본 연구는 어린이 활동공간이 조경공간의 하나라는 시각에서 법령 분석을 통해 어린이 활동공간 및 놀이시설과 관련된 법령 적용의 상충적 요소를 도출하고, 계획적 수단을 통해 관리할 수 있는 합리적인 대안을 제안하기 위해 수행되었다. 연구결과, 현행 제도의 문제점과 개선방안은 다음과 같다. 1. 어린이활동공간과 관련된 법령으로는 환경보건법에서 어린이 활동공간의 위해성관리, 노출평가, 환경안전관리기준 등 어린이 활동공간을 공간적 관점에서 환경안전성을 관리하며, 행안부는 어린이 놀이시설 안전관리법에서 어린이 놀이시설 설치, 검사, 안전점검 및 진단 등을 관리하고 있고, 지경부는 품질경영 및 공산품 안전관리법에서 안전인증, 자율안전확인, 안전품질표시, 어린이보호포장 등의 기준을 관리하고 있다. 2. 현행 법령에서 정한 활동공간 외에 추가 관리할 필요가 있는 공간으로 도출된 대상은 아동복지법에 의한 아동복지시설 중 '거실' 등의 실내공간, 도시공원 및 녹지 등에 관한 법률에 의한 도시공원 중 '어린이공원', 학원의 설립 운영 및 과외교습에 관한 법률에 의한 어린이를 대상으로 하는 학교 교과 교습학원 및 교습소 등의 '강의실' 등이며, 그 외에도 실내공기질과 관련하여 '$430m^2$ 미만의 어린이집 보육실'도 추가 관리가 필요한 것으로 나타났다. 3. 법령의 중복 및 지나친 규제로 인한 놀이시설의 제작, 설치, 운영과 관련된 산업계에 미치는 부담을 저감하고, 불필요한 행정력 낭비와 예산 낭비를 최소화하며, 항목간 중복되거나 상이한 기준을 일원화할 필요가 있다. 본 연구를 통해 그동안 조경분야에서는 주로 놀이기구의 제작, 수입, 설치 및 놀이시설 운영관리 등에 국한되었던 영역이 활동공간 전체를 대상으로 기구, 재료, 시설 등을 포함하는 종합적인 영역으로 확대될 수 있는 계기가 될 수 있으며, 조경 전문 분야와 관련된 엔지니어링 산업, 학술, 유지관리 산업 등의 시장확대가 가능할 것이다. This study was carried out to find contradiction factors on laws for children's activity spaces and facilities and to suggest the rational options to control and manage those spaces and facilities by environmental and landscape planning methods. The results of this study are as follows: 1. The major laws related to the environmental safety for children's activity spaces are "Environmental Health Act (ERA)" for managing the environmental safety of children's activity spaces; "Safety Supervision Law of Children's Play Facilities(SSLCPF)" for the inspection and management for safety of children's play facilities; "Quality Management and Industrial Products Safety Management Law(QMIPSML)" for managing safety certification on children's play equipments. 2. The interior space such as "living room" by the Children's Welfare Law(CWL), "Children Park" by the Act on Urban Parks and Green Spaces(AUPGS), "classroom" on private educational institutes by the Act on Establishment and Operation Private Lesson and Training(AEOPLT) and "nursing room" of child care center smaller than $430m^2$ are needed to be managed as an activity space. 3. In order to reduce industrial burden in the production, establishment, construction, and operation and to minimize unwilling extra burden in the administration effort due to legally double regulate, it is necessary to mitigate the inspections on the equipment certificate from QMIPSML and overlapped or different factors and standards must be unified. With this study, the landscape domain could he enlarged from producing, import of play equipment and establishment, construction and operation of play facilities for a comprehensive range of activity spaces, and the landscape industry such as engineering industry, academic research, management, etc.

<P><B>Abstract</B></P> <P>In this study, an iridium oxide (IrO<SUB>2</SUB>) inverse-opal membrane-electrode assembly (inverse-opal MEA) was fabricated via the decal-transfer method for an anode in polymer-electrolyte membrane water electrolysis (PEMWE) to decrease the loading of the noble catalyst. Electrodeposition parameters including current and total number of cycles were investigated to achieve the IrO<SUB>2</SUB> inverse-opal electrode. The inverse-opal MEA with ultra-low loading exhibited outstanding performance that exceeded or was comparable to that obtained in other PEMWE studies. Additionally, it exhibited higher performance and lower ohmic and charge-transfer resistance when compared with that of commercial IrO<SUB>2</SUB>. Furthermore, the performance corresponded to the highest mass activity reported to date since the loading in the inverse-opal MEA was ultra-low. This was because the inverse-opal structure improved electron transfer owing to the interconnected pores and increased the surface area due to high porosity, thereby leading to the enhanced utilization of the catalyst.</P> <P><B>Highlights</B></P> <P> <UL> <LI> IrO<SUB>2</SUB> inverse-opal membrane-electrode assembly (MEA) in polymer electrolyte membrane water electrolysis is prepared. </LI> <LI> The inverse-opal MEA exhibited high performance despite its ultra-low loading. </LI> <LI> The inverse-opal MEA showed the highest mass activity reported to date owing to its enhanced utilization of catalyst. </LI> </UL> </P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>
Stability Evaluation of National Reference Standards for Blood Products in Korea

National reference standards (NRSs) for biologics are established through potency estimation by a multi-center joint study of standard materials used in the approval process for national lot release and quality control of vaccines, blood products, and other biologics. In this study, a stability evaluation was conducted to determine whether the potency of NRSs for six blood products was being maintained at a consistent level in Korea. The present study conducted real-time stability tests via in-vivo/in-vitro bioassay on NRSs for blood coagulation factor VIII concentrate (2nd standard), antithrombin concentrate, prekallikrein activator, anti-hepatitis B immunoglobulin, blood coagulation factor IX concentrate, and anti-tetanus human immunoglobulin, as well as a trend analysis using cumulative annual results. The real-time stability test results showed that the mean potency of six NRSs was all within the control limit. In the trend analysis, the potency of NRS for blood coagulation factor VIII concentrate (2nd standard) showed a decreasing trend, while the potency of all other products had been stably maintained. The present study confirmed that the mean potency of NRSs for six blood products had been stably maintained in Korea. The findings of the present study establish a foundation that can ensure the quality of NRSs for biologics in Korea, and it is expected to make a major contribution to the supply of high-quality biologics.
OVERVIEW OF KSTAR INTEGRATED CONTROL SYSTEM

After more than 10 years construction, KSTAR (Korea Superconducting Tokamak Advanced Research) had finally completed its assembly in June 2007, and then achieved the goal of first-plasma in July 2008 through the four month's commissioning. KSTAR was constructed with fully superconducting magnets with material of $Nb_3Sn$ and NbTi, and their operation temperatures are maintained below 4.5K by the help of Helium Refrigerator System. During the first-plasma operation, plasmas of maximum current of 133kA and maximum pulse width of 865ms were obtained. The KSTAR Integrated Control System (KICS) has successfully fulfilled its missions of surveillance, device operation, machine protection interlock, and data acquisition and management. These and more were all KSTAR commissioning requirements. For reliable and safe operation of KSTAR, 17 local control systems were developed. Those systems must be integrated into the logically single control system, and operate regardless of their platforms and location installed. In order to meet these requirements, KICS was developed as a network-based distributed system and adopted a new framework, named as EPICS (Experimental Physics and Industrial Control System). Also, KICS has some features in KSTAR operation. It performs not only 24 hour continuous plant operation, but the shot-based real-time feedback control by exchanging the initiatives of operation between a central controller and a plasma control system in accordance with the operation sequence. For the diagnosis and analysis of plasma, 11 types of diagnostic system were implemented in KSTAR, and the acquired data from them were archived using MDSpius (Model Driven System), which is widely used in data management of fusion control systems. This paper will cover the design and implementation of the KSTAR integrated control system and the data management and visualization systems. Commissioning results will be introduced in brief.

<P><B>ABSTRACT</B></P><P>Recently identified highly pathogenic avian influenza (HPAI) H5N8 viruses (clade 2.3.4.4) are relatively low to moderately pathogenic in mammalian hosts compared with HPAI H5N1 viruses. In this study, we generated reassortant viruses comprised of A/MD/Korea/W452/2014(H5N8) with substitution of individual genes from A/EM/Korea/W149/2006(H5N1) to understand the contribution of each viral gene to virulence in mammals. Substituting the PB2 gene segment or the NA gene segment of the H5N8 virus by that from the H5N1 virus resulted in significantly enhanced pathogenicity compared with the parental H5N8 virus in mice. Of note, substitution of the PB2 gene segment of the H5N8 virus by that from the H5N1 virus resulted in a 1000-fold increase in virulence for mice compared with the parental virus (MLD<SUB>50</SUB> decreased from 10<SUP>5.8</SUP> to 10<SUP>2.5</SUP> EID<SUB>50</SUB>). Further, the W452<SUB>W149PB2</SUB> virus also induced the highest virus titers in lungs at all time points and the highest levels of inflammatory cytokine responses among all viruses tested. This high virulence phenotype was also confirmed by high viral titers in the respiratory tracts of infected ferrets. Further, a mini-genome assay revealed that W452<SUB>W149PB2</SUB> has significantly increased polymerase activity (<I>p</I> < 0.001). Taken together, our study demonstrates that a single gene substitution from other avian influenza viruses can alter the pathogenicity of recent H5N8 viruses, and therefore emphasizes the need for intensive monitoring of reassortment events among co-circulating avian and mammalian viruses.</P>
