        A goal achievement of effective educational administration depends on how performs spontaneously their duties with the strong duty will and the high morale to serve with the thorough view of public office and the moral principle consciousness as the educational administrative civil servant, to comprehend exactly the goal of the nation and the organization. In this respect it was studied the promotion scheme of the educational administrative civil servant's morale, summarized the contents as follows. I. Introduction 1. Study Goal The study goal is to grope the efficient promotion scheme of the educational administrative civil servant's morale, naturally contributing to development of educational administrative organization, uprightly to value its level to survey the morale realities of the educational administrative civil servant. 2. Object and Extent of Study The study object was below 6 class of educational administrative position, it was studied in the better treatment and public service conditions improvement aspects of the objective civil servant. 3. Study Method The study methods were used a research of records and a questionnaire method to survey the morale realities of the educational administrative civil servant. II. Theoretical Background on Morale 1. Significance of Morale (1) Conception of Morale Morale is the intention of the duty performance of the civil servants taking part in the administrative organization, or else the job motivation. Morale can regulate a state of mind of an individual or a group to contribute to the goal achievement of organization. (2) Importance of Morale As today in society divided work, specialized, complicated the importance of the public officials' morale in every public office is higher day after day. 2. Investigation Theory on Morale It was based to select factors to have influence on the educational administrative civil servant's morale, and to comprehend generally by examining some theories which were closely concerned with morale to be considered the study of this thesis. (1) McGregor's theory-X and theory-Y (2) Schein's complex human (3) Maslow's needs theory (4) Herzberg's hygiene theory 3. Factor to Influence on Morale (1) General morale deciding factor (2) The Morale deciding factors in this study The morale deciding factors in this study were classified to be based on the most comprehensive Maslow's needs theory in the morale theories, to be considered general factor to influence on morale, to be selected the morale factors which were judged to have influence on the educational administrative civil servant's morale. III. Educational Administrative organization and Function of Kang Weon-Do. It was examined educational administrative Organization and function of Kang Weon-Do to comprehend generally this study. IV. Analysis on the Morale Realities of the Educational Administrative Civil Servant. 1. Social background of Question-respondent It was classified in particular their classes, their ages, their schoolings. and careers to examine the general social background of question-respondents. 2. Investigation-analysis of the morale deciding factors Analysis through the result of the questionnaire method the classified selected morale deciding factors in chapter II to graspe the morale realities of the educational administrative civil servant. (1) The Survey of the morale realities connected with physiological needs. (2) The Survey of the morale realities connected with safety needs. (3) The Survey of the morale realities connected with social needs. (4) The survey of the morale realities connected with esteem needs. (5) The survey 0 f the morale realities connected with self-actualization needs. V. The Problems of the Educational Administrative Civil Servant's Morale It was summarized the problems clarified by the investigative analytic results. VI. Groping on the Promotion Scheme of the Morale of the Educational Administrative Public Officials. It was groped the promotion scheme of the morale with the problems selected in chapter V in the center. VII. The administrative projects have been carried out several times from estabishing a government in 1948 to this day in Korea. Korean administrative system had been much influenced by the colonial administrative system of Japanese imperialism but there were some changes of the frame of exfermal shape of power structure in point of the administration of a democratic independent country. The second republic didn't accomplish an radical revolution in the adirlinistrative process and culture after the 4. 19 Revolution. The function of administrative system of 5.16 military authorities was complicated by the strategy and methods in American style, and it tried ta improve the administrative efficiency by means of expanding a far-reaching administrative reform in order to justify the reason why it should be after the Revitalizing Reforms, The fifth republic carried out steeply the reform of system concermed with an administrative structure and a Personnel administration, and so expanded anticorruption movement and administrative reform on the level of a Acocial purification drive. The sixth republic oraaniged the Administrative Reform committee and attempted at an administrative reform sharply in order to achieve the national summon called democracy. After the ambitious era of civil government opened Feb 25, 1993. the reform has been expanded in order to 'heal the Korean Malady' under the direction of national policy called 'the Creation of New Korea' on the national level, and it is given full support by the people. The framework of the body of thesis is as follows. Chapter Two considers a definition, necessity, approach, drive process and resistant factors of admLnistrative reform as a step of considering it in theory. Chapter Three shows how the process of administrative reform has changed from the first republic to the sixth republic. Chapter Four offers the proposals in policy so as to build a desirable nation and suggests an approach to the reform of future administrative system.

      • 韓國行政文化의 特性 아래서 본 리더쉽에 關한 硏究

        This study aims at seeking the most proper style of leadership in the administrative culture of nepotism and authoritarianism peculiar to Korea which has been formed by the mixture of religious influences from Confucianism, Buddhism, and shamanism. The second chapter deals with the definitions of administrative culture and leadership together with the correlationships between the two and the characteristics of the administrative environment in Korea. In the third chapter, the most typical peculiarities of the Korean administrative culture were investigated and the most proper types of leadership in Korean administrative atmosphere was suggested. In concluding part, it was suggested that the images of the public official must be changed in accordance with the demands by the changing administrative culture. The model official should be one who is able to lead the era of democratization and to create the new administrative culture of the time. For this change, strong incentives for leadership must be given to the public officials and their view to value must shift to positive and progressive one. The exemplary type of leadership in Korean administrative culture, in conclusion, may be drawn out in an amalgamated one with democratic model and conventional model: the former enables both of the leader and the people work together in setting up the administrative goals and accomplishing them, and the latter is to provide the cultual basis on which all society may share the

      • 南·北韓 地方行政 區域에 關한 比較 硏究

        The objective of this paper investigates how much Local Administrative District of South and North Korea has been changed under the different ruling system. This research depended chiefly of the analyses of documentary records and was developed by using a comparative method. The academic significance of this paper is to present the data that will pave the way to local administrative unit of municipalism after reunification of Korea. The contents of research are as follows. So far, Local Administrative District of South Korea has not been reorganized overall but that of North Korea has considerably been reorganized. The characteristic of North Korea's reorganization of Local Administrative District is the division of administrative district and the reflection of communism. The tier system of Local Administrative District of South and North Korea has different points that there are 3-4 sub-units in South but 2 in North. Though North Korea was subdivided in the size of Local Administrative District, North and South has similarity between them. While South Korea emphasized people convenience-oriented homogeneity in the standard of district reorganization, North Korea focused on the efficiency-oriented planning and policy. Despite the difference of the tier system and size of Local Administrative District of South and North Korea, we have a positive conclusion that there will be possibility of unity in Local Administrative District of South and North Korea. The reasons are as follows. First, local administrative district of North Korea has been reorganized 45 times but has been located within traditional system which has been passed down since the unified Shilla Kingdom. Second, South and North Korea have a common tier system which recognizes department and county as a local adminstration unit. After local administrative reorganization of South and North Korea, a coming task is as follows. The size of county in South and North Korea as a basic self-governing administration is much larger than that of foreign countries. Therefore it is necessary that county should be divided small enough for people to participate and rule. The standard of reorganization in local administrative district has given value to homogeneity and intention but in the future local administrative district will be reorganized to the points that there will be possibilities of local development, People convenience, and administrative effeciency.

      • 어린이집의 經營合理化를 위한 硏究 : 春川地域을 中心으로

        本 硏究는 現代社會가 産業化 또는 都市化 되어 감에 따른 女性들의 社會參輿가 括目하게 增加하고 있고, 家族 역시 大家族 制度에서 核家族 制度로 急變하고 있는 狀況下에서의 영 유아에 대한 保護와 敎育이 自然 間題가 되지 않을 수가 없게 되었다. 이에 따라 어린이집의 必要性이 積極 要求되기에 이르렀고 時代의 要求에 따라 雨後竹筍 式으로 生成하게 되었다. 그래서 어린이집을 經營하는데 있어 보다 合理的인 運營方法을 必要하게 되었고, 이에 本 硏究틀 하기 위하여 經營戰略을 樹立하게 되었다. 따라서 이 經營戰略은 健康과 安全, 敎師와 相互紐帶, 物理的 環境, 父母님과의 相互紐帶, 敎育費와 運營 等을 說問化 하여 活用하고, 春川市內에 있는 어린이집을 中心으로 實態를 調査하여 經營戰略의 問題點을 認識시켜 經營을 合理化 하는데 重要한 意味를 提供할 것이다. 本 硏究의 實證的 分析結果를 要約하면 1) 어린이 健康과 安全에 關한 어린이집의 경영전략의 實態는 體系的이지 못하여 여러가지 問題 要因을 안고 있다. 특히 어린이의 健康을 체크하는 健康 記錄部를 大部分 備置하지 않고 있었고, 어린이의 안전상 運行하는 버스나 個人別 傷害保險을 義務的으로 加入해야 함에도 不拘하고 加入하지 않는 境遇가 있는 것으로 나타났고, 非常時를 對備하여 어린이들로 하여금 定期的으로 非常對備 訓練을 전혀 하지 않는 것으로 나타났으며, 놀이마당 역시 大部分 어린이들이 學習하기에 不適切한 것으로 나타났다. 2) 敎師와 어린이와의 相互紐帶에 관한 經營戰略의 實態는 大部分이 肯定的인 要因으로 나타났으나 어린이의 激勵와 指導는 懷疑的인 면이 浮刻되기도 하였다. 3) 어린이의 物理的 環境 중 大部分의 놀이 空間이 法的 水準을 미치지 못하고 있고 어린이의 創意力 伸張을 위한 努力이 미미하고 놀이 資料 역시 貧弱한 것으로 나타났다. 4) 父母님과의 相互關係에 대한 經營戰略의 實態는 大部分 未洽한 것으로 나타났다. 5) 敎育費와 어린이의 運營에 관한 問題는 現實約으로 어려움이 있고, 運營온 敎育費에 依存하여 與件의 어려움을 端的으로 잘 表現해 주고 있다. 實證的인 分析을 通하여 表出된 어린이집의 運營의 여러가지 問題에 未洽한 것으로 나타나 이에 대한 適切한 經營 戰略이 樹立되어야 할 것이다. 本 硏究에 經營戰略이 갖는 意味는 다음과 같이 要約할 수가 있다. 첫째. 위에서 提起한 問題點에 대하여 서비스 次元에서 改善해 나갈 때 運營의 合理化를 기할 수가 있다. 둘째. 어린이에 대하여 서비스의 次元에서 좀더 具體的으로 深度있게 關心을 가지고 持續的으로 關係틀 맺어 나갈 때 제삼자를 通하여 認識의 變化를 가져 올 수가 있다. 셋째. 政府의 支援이다. 政府의 次元애서 어린이집의 運營을 連次的으로 積極支援하고, 運營을 積極監視하여 어린이집의 活性化를 꾀한다. 넷째. 公敎育化한다. 어린이집을 公敎育化함으로서 그 惠擇이 모든 어린이에게 돌아가도록 한다. 第 2 鑛 硏究의 限界 및 向後課題 本 硏究를 進行함에 있어 몇가지 限界點을 갖고 있다. 첫째 : 本 硏究를 위하여 提示한 設問의 內容이 어린이집 運營의 合理化를 이끌어 내기에 合當하고, 體系的으로 定立된 理論을 硏究하지 못하였다. 둘째 : 本 硏究의 對象을 春川市에 있는 27개의 어린이집 중 20개의 어린이집을 對象으로 導出하여 分析 및 結論을 導出하였으므로 硏究 結論을 一般화 하는데에는 限界가 있다. 따라서 이런 限界를 克服하기 위하여 보다 廣範위한 調査가 實施되어야 한다. 셋째 : 本 硏究에 使用된 說問書는 江原道 春川市敎育廳에서 奬學 資料로 보낸 "幼見敎育 評價資料"와 月刊 幼見에 特別企劃으로 나온 "유아기 프로그램 評價 尺度" 等을 參考하여 脚色한 것이기 때문에 狀況에 適切히 附合되는지의 與否에 問題가 있을 것으로 思慮되어 앞으로 이러한 硏究가 持續的으로 이루어져야 하겠다. 이와같이 本 硏究는 問題解結에 合理的인 方案을 提示하고 있는 半面에, 여러가지 限界틀 內在하고 있어 以後의 硏究에서는 이러한 問題를 克服할 수 있는 硏究가 持續的으로 이루어져야 하겠다.
