      • The Effects of Trans-Siberian Railroad on the Economy, and Energy In the Russian Far East Area

        Today, Russia faces more promising economic prospects than it has for many generations. With its burgeoning prowess in energy products, it has the potential to become a leader not only in the Pacific Rim, but in the world. Yet to do so the nation must overcome some significant obstacles. One crucial area is railroad shipping. This study analyzed one of the major economic arguments used to support current Russian government policy toward Trans-Siberian railroad system: that the railroad system provides advantages to Russian energy exporter and importers by maintaining freight rate stability. This paper presented an empirical analysis that addresses some of the issues raised regarding the actual impact of the Siberian railroad system on stability of Siberian railroad serving Far East area. The hypotheses to be tested in this study were as follows. 1. Trans-Siberian railroad set rates in such a way as to have an adverse effect on Russian export trade. 2. There is significant difference in stability of rates between railroad and trucking firms. An empirical test was conducted, using the random walk model, to determine how railroad has performed with respect to rate stability. When statistical tests are used to compare rate stability between railroad and truck firms may be exaggerated due to the tests' sensitivity to variation. Therefore, it is useful to examine these rate variance estimates further by analyzing railroad and truck rate indices. Thus it may be concluded that the Russian government's railroad policy is valid: Siberian railroad may fulfill an important role in promoting the economic growth of Russia.

      • The Bateman method for multichannel scattering theory

        Accuracy and convergence of the Bateman method are investigated for calculating the transition amplitude in multichannel scattering theory. This approximation method is applied to the calculation of elastic amplitude. The calculated results are remarkably accurate compared with those of exactly solvable multichannel model.

      • Toward Zero Micro/Macro-Scale Wear Using Periodic Nano-Layered Coatings

        <P>Wear is an important phenomenon that affects the efficiency and life of all moving machines. In this regard, extensive efforts have been devoted to achieve the lowest possible wear in sliding systems. With the advent of novel materials in recent years, technology is moving toward realization of zero wear. Here, we report on the development of new functional coatings comprising periodically stacked nanolayers of amorphous carbon and cobalt that are extremely wear resistant at the micro and macro scale. Because of their unique structure, these coatings simultaneously provide high elasticity and ultrahigh shear strength. As a result, almost zero wear was observed even after one million sliding cycles without any lubrication.       • Optical theorem formulation of low-energy nuclear reactions

        We present a detailed description of a recently proposed optical theorem formulation of nonresonant low-energy nuclear reactions between two charged nuclei. Based of the optical theorem formulation, we obtain an analytic formula for the reaction cross section σ(E) which exhibits explicitly the energy and charge dependences of σ(E). The formula may provide a physical understanding of the anomalous low-energy enhancement of σ(E) observed in sub-barrier heavy-ion fusions and also in light nuclei fusions relevant for primordial nucleosynthesis and stellar evolution. As examples of its application, the new formulation is used to analyze astrophysical S factors for ??, and ?? reactions. [S0556-2813(97)03602-9]
