Sarkom, Yazid,Ghani, Mimi Zaleha 한국생태환경건축학회 2020 한국생태환경건축학회 학술발표대회 논문집 Vol.20 No.2
This paper describes the outcome of a desk study on the issues of maintenance practices for slope and highland properties in Malaysia. The occurrences of several recent landslides portray to the public that the authorities are not doing enough to control the developments on slopes and hillsides. Essentially, the rules and regulations for slope and highland developments in Malaysia are well in place. However, the outcomes of this study reveals that the maintenance aspect of slopes is still lacking as many misconceptions of slopes still exist in the mind of most laymen in Malaysia. Urgent needs are required to increase the awareness level on the importance of slope maintenance among the government agencies as well as the public

As a reaction to the tragedy of Highland Tower condominium collapse in the year 1992, the Malaysian government had passed an amendment to the Road, drainage and building Act (Act 133) in the year 1994, to include a new section in the law known as section 85A, requiring the owners of all buildings more than five storeys high and have been certified fit for occupation for more than ten years to submit a structural safety report of the buildings at every ten year interval. However, after about 25 years of the enactment, it was revealed that the compliance of the building owners with the requirement of the Act is not very convincing. This paper aims to investigate the obstacles faced by the local councils in the implementation of the Act through interviews with officers from Kuala Lumpur City Hall (DBKL) and several local authorities surrounding it. From the interview sessions, it can be summarised that the lack of act supervision, law enforcement, public awareness, technical guidelines and financial resources contribute to the lack of adherence.

The study demonstrated the actual process of developing a 3-D model for planning applications in the context of a local planning authority in Australia by exploring the use of interactive 3-D model to assist the Wyndham City Council in preparing for the revised local structure plan by transforming existing conventional planning materials into easily understood form. It highlights how 3-D visualisation has provided a better understanding of a development project in comparison to the existing 2-D information and its potential in testing of future scenarios and proposals for the council`s future sustainable development including urban activity centres.

The Malaysian government had passed an amendment to the Road, Drainage and Building Act (Act 133) in year 1994, known as section 85A, requiring the owners of all buildings of more than five stories high and have been certified fit for occupation for more than ten years to submit a periodic building inspection report of the buildings to the Local Authority. The aim of this research is to discover the obstacles faced by such building owners in complying the statutory requirement. Findings from the analysis suggested that even though the owners were aware of the requirement and importance of the periodic building inspection report, they face a major issue regarding the cost to appoint a consultant engineer that will undertake the inspection. Subsequently, it was also suggested that all stakeholders involved should reconfigure the procedures in order to reduce the cost.

Decision making is one of the critical issues in the Malaysian planning system. The study explored the potential of 3-D visualisation and GIS as a planning tool for decision making in Malaysian planning process. The study involved qualitative interviews with decision makers to identify critical issues in the development planning process involving interest and knowledge, awareness, manual system and finally, support. A quantitative analysis was subsequently carried out amongst decision makers involved in the development planning process to measure the potential and effectiveness of 3-D visualisation and GIS in decision making.
