Grappling with the contemporary topos of a Sino-Russian Entente, Kazakhstan is caught between a delicate long-term peer-competition and potentially a structural rivalry involving the two Eurasian Leviathans, China and Russia. Acknowledging this perspective, Nur-Sultan is inducing hedging dynamics, fishing for a better range of net benefits, while playing a significant fulcrum role central to the regional geopolitical and geo-economic matrix. Although Russia is retaining the prevailing role in the security domain, China is catching up with Russia in various economic indices, notably generated by the Belt and Road Initiative. Utilizing the conceptualization of hierarchy in international relations adapted from the work of David A. Lake, this paper outlines how Nur-Sultan’s interests and preferences are acknowledged by the respective dominants, as a basis for social contracting processes to generate a dual hierarchical order in Central Asia.

Bridging the Theorist-Practitioner Gap in IR: What are the Risks and Benefits?

The practice international relations is routinely characterized as binary, which derive from two domains, either a scientific domain, which aims to seek factual knowledge, or a political/practical domain that seeks political action. Each operates on its own praxis and eidos and forms the fundamental differentiation between the domains that has governed the working ethics of international relations professionals for the better part of 70 years. Although these norms are still in place, the specialization of IR has begun to shift this traditional practice as a growing demand for more mid-level and level-specific research, gravitating around a world with increasing uncertainties is fuelling policy research demand. The extra demand has begun to pull scholars into the field of politics and political action. How does this affect identity and our interactions? What impact does this have on bridging the theorist-practitioner gap? And where does this leave IR pedagogy? This paper shall address these questions claiming that the gap should be bridged, but with the caveat of caution.

South Korea, caught amid the intensifying Sino-US peer competition, has begun to re-orientate its foreign policy under President Yoon Suk-yeol, significantly shifting it away from his predecessor President Moon Jae-in. At the crux of these policy changes is a shift away from the so-called “Three Noes”, which have existed as a policy stopgap in order to stabilize Seoul's position between China and the US following the 2017 THAAD debacle. This policy shift indicates that the Yoon administration has begun removing policy stopgaps that facilitated hedging behavior and is trimming South Korea's hedge tacking harder on the US for security and aligning as a core Asian state with the Rules-based International Order. Nevertheless, careful strategic calculus is required to avoid backlash from Beijing, despite Yoon seeking closer alignment with Washington. The policy shift underway has the geostrategic potential to solidify the Northeast Asian flank of Washington's efforts to counter Beijing, with a phalanx of Asia-Pacific allies and partners.
