China's public opinion involving ethnic factors has the characteristics of complicated causes and difficult disposal, which are mainly caused by the rapid movement of ethnic groups, the intensification of social transformation and the influence of hostile forces. At present, there are some problems in our country's public opinion governance mechanism involving ethnic factors, such as nonstandard handling, low efficiency, insufficient handling power and weak basic work. We should improve our public opinion governance mechanism involving ethnic factors from three aspects: changing our understanding, changing our methods, changing our methods, covering up our secrets, making public introductions, and changing our effect, putting out the fire and emergency, and improving our rectification.

Research on the Risk Prevention and Control of Integrity in Universities Facing the Modernization of Governance

Under the background of reform and opening-up, along with the further expansion of our country's college-running mode and school-running process, the powers of most colleges and universities in enrollment and employment, infrastructure improvement, financial management, etc. are too concentrated and their powers are too enlarged. Although this change has effectively improved the teaching quality and teaching ability of domestic universities in a certain sense, in the process of gradual expansion and deepening of power, due to the lack of effective supervision and risk prevention and control, there has been a general phenomenon of power alienation, and corruption cases in universities have remained high and even intensified. By studying the coupling mechanism between governance theory and risk prevention and control of university's integrity, this paper deeply analyzes the present situation and shortcomings of risk prevention and control of university's integrity under the background of governance modernization, and then, combined with the localization practice of risk prevention and control of university's integrity, provides feasible suggestions for risk prevention and control of university's integrity in the fields of governance mechanism, governance network and governance environment.

Construction of Rural Credit System under the Background of Modernization of Rural Governance: Value Implication, Realistic Dilemma and Optimization Dimension

Due to the inertia of industrialization and urbanization, the contradiction between urban-rural relations and rural society has become increasingly prominent, and the issue of agriculture, rural areas and farmers has become the key bottleneck restricting China’s modernization. With the planning and implementation of the rural revitalization strategy, the modernization of rural governance has put forward the requirements of stability, compliance and trustworthiness for agriculture, rural areas and farmers. The construction of rural credit system based on the concept of sustainable development, credit economy and honesty and trustworthiness has also become an important institutional guarantee to support the rural revitalization strategy. However, there are still some problems in the construction of rural credit system in China, such as lack of credit education, lack of credit responsibility, lack of system guarantee and lack of legal guidance. Therefore, it is necessary to promote the construction of rural credit system from four aspects: reshaping rural credit concept, strengthening government credit responsibility, perfecting financing system guarantee and deepening the guidance of laws and regulations, ensuring the implementation of rural revitalization strategy and realizing the modernization of rural governance.

Research Status, Hotspots and Future Trends of Internet Public Opinion in China — Quantitative Analysis Based on Knowledge Map1

Using CiteSpace, a knowledge visualization tool, this paper makes bibliometric analysis of 4055 domestic research papers on online public opinion in CNKI, Through co-occurrence analysis and cluster analysis, the time zone view and pop-up diagram of keywords are generated, which can supplement and verify previous research conclusions based on qualitative review and quantitatively show the evolution path, research fields, research topics and research trends of online public opinion research in China since 2005 . After more than ten years development, China s network public opinion research has accumulated fruitful results, and has entered a stable development and adjustment stage, but there are still some research limitations and shortcomings. It can be predicted that in the future, under the guidance of big data and technological innovation, the research of online public opinion in China will continue to reflect the characteristics of interdisciplinary thinking with new media as the core platform; Public management will become one of the core disciplines in the study of online public opinion, New social phenomena and governance models, including Internet governance and network group events, will be explored by combining digital technology and practical tools, and become a research hotspot in this field together.

Because the provisions of the criminal law on the crime of transporting drugs are too abstract, the judicial staff have different judgments on the accomplished crime of transporting drugs, and the phenomenon of different reasons for the same crime sometimes appears, which undermines the stability and consistency of the judicial judgment. In the trial practice, there are opposites in judging the accomplishment standard of the crime of transporting drugs, such as departure theory, reasonable displacement theory, behavior completion theory, entering the means of transport theory, leaving the scene theory and holding behavior+purpose behavior theory . Combined with the legal logic and legislative spirit of the crime of transporting drugs, it is considered that drugs enter the transportation state is the accomplished judgment standard of the crime of transporting drugs. In the case of the integration of people and goods, the shipment of drugs means accomplishment, while in the case of the separation of people and goods, it is necessary to take drugs entering the transportation state as the substantive standard to analyze the specific types.
