인도네시아는 많은 정책적 시도를 통하여 지역사회개발을 지속적으로 추진해왔으며, 2014년부터 마을기금 프로그램을 도입하여 마을발전을 위한 기금을 자조적으로 관리, 활용할 수 있도록 마을자치역량을 개발하는 노력을 기울이고 있다. 본 연구는 인도네시아의 지역사회개발정책 추진을 위해 새마을운동에서 활용가능한 정책적 시사점을 모색하고자 하였다. 이를 위해 인도네시아 뽄종마을 주민들의 글로벌새마을운동 참여 경험이 인도네시아 정부의 마을기금 프로그램 참여에 어떠한 효과를 나타냈는지, 그리고 글로벌새마을운동 참여의 어떠한 경험이 마을기금프로그램 참여에 영향을 미쳤는지를 분석하였다. 연구 수행을 위해 뽄종마을 주민들을 대상으로 표본 추출하여 글로벌새마을운동사업과 마을기금 프로그램에 관한 제반 의견, 새마을사업의 성과, 그리고 마을기금 프로그램에 대한 인식을 설문조사하고, 분석을 위해 부분최소자승-구조방정식모형(PLS-SEM)을 활용하였다. 분석결과, 주민참여의 측면에서 글로벌 새마을운동사업이 마을기금 프로그램에 직∙간접적으로 긍정적인 영향을 미친다는 결과를 도출하였다. 새마을사업의 직접적인 효과는 두 사업 간의 연계성 측면에서 나타났다. 간접적인 효과는 마을기금 프로그램에 대한 주민들의 인식 개선으로 나타났다. 본 연구의 함의는 다음과 같다. 글로벌새마을운동사업이 마을기금프로그램과 비교하여 주민참여 측면에서 성과가 더 높았다는 점에서, 정책입안자들은 지역사회개발 프로그램들의 주민 참여를 높이는 방안에 대한 정책적 시사점을 얻을 수 있을 것으로 생각된다. 이와 관련한 지식공유 프로그램을 확대 강화함으로써 정책담당자들이 새마을운동의 실천과 관련한 정책역량을 높이고, 글로벌새마을운동사업의 확산과 사업지역 확대 추진을 도모할 수 있을 것이다. 마지막으로 주민들의 의식변화를 촉진하기 위하여 우수한 성과를 창출한 마을에게 적절한 유인체계를 제공함으로써 시범마을간의 경쟁시스템을 도입하여 활용하는 것을 고려해 볼 수 있다. 주제어: 인도네시아의 마을기금 프로그램, 글로벌 새마을운동사업, 부분최소자승-구조방정식모형(PLS-SEM), 지역사회개발, 참여 Through establishment of Law number 6/2014 about village, Indonesia is developing new community development approach called Village Fund Program. This program focuses on improving village government authority. Adoption of Saemaul Undong in Indonesia through Global Saemaul Undong Project uses this program as policy entry. This research aims to improve applicability of Saemaul Undong Concept in Indonesia by reviewing and analyzing impact of participation experience in Global Saemaul Undong Project on participation in Village Fund Program. Data sample of 99 Ponjong villagers’ opinion about their participation in Global Saemaul Undong Project and Village Fund Program, result of Global Saemaul Undong Project, and their perception about Village Fund Program was collected using likert scale questionnaire. After that, this research used Partial Least Square-Structural Equation Model (PLS-SEM) to process the data. This research finds that, in term of participation, Global Saemaul Undong Project has direct and indirect positive impact to Village Fund Program. Direct effect occurred through synchronization of Global Saemaul Undong Project and Village Fund Program while indirect effect occurred through mediation effect of two variables which are Global Saemaul Undong Project’s positive result and positive perception about Village Fund Program. The finding implies that Global Saemaul Undong Project supports Village Fund Program to gather more participant. Indonesia policy maker can learn from it to increase participant in community development program. Intensifying knowledge sharing program would facilitate learning process about Saemaul Undong as well as spreading and scaling up implementation of Global Saemaul Undong Project to wider target village. Considering the occurrence of mindset change process, participation rate can be increased by applying competition scheme among pilot villages. Highly performed village will receive additional support in the next period. It will give demonstration effect to other village so they will be willing to conduct better project.
