Electrochemical Degradation of Textile Effluent Using PbO<sub>2</sub> Electrode in Tube Electrolyzer

A commercial PbO<sub>2</sub> mesh cylinder electrode was utilized as the anode for the electrochemical degradation of the textile effluent after the biological treatment with the titanium cylinder as the cathode in a self-made tube electrolyzer. The electrochemical performances of the PbO<sub>2</sub> electrode in tube electrolyzer under different initial pH, electrolyte flow rates, current densities and times of the electrochemical degradation were investigated. The experimental results illustrated that the PbO<sub>2</sub> electrode can reduce the chemical oxygen demand (COD) of the textile effluent from 94.0 mg L<sup>-1</sup> to 65.0 mg L<sup>-1</sup> with the current efficiency of 88.3%, the energy consumption of 27.7 kWh kg<sup>-1</sup> (per kilogram of degraded COD) and the carbon emissions of 18.0 kg CO<sub>2</sub> kg<sup>-1</sup> (per kilogram of degraded COD) under the optimal operating conditions. In addition, the COD of the textile effluent could be reduced from 94.0 mg L<sup>-1</sup> to 22.0 mg L<sup>-1</sup> after the fifth electrochemical degradation. Therefore, PbO<sub>2</sub> mesh cylinder electrode in the tube cylinder was promising for the electrochemical degradation of the textile effluent.
User Identification Design by Fusion of Face Recognition and Speaker Recognition

Intelligent human-robot interface helps a mobile robot to extract external information and interact with a user. User identification information allows a robot to generate appropriate behaviors and make personalized human-robot interaction (PHRI) more natural and safe. Most of service robots move around in various application settings, and biometric features always change during relative movements. In this work, a fusion recognition system based on face and speaker classifiers is designed to achieve the user recognition in various environments. We propose a method to fuse face and speech recognition results based on the concept of confidence indices. Through the derived confidence indices, the system combines the two classifiers and gives improved recognition results. Experiments on a laboratory home service robot show that person recognition rates in 15 environmental situations all outperform those of using single modality.

Background: Spontaneous recovery of severe alopecia areata is rare and the condition is difficult to treat. Objective: The aim of this study is to investigate and compare the effects and safety of steroid pulse therapy between oral and intravenous administrations between 1999 and 2010 at the Department of Dermatology, National Cheng Kung University Hospital. Methods: Data were retrospectively retrieved. A satisfactory response was defined as more than 75% hair regrowth in the balding area. Results: A total of 85 patients with more than 50% hair loss were identified and treated, with an overall satisfactory response rate of 51.8%. The mean follow-up time was 37.6 months, with a relapse rate of 22.7%. Patients with alopecia areata (hereafter, AA) of recent onset within one year showed higher response rates (p< 0.001) and lower relapse rates compared to patients with AA persisting for more than 1 year. Further, even in patients with alopecia totalis, alopecia universalis or ophiasis type, early treatment resulted in a satisfactory response rate of 47% among the treated patients. In general, oral therapy was as effective and well-tolerated as intravenous therapy. Conclusion: The response rate is determined by disease severity and time of intervention, not by the administration form of steroid pulse therapy. Oral steroid pulse therapy can be considered as the first-line treatment for patients with severe AA of recent onset within one year. (Ann Dermatol 25(4) 471∼474, 2013)

Article 60 of the ICJ Statute provides a mechanism for interpreting a previous binding judgment in the event of dispute as to the meaning or scope of that judgment. Procedural legal issues such as jurisdiction and admissibility in interpretative proceedings under Article 60 are different from those in regular contentious or advisory proceedings before the ICJ. The Court has developed a set of concrete rules in its jurisprudence under the simple wording of Article 60 to adjudicate on these procedural issues. However, a case-by-case examination of the Court’s jurisprudence reveals that there is still no structurally clear and logically sound framework, because the ICJ fails to conceptually divide the issues of ‘power,’ ‘jurisdiction,’ and ‘admissibility’ in interpretative proceedings. In order to rectify this problem, this article proposes an analytical framework for the ICJ with a clearer conceptualization of the Court’s ‘power,’ ‘jurisdiction,’ and ‘admissibility’ under Article 60 to clarify the meaning of its previous judgments in interpretative proceedings.
