This paper brings first-language acquisition evidence to bear on a guiding principle of phonology, namely the Alternation Condition, and identifies some problems with its integration into both rule-based and constraint-based theories of phonology. It has long been held that neutralization rules apply only in derived environments and that no phonological rule can apply exclusively in a nonderived environment. Three problematic case studies are considered. In the first of these, a process is shown to apply exclusively in a nonderived environment. The second case involves a different process that is also restricted to a nonderived environ-ment but requires an extended notion of what constitutes a (non)derived environment. The third case finds the same process to be restricted to a derived environment, but again requires the extended interpretation of (non)derived environments. Optimality theoretic accounts of these phenomena are formulated to take advantage of developmental changes in morphology and constraint rankings. (Indiana University)
New Third Rail Implementation System for Conventional Railroad Tracks in Service

Two track gauges coexist in Spain, the Iberian gauge (1668 mm) and the international gauge (1435 mm). Solutions applied on the track were considered to improve the interoperability in Spain. First solution proposed was tracks with two-gauge-ready sleepers. This solution allows changing the gauge from Iberian to International gauge or from International to Iberian gauge. The need of two gauges evolved this solution to the third rail system with two-simultaneous-gauge sleepers. In this paper, a new third-rail track solution is proposed. This solution is a novel system based on the introduction of special concrete blocks between the existing sleepers to fasten the third rail. Thus, the conventional railroad track becomes in a double-simultaneous-gauge lines without needing change existing sleepers and make long traffic interruptions of the track like in common third-rail systems. In the present study, threedimensional numerical models are generated using finite-element method. The analysis of the vertical displacements of the top head of the rails, vertical stresses transmitted to the substructure layers and vertical track stiffness, demonstrate the good vertical performance of the new system compared to the conventional lines with dual-gauge-ready sleepers and the common third rail tracks.
A Case Report of Resection of a Mediastinal Paraganglioma: Why All the Fuss?

Mediastinal paragangliomas are rare tumors that have only been reported in individual cases or limited case series. Surgical resection of these tumors can be challenging, as they are highly vascular and intimately related to the great vessels. Surgery is usually performed via median sternotomy with or without cardiopulmonary bypass. We present the case of a mediastinal paraganglioma that was resected via a left-sided posterolateral thoracotomy. Histopathology revealed a completely resected 38-mm paraganglioma with a positive station 5 lymph node, indicative of locally aggressive disease. Hereditary paragangliomas are associated with malignant transformation; therefore, genetic testing is important. These tumors do not respond well to chemoradiotherapy, and consequently lifelong surveillance for early detection of recurrence is recommended.

This paper proposes an integrated approach to combining extensive reading (ER) and project-based language learning (PBLL) into a unified program for Korean EFL learners. The advent of the fourth industrial revolution and the changing needs of the new generation of learners - the digital natives - call for a meta-skills approach in which language learning encompasses critical thinking, problem solving and collaborating abilities as well as the development of empathy and understanding of diversity and the world outside of the learners local communities. In response to such needs, this paper presents a framework for integrating ER and PBLL in order to help Korean EFL learners to develop the meta-skills necessary in the 21st century.

The National Information Standards Organization (NISO) Manuscript Exchange Common Approach (MECA) project is a cross-organization industry initiative to develop a common approach to manuscript transfer that can be adopted across the scholarly publishing industry. MECA establishes a vocabulary set that includes transfer, review, and manifest models. These models are designed to work with different article XML schemas, including the latest NISO Journal Article Tag Suite (JATS) standard (v1.2). In order to avoid conflicts between these project vocabularies and the JATS, we reviewed the MECA vocabularies against the NISO JATS Compatibility Meta Model (v0.7). This paper describes the review and analysis of the MECA schemas against the JATS Meta Model, how we documented the analysis, and the recommendations we made to resolve issues revealed by the analysis. It includes the documentation we produced to communicate the results of the analysis and what actions we took to move forward with the project, including both changes to the schemas and requests for changes in the JATS. We hope sharing our experiences with this process will help others who are trying to do the same.
Selection for Barley Seed Quality Increase in Kazakhstan Environment

The aim of the research is to investigate collective samples of barley of various ecological-geographical origination, toselect donors with a high percentage of protein per grain, and to breed new varieties and hybrids with the use of various selection andgenetics methods. The amount of protein per grain was determined by the Kjeldahl method, while levels of starch were indicated by thepolarimetry method. The combinational capability of donors was evaluated with the use of top crossing interbreeding. Combinativemutability was evaluated under the external environment influence. An analysis of the current development and employment state ofvarious parental form searches to cultivate high-protein kinds of barley, methods of selection through molecule marker usage, methodsof hybridization, and biotechnical manipulation to achieve the desired result was conducted. Most suitable parental forms fromcollective materials were picked to acquire high protein per grain percentage kinds and hybrids, amongst them are Saule, Asem, Arna,Harmal, and Lignee-527 varieties. These donors are perspective varieties, that should be included in selective programs in Kazakhstan.
Scots as a Cultural Marker of Belonging on Forums

In this paper, I examine the role of Scots as an important marker of identity, on an internet forum focused on all things Scottish. The sense of belonging may be complex for people living in heterotopia: Scotsmen abroad, or Canadians with a Scottish heritage… Scots becomes a homelanguage, and its use is a proof of belonging to Scotland. Teaching and translating into and from Scots is highly praised, and help create cooperation between the members, especially between learners, who are eager, and fluent speakers who try and spread the knowledge of the language. These fluent speakers also stress on the importance of the localization of words, that is their enregisterment, and indexical value. Giving a word’s origin is justifying one’s legitimacy and proficiency. They switch back and forth between Scots and English, with different scopes: Scots is an affective language, whereas English mainly conveys reasoning and prescription. Scots, a minority language offline, becomes a communaulectal discourse bringing members together culturally.
