This paper reports the successful additive-free sintering of fine Nd-Fe-B powder prepared by reduction-diffusion (RD) and wet ball milling (WBM) washing. Fine Nd-Fe-B powder by RD poses difficulties in sintering without rare earth (RE) hydride additives due to oxidation or loss of the Nd-rich phase during the washing step. Here, the effect of different washing methods such as conventional water washing, acetic acid washing, and WBM washing on the Nd-rich phase and oxygen content of RD powders was examined. The WBM washing involves low energy milling in organic media, which simplifies the removal of impurities from the RD powder. Among all the samples, the magnet made by sintering with WBM powder showed the coercivity of 8.7 kOe and (BH)max of 33.7 MGOe, which are comparable to magnets made of acidic washed RD powder with the essential addition of NdHx of 10 wt% reported in other studies. This is considered that in the powder after WBM washing, oxygen content was decreased compared to water washing and Nd-rich phase remained compared to acidic washing, which resulted in successful densification during sintering and the formation of Ndrich areas in sintered body. This finding makes an important step towards the production of Nd-Fe-B based magnets from sintering with RD powder without additive.
Downlink Macro-diversity Precoding-aided Spatial Modulation
Manar Mohaisen,Vitalii Pruks 한국통신학회 2018 Journal of communications and networks Vol.20 No.1
In this paper, a downlink macro-diversity precodingaidedspatial modulation (MD-PSM) scheme is proposed, in whichtwo base stations (BSs) communicate simultaneously with a singlemobile station (MS). As such, the proposed scheme achieved twicethe spectral efficiency of the conventional PSM scheme. To renderthe demodulation possible, the two signal constellation sets used atthe two BSs should be disjoint. Also, since the two BSs use the samespatial dimension, i.e., indices of receive antennas, the Minkowskisum of the two constellation sets should include unrepeated symbols. This is achieved through rotating the constellation set usedby the second BS, where the error rate is also minimized. Afterobtaining the optimal rotation angles for several scenarios, a reducedcomplexity maximum-likelihood receiver is introduced. Foran equal number of transmit and receive antennas of 4 and at a targetbit error rate (BER) of 10 4, the simulation results show thatthe proposed MD-PSM scheme outperforms the conventional PSMby about 17.3 dB and 12.4 dB while achieving the same and doublethe spectral efficiency, respectively. Also, due to the distributed natureof MD-PSM, it is shown that the diversity order of the novelMD-PSM scheme is twice that of the conventional PSM.

The development of technology speeds up the process of obtaining information and its analysis to track the level of corruption in different countries and develop countermeasures. This study examines the role of information and analytical support of anti-corruption policy as a tool for government accountability and analysis, evaluation, combating corruption in Eastern Europe. The purpose of the article is to identify the components of the information-analytical system that help reduce the level of corruption. The research methodology is based on a qualitative content analysis of the functioning of information and analytical systems of Ukraine used by anti-corruption bodies. A quantitative analysis of the CPI score was conducted, according to Transparency International, to identify the effectiveness of anti-corruption policies in developing countries. The results show similar trends in countries developing on the effect of the use of information and analytical systems in the implementation of anti-corruption policies, strategies and measures. The strategy to combat corruption mainly involves increasing the independence and powers of anti-corruption bodies. Therefore, the development of information and analytical support is aimed at automating the processes of pre-trial investigations and criminal proceedings, information protection. As a tool for accountability, information and analytical systems may be ineffective due to the abuse of power by higher anti-corruption bodies due to political pressure from elite structures. Restrictions on political will are a major problem for the effectiveness of anti-corruption policies.

In the current conditions of world socio-economic development, the strategic support of the process of managing the development of universities has become a particularly important area. Strategic management requires reliable information and analytical support in the form of sound descriptions of strategic directions of development, assumptions, and forecasts. The purpose of the study is to substantiate and elaborate the crucial causes in the strategic management of university's development and to suggest the coherent prospects for advancements. The data analysis was performed using descriptive methods to identify the most significant causes that affect the university's strategic development; the expert assessment was used to rank the factors, ultimately to assess each factor that affects to some extent the university's strategic development; the abstract-logical method was used to ground the positive impact of computer technologies and e-learning on the strategic development of a university and to formulate proposals for its further progress. The main results provided in the given paper showed that significant and most important strategic cause of university's development lies in the field of improving the quality of education, expanding access to educational services based on computer technology and its functionality. In turn, its widespread use at all stages of the educational process allows providing a number of advancements for universities in strategic prospects.

Bragg coherent diffraction imaging (BCDI), a well-established technique for imaging the internal strain of nanoparticles, was used to image the internal compositional distribution of binary alloys in thermal equilibrium. The images experimentally obtained for Pd-Rh alloy nanoparticles are presented and discussed. A direct correspondence between the lattice strain and the compositional deviation is discussed with the derivation of the BCDI displacement field aided by illustrations. The correspondence suggests that the longitudinal derivative of the displacement field, the strain induced by compositional heterogeneity, can be quantitatively converted to 3D images of the compositional deviation from the particle average by using Vegard's law. It also suggests that the transverse derivative can be qualitatively associated with the disorder of Bragg planes. The studied Pd-Rh alloy nanoparticle exhibited internal composition heterogeneity; the Rh composition tends to be high at edges and corners between facets and gradually decreases from the surface to the core of the particle.
