A frequency-domain characterization of the solution to a modified LQ problem, which have been formulated and solved by the present authors, is discussed. In the modified LQ problem the optimal state feedback law is supposed to be determined interms of minimum covariance matrix of the state vector. Without costing the control power, the problem is made well-posed by assuming state observation noise that effectively suppresses the control power. A nine quality condition similar to the well known circle criterion is derived as an ecessary and sufficient condition for a state feedback law to be the solution to some LQ problem of the modified form.

A new method for formulating the algorithm of adaptive control of filter coefficients for the active noise control and system identification is introduced. The theoretical explanation is based on the principle of convolution. The result includes the LMS algorithm as a special case. The effectiveness of the algorithms introduced in this paper is confirmed by the computer simulation and the application to the duct noise suppression systems.
