      • Maintenance practices for the restoration of Seri Menanti Royal Museum

        Since the building maintenance is essential in the preservation buildings appearance and performance, it needs to make sure the building always in good condition and give a value in building life cycle. Malaysia still lacking in the maintenance work because of building maintenance is conditionally driven and usually carried out only when there has the money even if the needs are obvious until such as situation when the building becomes more unattractive for its users. The purpose of this study is to look at the maintenance practice of heritage building in this case is Seri Menanti Royal Museum, located at Negeri Sembilan. This heritage building is part of Royal Museums in Malaysia. In order to achieve the aim of the research, this study combined the literature review, observation, an interview, and case studies to obtain the data analysis. An interview was carried out with two parties involved directly in managing the case study. The research result establishes the importance of best maintenance practices system for every building that give a lot of benefits and at the same time minimizing the total cost of maintenance of the building itself.

      • Cost modelling of heritage buildings in Malaysia. Issues and challenges

        Project cost estimates that are accurate and trustworthy are critical in determining whether to proceed with the construction activities. As it involves requests for proposals, cost estimating, contract negotiations, scheduling and levelling, and other activities, cost estimates are utilised to get the funds required. Depending on time constraints and the availability of cost data, cost estimators employ a variety of estimation methods and approaches. Cost estimator experience is required, as well as consideration of the identified potential risks that must be updated. This will have an impact on the accuracy of cost estimations. The heritage building is one of the national real estates and its conservation measures often receive attention especially with respect to financial allocations. This study was made to highlight the challenges in producing cost modeling conservation work and two historical buildings have been selected as case studies. Observation techniques, interviews, and document analysis were used to obtain the data. Findings show that it is critical to creating an accurate, thorough, and reproducible cost estimate for cost modelling for conservation works. Therefore, it is hoped that this study can be used as a reference for problem-solving that occurs as well as references for relevant research in the future.

      • Challenges in Implementing and Enforcing Statutory Periodic Building Inspections in Malaysia

        As a reaction to the tragedy of Highland Tower condominium collapse in the year 1992, the Malaysian government had passed an amendment to the Road, drainage and building Act (Act 133) in the year 1994, to include a new section in the law known as section 85A, requiring the owners of all buildings more than five storeys high and have been certified fit for occupation for more than ten years to submit a structural safety report of the buildings at every ten year interval. However, after about 25 years of the enactment, it was revealed that the compliance of the building owners with the requirement of the Act is not very convincing. This paper aims to investigate the obstacles faced by the local councils in the implementation of the Act through interviews with officers from Kuala Lumpur City Hall (DBKL) and several local authorities surrounding it. From the interview sessions, it can be summarised that the lack of act supervision, law enforcement, public awareness, technical guidelines and financial resources contribute to the lack of adherence.
