-resident area and the demographical factors showed significantly effects. On the basis of the results above, several implications would be suggested. First, the bounds of local offices of education within provincial office of education need to be expanded for agreement of working-resident area effecting on the job satisfaction. Policies are needed that local educational administrative officials could work consistently in near working location from the resident area. Second, the restriction on nomination is required. As if general administrative organizations select new public officials setting regional limits to local government, the regions which personnel movements are frequent need to hire public officials with strong regional limits on working area. And consequently hired officials with this principle could work with having great affections for the region. Third, when the staff is reinforced among public officials in provincial office of education and local offices of education, the justice of authority over personnel affairs must be secured and proper transference must be operated. In case of agreement with working-resident area, there are significant effects. Thus circulating transference for agreement with working-resident area is needed through personnel policies.

        In rapidly changing modern society, universities should be in a flexible position. The society demands various roles and changes to universities, such as creation of new knowledge, cultivation of creative elites that will lead the changing society, and provision of motive force for growth through academic-industrial cooperation. University staff education(training) is significant because a university administration supports smooth operation and efficient goal achievement, from establishing school's vision and development target with school's board of directors, planing them, and performing them, to conducting routine office work. In reality, however, the operation of education(training) university staffs for improvement of their expertise is not so gratifying. The object of this research is to present core competence of the staff education(training) in national universities and their improvement plan, based on the cognition and needs through the survey for national university staff education(training) demand. The object of this research is explained in detail as the below; First, there is no or yes difference of the cognition core competence which is needed university staff by the sex, the class of his position, the business in his charge, and his post. Second, there is no or yes difference of the needs of core competence which is needed university staff by the sex, the class of his position, the business in his charge, and his station. The third, there are results and conclusions shown by the needs and cognition for core competence of university staff. In order to establish above the object, the research stated with investigating 8 core competence(①self-innovation competence, ②foreign language competence, ③communication competence, ④numeration competence, ⑤problem solving competence, ⑥human-relationship competence, ⑦presentation competence, ⑧information technology competence) of the staff in university through foreign industry basic competence(USA, England, and Australia etc). and so, the survey was taken into the national university in hub positioning korea. Survey data ware analyzed by the methods of frequency, paired t-test, and one-way ANOVA. The results of the study are as follows: The first, education for self-innovation competence, numeration competence, and problem solving competence is stronger and we tried to devolve programs which is considered the above competence. The second, Results for the cognition of 8 core competence by the sex, the class of one's position, the business in one's charge, and one's post are as the follow; there is difference for communication competence, human-relationship competence, presentation competence, and information technology by the sex. Male-staff is more cognizing than female-staff, all core competence has no difference by the class of one's position and one's post, and communication competence has only difference by the business in one's charge. The staff works academic and planning office is in more need communication competence than the staff works others office. The third, Results for the needs of 8 core competence by the sex, the class of one's position, the business in one's charge, and one's post as the follow; there is difference for foreign language competence, communication competence, numeration competence, human-relationship competence, presentation competence, and information technology by the sex. male-staff is more cognizing than female-staff. there is difference for information technology by the class of one's position. staff(below 7 grade) is in more needs than other staff(over 7 grade). there is difference for problem-solving competence, human-relationship competence by one's post. the center for academic office is more needed than other post. there is difference for human-relationship competence by the business in one's charge. the staff works academic and planning office is more needed human-relationship competence than the staff works others office. In conclusion, consider in programing and consisting of education for the staff work in the university through the above result.

        Local administrative system (hierarchy and administrative district) has lately been reorganized more rationally to construct competitive and efficient government through renovation of public sector. The system will improve problems of existing local administrative hierarchy& district , raise participation of residents , and plan for more effective local administrative service. Korean local administrative system (hierarchy and administrative district) has too much layers that its efficiency & democratic principles are deteriorated. As for districts, there are severe disproportions in administrative finantial capacity between local autonomies of same kinds that inhibition of balanced local development is caused. Therefore, this study presents rational reorganization methods of Korean local administrative system by theoretical review of administrative hierarchy& district and survey repot analysis of residents and officials of Daejeon-Chungnam provice. The procedures of this study are as follows. (1) theoretical background: Characteristics of local administrative system, transition of existing local administrative system, motive& criteria of reorganization, optimum scale of reorganization, and domestic& foreign precedents were reviewed. (2) Survey Report :Questions about perception of general public of existing administrative system, effect& result of integration of cities and counties, prospect of reorganized administrative system were asked of residents and officials of Daejeon-Chungnam province. (120 copies for residents and 120 copies for officials were distributed and 229 out of 240 copies were collected.) (3) Rational methods of reorganization : Problems of existing local administrative system, discussion on reorganization of local administrative system, main issues about local administrative system were examined and following conclusion was reached. The basic frame of existing Korean local administrative system(hierarchy and administrative district) remained unchanged from late Chosun dynasty and Japanese occupation period to this day. However, the arrangement of administrative hierarchy& district was not for national life vu for convenience and serviceableness of administration. Administrative hierarchy& district is maintained without flexibility whereas the zone of life changed a lot according to urbanization/ industrialization & national land development. As a result, there is a significant discord between the two and waste of time and money also. This study is focused on presenting a reasonable reorganization plan for the current local administration system to accept changes in social and economic environment, conform a zone of life to social structure and administrative district, increase the administrative and financial efficiency, induce residents' active participation, and strengthen the competitiveness of a local government.

      • 대전시교육청 행정홍보의 신뢰에 관한 연구

        In the past age of authoritarianism, tendentious one-sided propaganda could improve administration’s efficiency. Today, according to mature sense of citizenship, public relations is becoming more important in order to gather the opinions of citizen and inform public opinions. Because educational administration is also a management process for making definite planned and structured decision, publicity has been emphasized as a important part in fields of educational administration. Previous studies about public relations have been done mostly on the function and task of public information divisions that are national and local governments I public relations departments. The research about local education administration institutes has not been sufficient. This study was aimed at reviewing the differences of public relations ’ trust depending on administrative PR media, dividing the factors that influence on the trust of public relations as internal factors and external factors, analyzing which factor have more strong effects on the trust of public relations, and suggesting the directions for vitalizing of educational administration institutes I public relations. Summary of the results were as follows. First, frequency analysis was exerted by internal factors and external factors of public relations. In the case of parents I recognition, PR’s speed, PR’s diversity, PR’s usefulness, perception level about PR’s necessity, interest about education, participation to education were ranked as positive awareness. But, PR’s accessibility, perception level of education policies are realized negatively. The results of frequency analysis about public relations media showed that parents mainly received the contents of public relations through mass media and internet. The order of responses were like this: TV, radio, newspaper, internet, homepage of the office of education, newsletter. Second, as a results of analysis of variance between parents I demographic characteristics and internal factors of public relations, women's score about PR’s usefulness was higher than men’s those. And the result of analysis of variance between public relations media and internal factors of public relations showed that a positive difference was founded. The group that were provided by self-making promotional materials had highest positive correlation. Third, as a result of analysis of variance between parents' demographic characteristics and external factors of public relations, there were high positive correlation in women, in the age of 40s, and in the group having income 400 - 500 ten thousand won per a month. A positive correlation was founded between perception level of education policies and satisfaction level of education policies. Citizen who were received informations from the homepage of the office of education. Fourth, there were no statistically significant difference of the trust of public relations according to media of public relations. Therefore, the hypothesis was rejected. Fifth, a positive correlation was founded between the trust of public relations and internal/external factors of public relations. Satisfaction level of education policies had strongest effect on the trust of public relations. And then, PR’s usefulness and perception level of PR’s necessity were followed. As stated above, it showed that there was no significant difference on the trust of public relations depending on public relations media. Satisfaction level of education policies, PR's usefulness and perception level of PR's necessity were proved to effect on the trust of public relations. On a basis of this study’s results, several suggestions could be presented. First of all, excellent performance of education policies could make parents as education consumers establish the trust of public relations. Promoting necessary information to education consumers and inducing parents to participate in education policies needed for enhancing the usefulness of public relations. Three-dimensional techniques of publicity required busy citizen to access public relations of the office of education. And, the opportunities for participation to education should be expanded. At last, public relations media had no effect on the trust of public relations but public relations media had strong effect on PR’s usefulness and perception level of PR's necessity. Thus, the contents of education policies by the media's characteristics should be given to parents. Parents' trust about public relations of Daejeon Metropolitan Office of Education could be firm by pushing aggressive public relations such as exactly providing information for education policies to parents and participating in education policies.

        I. Introduction The problems of University is take a very importarnt part in Korea Society, and The importance of administration of University becomes larger and larger. Organization of university adminstration is double-sided organization which consist of professores and officials, and it contains many problemes because the faculties actually manage the university administration till now. In organization of university administration, The faculties' cognition is expressed in administrative behaveor and it has great influcence on instruction and researching acts. The purpose of this study is findirg the officials' way or thinking on university administration and ploblemes in pertorminy the role, and then suggestiny the imptoved way. II. Planning and Analysis of sample, contents and data. In this study, the sample is limoted to the officials in National University. I collect 267 officials randomly in Chung Buk, Chon Nam, Kang Won, and Pusan National Universities by proportional stratified sampling method. I plan the questionaire sheet in 34 numbers of questionaire which consist of the character of University administration, the peculiarity of organization of University administration, the state and role of officials, the role structive and role conflict of the officials and correct role performance of the officials. I try to analize the data by cross-check the inter relationship and tendency of each questionaire with frequency and per-centage. And the degree of significance of interrelation-ship of each questionaire is checked in value of X2 in 5% of level of significance. III. The Problems of role-preformance of the official in national University. 1. The officials' way of thinking on university adminstration show tendency of control and strictness in role-performing and administrative efficency first principle caused by power-centered bureaucratism and authoritive culture of administration. 2. Orgnization in university administration is double-sided organization which consist of professors and officials, so it has problems of management cansed by contrastive ways of thinking between the democratic and normative university organization, and bureaucrative and stratified administrative organization. 3. It showes that officials' role-performing area should be enlarged, and it is an obstacle to selfcontrolment in university administration and effective management of university system. 4. The peculity of university administration is not considered in selection and appointment of the officials, and the vacant positicns are filled up with irregular officials' and so the good quality service is impossible. 5. The officials, have low morale and the rate of satisfaction in role-performance is low. 6. The officials, have high role-conflict because their role structure is not built yet, and they have poor cognition of role, and they have no police of personnel administration, and they have bad organic atmospher. 7. The total evaluation system and the useful committe system on university administration are poor. IV. Conclusion and suggestions. 1. The cognition of the role of the university administration should be change into corrective way through such programs as education and training systems for the officials. 2. The role-performance areas of the officials, should be gradually reduced to center on furction of means and services. And the democratic and normative decisions made by professors should be respected. 3. The Standard of qualification or the officials, should be heightened, and their quality should be refined through education and training system, and the role and the irregular officials, should be limitted, and they should be substituted by regular officials. 4. The organic atmospher which the officials can perform their role with pride should be built through give the officials motive product element such as recognition of their value of existence, humanly treatment, taking a role in system of making decision, and improved personnel administration principle. 5. To specialize the university administration, the roles of the orgaizations for planning and evaluation, such as Progressive Planning Part, should be enlarged. And many commite systems should be become lively and vice-principle for administration should be required and the officials of university should be specialized.

      • 警察서비스憲章 運營實態 分析 및 改善方案에 관한 硏究 : 忠南地方 警察廳을 中心으로

        Korea National Police Agency was built as a selection of the government exhibition organization for the administration service charter system and presented "the Police Service Charter" in 1998. Nowadays, Korea National Police Agency and all police stations enforces "the Police Service Charter". "the Police Service Charter" is concretely composed of ①service standard, ②contents, ③procedures, ④methods and ⑤mistaken service's corrections-compensations. This charter makes public and promises with a people. The end of the 2000years, all police-organization enforced totally 352's charters. This thesis accessed the three faces in order to contribute a qualitative improvement in the police-service not to remain a disjunctive meaning. First, it examined introduction-circumstances, contents, an establishment-process, post-management and so on. Second, it analyzed the charter's operating fact centering around a Chung-Nam Provincial Police Agency and the police-station belong the agency. Third, it shows reform measures. First of all, it investigated the performance-realities of the charter that the agency and 19 police-stations established. The research materials are the thing that the agency looked into at sept. 2001. Besides, it was made by ①replies submitted to a questionaire from policeman in charge, ②investigation by telephone and ③analysis of internal data compared with existing papers. In the next, it divided the results into the establishment, the performance and the post-management. The establishment part get average 77.5 marks in ①an underlying principle, ②the charter' fair reform as circumstances change, ③constitution&operation of the charter's commission. The marks have the semblance of a Local Autonomous Entity's. The thesis proved the lack of the commission's professionalism and the opinion-reflection. The performance part gets average 30.69 marks in ①the charter's establishment-reform, ②publicity for the charter, ③the staff-training, ④circumstances-reform, ⑤budget-security and execution, ⑥a commander's concern-degree and ⑦staffs' securities. It lags much behind a Local Autonomous Entity. The results proved that the agency did not substantial perform but establish charters. The post management part gets average 37 marks in ①the performance standard measurement, ②the measurement&announcement of the client satisfaction, ③incentive offering, ④dissatisfaction treatment, ⑤policy promotion for the service improvement and so on. That mark lags far behind Local Autonomous Entity averaging 56. In consequence of this review, it does not take so long after enacting the PSC, we think, we must make an effort in relation to the fixing of the PSC from now on. To review the policy for the development of the PSC: First, in the establishment part, we must ①strengthen the consensus of the staffs, ②embody the service performance standard, ③construct the promotion system by the Agency and ④make the organization of the PSC review committee substantial. Second, in the performance part, we enact interior PSC regulations to entail the compelling power for the PSC and for restraining the practice-nonfulfilment. And we must publicize the PSC exteriorly to the clients, make interiorly public servants respectively recognize thoroughly through various methods. Third, in the post management, we must make an effort that include the systematic review, dissatisfaction treatment, incentive offering and so on. This thesis analyzed organizing conditions on the subject of Chung-Nam Provincial Police Agency and the police-station belong the agency and presented the improvement programs for fixing of the PSC. This thesis showed a lot of current questions on the management of the PSC, we anticipate, but it is difficult to generalize. We must implement national questionnaires on the effect of the PSC and prepare fixing plans of the PSC reflecting user's opinions.

        It is a long time that, politics and Public Administration and Management Administration are classified in Social Science. Now They must be classified in church Actioitg, too. Then, Korea church must be able to accomplish the duty for historical church. The Princirls are necessary in small group well, much more in church. But, the church that have no Politics, Public Administration, Management Administration, though it is possible for group, can not establish "The Kingdom of God" So in this article 1. I in view point of church management studied the principles of church Administration. 2. I emphasized everything that, church Administration must have;natural dispostion, personality, talent, God's gift, Andz, Specially emphasited the role of church Administration as a seeker after truth. 3. I presented the model of church Administration that can be applied every where. In conclusion I do my best to express the motive force if church Administration.
