      • Science, Technology and Innovation Policy in Times of COVID-19: International Perspectives

        As COVID-19 pandemic has become prevalent and threatened global health systems, the importance of urgency to find the solutions to these challenges has been continuously addressed and emphasized. Universities, scientists, and civil societies, accordingly, has made efforts to collaborate across many various disciplines. This shock resulting from the pandemic addresses and provides many challenges especially to science, technology and innovation (STI) ecosystem and the related platform. Under this background, this study explores the STI policy responses adopted across OECD countries from the start of the COVID-19 outbreak until September 2020, both to stimulate research and innovation to fight the pandemic, as well as to address the negative impacts of the crisis on STI actors. It also reflects on new policy trends that could shape the future of STI policy, and discusses a number of policy considerations of relevance for Korea. Based on the extensive analytical research on STI, this study suggests a number of immediate STI policy considerations which is relevant for the Korean context. We expect this study takes a role of the addition to recent issues on emerging STI policy trends that may shape longer-term policy directions in Korea as well as other countries. First, the need remains for policy to continue to support research and innovation to contribute solutions to the pandemic. Especially, Korea’s engagement in international collaborations to share lessons learned on managing the pandemic and supporting solutions is important. Second, STI actors may face important challenges depending on the future evolution of the pandemic and the impacts of measures implemented across the globe to contain them. The policy interests should shed light on the inclusiveness challenges that would be led by COVID-19 shocks threatening the socially disadvantaged. Third, the responsiveness and agility of the STI system to this and future crises needs particular attention. In this regard, important tasks include improving the tools and data integrating system to monitor the real-time impacts to revisiting strategies and STI governance models at national and global level. Those efforts will be necessary if STI in the post-crisis recovery is to promote the structural reforms needed for the transformation towards more sustainable, inclusive and resilient systems. The Korean New Deal goes in this direction by boosting investments in digital and green technologies. An assessment of the successes and failures of the Korean STI system in responding to the COVID-19 crisis can prove valuable for identifying where change is needed most.
