사회복지전담 공무원의 직무스트레스가 직무만족도에 미치는 영향에 관한 연구

본 연구는 서울시에서 근무하는 사회복지전담공무원들의 직무스트레스가 직무만족도에 영향을 미치는 변수들에 대해 연구하였다. 사회복지 전담공무원에게 가장 스트레스의 요인으로 작용하는 5가지 변수를 선정하여 이것이 직무만족도에 미치는 영향을 알아보는 것이다. 본 연구에서 선정한 직무스트레스로는 역할갈등과 역할과다, 인간관계의 만족도, 의사소통의 원활함, 근무환경의 적정성의 5가지 하위척도가 직무만족도에 미치는 영향을 살펴보고자 하였다. 조사대상자의 일반적인 특성인 성별, 연령, 결혼여부, 교육정도, 현 근무지의 경력, 사회복지사자격급수, 사회복지분야에 종사한 근무기간, 사회복지전담공무원이 된 이유를 파악하기 위해서는 빈도분석방법을 사용하였고, 직무스트레스가 직무만족도에 미치는 영향을 요인에 관해서는 상관관계분석과 중다회귀분석을 하였다. 또한 직무만족도에 대하여 집단간의 유의미한 차이가 있는지를 알아보기 위하여 T-test의 분석방법을 사용하였다. 가장 많은 사회복지전담공무원이 종사하고 있는 서울시를 대상으로 하여 강서구, 관악구, 구로구, 금천구, 동작구, 마포구, 양천구, 영등포구, 은평구, 중량구 10개구를 다단계 집락표집방법으로 선정하여 1개 동사무소에 1부의 설문지를 발송하여 회수하였다. 그리하여 200개의 동사무소에 설문지를 발송하여 122부의 설문지를 회수하였다. 수거된 자료는 200부의 설문지중 122부가 회수되어 61%의 회수율을 보였고, 회수된 자료는 SPSS for WIN 통계프로그램을 이용하여 분석하였다. 조사응답자는 사회복지분야에 종사한지 1년 미만의(41%), 대학을 졸업하고(82%), 사회복지사1급 자격증을 소유하고 있는(85.2%) 미혼의 (60.7%) 여자(8.0) 사회복지전담공무원이 반이상을 차지하였다. 사회복지전담공무원의 직무스트레스와 직무만족도와의 상관관계를 살펴보면, 사회복지전담공무원의 직무만족도에 영향을 미치는 5가지 직무 스트레스의 요인-역할갈등과 역할과다, 인간관계의 만족도, 의사소통의 원활함, 근무환경의 적정성-과 직무만족도와의 상관관계를 살펴본 결과 역할과다의 상관관계계수가 -.420으로 상관관계가 다소 높게 나타났으며, 근무환경의 적정성의 상관관계계수가 -.230으로, 인간관계의 만족도의 상관관계계수가 -.221으로 상관관계가 있으나 다소 낮음으로 나타났다. 사회복지전담공무원의 직무스트레스가 직무만족도에 미치는 영향을 살펴보면, 직무스트레스의 5가지 하위척도중에서 직무만족도에 영향을 미치는 요인으로는 역할과다와 인간관계의 만족도가 직무만족도에 영향을 미치는 것으로 나타났으며, 인간관계의 만족도보다는 역할과다가 두배이상 직무만족도에 영향을 미치는 것으로 나타났다. 사회복지전담공무원의 직무스트레스로써 직무만족에 가장 중요한 요인은 역할과다인 것으로 알 수 있다. 사회복지전담공무원의 일반적인 사항을 집단으로 나누어 집단간에 직무만족도에 차이가 있는지를 살펴보았는데, 성별, 연령, 결혼여부, 현 근무지의 경력, 사회복지분야에 종사한 근무기간, 사회복지전담공무원이 된 이유를 집단에 따라 직무만족도와 조사 ·분석한 결과 성별과 사회복지전담공무원이 된 이유만이 직무만족도에 집단간의 유의미한 차이가 있었을 뿐 다른 요인들은 집단간의 차이를 볼 수 없었다. 성별로 여자응답자보다는 남자응답자가 직무에 대한 만족도가 높은 것으로 나타났고, 사회복지전담공무원이 된 이유로 특별한 목적의식이 있는 응답자가 목적의식이 없는 응답자보다 직무에 대한 만족도가 높은 것으로 나타났다. 본 연구는 서울시에서 근무하는 10개구의 사회복지전담공무원을 조사하였고, 전국에 근무하는 사회복지전담공무원을 전수조사하지 못했기 때문에 이 연구결과를 일반화시킬 수 없는 한계가 있지만 표본의 동질성이 높기 때문에 연구대상의 특성을 파악하기가 쉬운 장점이 있었다. 물론 본 연구로 입증하기는 어렵고 계속적인 연구와 노력이 있어야겠지만 사회복지전담공무원의 직무만족도에 가장 큰 영향을 미치는 직무스트레스의 요인이 역할과다라는 것을 생각해 볼 때 사회복지전담공무원의 역할을 적정하게 조절하고 권익을 신장시킬 수 있는 연구가 다각적인 방면에서 계속적으로 진행되어야 할 것이라고 생각한다. This study investigated variables related to public social worker's work stress affecting job satisfaction. This researcher selected five variable influencing public social worker and investigated effects on their job satisfaction. Five variable were as follows - role disagreement, role super abundance, satisfaction in human relations, smoothness in communication, propriety of work environment. The question as general characteristics included - sexuality, age, marriage, education level, working of career, social worker's rank, working hours, the reason to becoming a social worker, This study used descriptive statistics to understand effect of work stress influencing job satisfaction, this study used correlation analysis and multiple regress analysis. This study also used T-test analysis in order to understand differences of job satisfaction among target groups. For this study, 200 questionnaires were distributed 122 questionnaires and returned from town-block offices of ten districts in Seoul, which the most many social workers are employed. The researcher used stratified sampling for the study. The result of researcher were analyzed by SPSS for WIN program. The researcher examined the correlation between social worker's work stress and job satisfaction. The findings of the study showed that correlation factor role super abundance was .420, correlation factor of propriety of environment was .230, correlation factor of satisfaction in human relations was .221. The result showed that role super abundance and satisfaction in human relation made the most severe effect on job satisfaction among five stresses, role super abundance had an two times effect on work satisfaction than satisfaction in human relations. Therefore, role super abundance was the most important factor of work stress affecting satisfaction. According to common factors related to social workers - sexuality, age, marriage, working career, working hours, the reason of becoming of a social worker, this study divided social workers into several groups and investigated how each group had a different work satisfaction, The result of this study showed that there was no difference in job satisfaction among each group. However in sexuality and the reason of becoming of social worker case, there were differences. On the basis of sexuality, male respondent's job satisfaction is higher than female respondent's work satisfaction. On the basis of the reason to becoming of a social worker job satisfaction of respondents with strong intention was higher than respondents with weak intention. This study has a limitation, because it investigated social worker, in only to districts, but it has a strong point to understand easily features of target group, in selecting homogeneous target relating to social worker's job satisfaction. Further study needs to research the way to adjust social worker's role and increase their interests continually and variously.

본 논문에서, 논자는 홍익인간이념의 남북한 통합이념으로서의 가능성을 찾아보려고 하였다. 홍익인간은 고조선의 이념이었다. 고조선은 한국역사의 첫 번째 국가였다. 고조선은 환웅과 웅녀라는 두 집단에 의하여 건국되었다. 홍익인간은 한민족고유의 이념으로, 정치의 원리이고, 교육의 목적이며, 나아가서 사회의 기본원리이다. 환웅집단은 청동기문화를 소유하고 한반도주변에 도래하였다. 환웅집단은 하늘에 대한 관념을 갖고 있었다. 환웅집단은 하나님을 환인이라고 불렀다. 환웅은 자신을 하나님의 아들이라고 하였다. 환웅집단은 산정상에 제단들을 유물로 남겼다. 환웅은 산정상의 제단에서 하늘에 제사를 드렸다. 고조선의 건국에 관한 이야기를 일반적으로 단군신화라고 한다. 그러나 단군신화라는 표현은 적합하지 못하고 고조선설화라고 하는 것이 보다 정확할 것이다. 고조선설화에 위하면 홍익인간은 환인으로 묘사된 하나님의 의지로 나타난다. 환웅집단은 물리적 강제수단에 의하여 신석기집단이었던 웅녀집단를 정복하지 않고 평화롭게 결합하였던 것을 알 수 있다. 우리는 홍익인간안에서 사랑과 자유, 정의, 평등, 평화의 정신을 찾을 수 있다. 공산주의 붕괴는 자본주의의 우수함을 말하는 것이 아니다. 자본주의나 공상주의나 양자 모두 실패작이라 할 수 있다. 세계는 이제 분열이 아니 통합의 이념을 원하고 있다. 공산주의나 자본주의니 모두 평화의 이념이라 할 수만은 없다. 홍익인간은 자본주의나 공산주의가 성취하고자하였던 이상들을 포함하고 있다. 동시에 홍익인간은 인간존재의 본질에 관하여도 말하고 있다. 홍익인간은 한반도의 평화뿐만아니라 세계의 평화에도 공헌할 수 있다. 우리는 서구화과정에서 우리의 뛰어난 이상을 간과하고 있다. 우리는 우리의 고유이념 홍익인간을 되찾고 정치 경제 사회문화 등의 각분야에서 구체화할 필요가 있다. 이러한 방번론이 한반도의 평화와 통일 그리고 세계를 위한 �경이 될 것이다. In this study, the author tried to research that Hongik Ingan is possibile or not for the unification ideology of nation. Hongik Ingan is the ideology of Gojoseon. Gojoseon is the first state of Korean history. Gojoseon was formed by two groups, one called Hwanwoong, the other Woongnyeo. Hongik Ingan is indigenous to Korea, princeples of politics, ultimates of education, fundamentals of society. Hwanwoong society had the Broonze Age culture and came around the Korean Peninsula. They had concept of Heaven. Hwanwoong regarded him as the son of God. He called God Hwanin. They prayed to God on the top of the M.T(ex : M.t. of Mani, m.t. of Tae Back) The historical story of the founding of Gojoseon is Gojoseon story(or Dangun mythology) Gojoseon history reports that the ideology of Hongik Ingan is the volition of the God described as Hwanin in Gojoseon story. Hwanwoong did not conquered Woongnyeo soiety which had New Ston Age by force but united with them in piece. We can extract the idea of love, freedom, justice, and piece from Hongik Ingan. Collapse of Communism is not a proof of superiority of capitalism. These are all failures. The world wants new idea which is not of division but of unification. Capitalism and Communism are not true ideology of real piece. Hongik Ingan includes what communism and capitalism want to accomplish. This includes all the idea of value of human beings at the same time. This can contributs to the unification of the korean peninsular as well as the piece of the world. We missed our excellent ideology in westernization. Now we have to recover our ideology and embody ideology of Hongik Ingan in politics·economy·sociey·culture, which is the royal way for the unification of the korean peninsular and the world get piece. Peace is the will of the God, the Korean people, all over the world.
