        Distributed crack sensors featuring unique memory capability for post-earthquake condition assessment of RC structures

        A new design of distributed crack sensors based on the topological change of transmission line cables is presented for the condition assessment of reinforced concrete (RC) structures during and immediately after an earthquake event. This study is primarily focused on the performance of cable sensors under dynamic loading, particularly a feature that allows for some memory of the crack history of an RC member. This feature enables the post-earthquake condition assessment of structural members such as RC columns, in which the earthquake-induced cracks are closed immediately after an earthquake event due to gravity loads, and are visually undetectable. Factors affecting the onset of the feature were investigated experimentally with small-scale RC beams under cyclic loading. Test results indicated that both crack width and the number of loading cycles were instrumental in the onset of the memory feature of cable sensors. Practical issues related to dynamic acquisition with the sensors are discussed. The sensors were proven to be fatigue resistant from shake table tests of RC columns. The sensors continued to show useful performance after the columns can no longer support additional loads.

        Crossing Cultural Borders: Intercultural Communication from the Interpretation and Translation Perspective

        세계화로 인해 복잡하고 상호의존적인 경제적, 기술적, 정치군사적, 사회적 관계를 그 특징으로 하는 새로운 세계적 사회질서가 생겨났다. 이제 다른 문화에 속한 개인 간, 집단 간 의사소통이 빈번히 발생하고 있어 문화간 성공적인 소통을 위해서 문화적 특성을 인식하고 아는 것이 필수적이 되었다. 본 논문은 문화 간 커뮤니케이션 능력이 통번역 작업에 있어 중요하다는 점을 보여주기 위해 먼저 문화간 소통의 기본 요소인 '문화’와 ‘소통’이 무엇인지 정의한다. 다음으로 문화간 소통에 영향을 미치며 이를 복잡하게 만드는 다섯 가지 문화적 요소인 (1)인식 (2)언어적 스타일 (3)비언어적 행동 (4)맥락의 역할 (5)인지 패턴에 대해 논한다. 이후 문화적 패턴을 정의, 고찰함으로써 그러한 패턴이 문화에 근간한 믿음과 가치를 어떻게 반영하는지 설명한다. 본고에서는 일상적인 커뮤니케이션 행위에 영향을 미치는 (1) 개인주의 – 집단주의 (2)권력 간격 (3) 불확실성의 회피 (4)단일형 – 복합형 시간 사용 (5)고맥락 – 저맥락 소통방식 (6)체면 등 여섯 가지의 문화적 패턴을 살펴본다. 이를 바탕으로 상이한 문화 집단의 비언어적 행동, 언어, 의사소통 방식 속에서 문화가 어떤 역할을 하는지 알아본다. 다음으로 문화간 소통 절차를 이문화 간 협상의 맥락에서 설명한다. 마지막으로 본 논문은 통번역사의 문화적 지식 습득에 관해 고찰하고 그러한 지식을 통번역사가 업무 수행 시 언제, 어떻게 적용해야 할 것인가에 관한 문제를 제기한다.

        A Survey of Multimodal Systems and Techniques for Motor Learning

        This survey paper explores the application of multimodal feedback in automated systems for motor learning. In this paper, we review the findings shown in recent studies in this field using rehabilitation and various motor training scenarios as context. We discuss popular feedback delivery and sensing mechanisms for motion capture and processing in terms of requirements, benefits, and limitations. The selection of modalities is presented via our having reviewed the best-practice approaches for each modality relative to motor task complexity with example implementations in recent work. We summarize the advantages and disadvantages of several approaches for integrating modalities in terms of fusion and frequency of feedback during motor tasks. Finally, we review the limitations of perceptual bandwidth and provide an evaluation of the information transfer for each modality.

        Democratizing the Police in the Republic of Korea: Decentralization, Accountability and Legitimacy

        국가공권력의 상징이라고 할 수 있는 대한민국 경찰은 역사적으로 강력한 중앙집권적 시스템을 유지하고 있다. 반면 근대경찰의 시초국가라고 할 수 있는 영국(England and Wales)에서의 경찰제도는 분권화된 광역단위의 지방자치 경찰 제도를 채택하고 있으며, 역사적인 배경으로 인하여 우리와 달리 지역주민으로부터 상당히 높은 신뢰와 지지를 받고 있다. 이러한 맥락에서 본 연구는 기본적으로 영국 경찰제도의 역사적 개혁(발전)과정 및 그 배경을 고찰하고, 이를 토대로 대한민국 경찰이 나아갈 개혁방향에 대한 몇 가지 정책적 시사점을 제시하고자 하였다. 개혁방향의 첫 번째는 권력분립의 원칙에 의거, 수사와 기소가 분리되어야 하며 이를 바탕으로 범죄수사 및 현장에서 경찰재량권이 일정부분 확보될 필요성이 있다는 것이다. 물론 이러한 경찰재량권 행사에 있어서 법의 공평무사한 집행이 아주 중요한 이슈이며, 부가적으로 동 재량권 행사에 대한 각종 견제장치도 요구될 것이다. 두 번째는 현재의 중앙집권적 시스템에서 지역공동체/지역을 대표하는 분권적 자치경찰제도로 변화될 필요성이 있다. 이와 같은 분권화를 통하여 경찰은 (중앙정부가 아닌) 지역주민의 요구사항에 좀 더 능동적으로 반응할 수 있으며, 결국 지역주민들의 신뢰와 지지를 바탕으로 경찰의 민주적 책임성 및 정당성은 더욱 더 높아질 것이다. The police in the Republic of Korea have often been used as an extension of state power. But in the democratic nation, the police need to reflect the democratic principles that the nation now represents. To do this, we suggest the police need to be far more independent than they currently are, and have the power to investigate some crimes beyond the direction of prosecutors. In addition, we suggest that to increase local accountability and secure public approval, and thus some legitimacy, the police need to move away from a centralised system of control to one that represents a local community/region. Both reforms will increase the legitimacy and accountability of the police in the Republic of Korea, if implemented. Rather than draw on different styles of policing around the world, however, this paper will predominantly draw on policing in England and Wales where regardless of scandals and political setbacks, the police still receive a high rating of public approval and thus legitimacy to police a community / region. This, in time, can also be achieved by the police in the Republic of Korea, if there is the political will to implement changes that increase the democratization of the police and thus secure public consent and legitimacy to serve the citizens of Republic of Korea rather than narrow political interests.

        The Role of Social Support and the Neighborhood Environment on Physical Activity in Low-income, Mexican-American Women in South Texas

        Objectives: To determine the relationships between physical activity (PA), the neighborhood environment support for PA, and social support for PA among Mexican-American women living in South Texas. The Enlace study was a randomized controlled trial that tested the effectiveness of a promotora-led PA intervention among low-income Mexican origin women (n=614) living in colonias. Methods: The dependent measures included accelerometer-measured average moderate to vigorous physical activity (MVPA) and sedentary breaks and the Community Health Activities Model Program for Seniors PA 41-item questionnaire. The independent measures included the Physical Activity and Neighborhood Environment Scale (PANES) and the 13-item Physical Activity Social Support (PASS) scale. Results: Enlace participants were on average 40.4 (standard deviation, 10.3) years old, born in Mexico (86.1%), and uninsured (83.1%). Adjusted linear regression results indicated that each 1-point increment in the PANES overall score was associated with 0.050 (p<0.001) unit increase in sedentary break and a -0.043 (p=0.001) unit decrease in sedentary break duration. Both PANES (${\beta}=0.296$; p=0.002) and PASS scores (${\beta}=0.076$; p<0.001) were associated with weekly average self-reported MVPA. Interaction effects were observed between PASS scores and accelerometer-measured frequency of sedentary breaks and sedentary time duration. Conclusions: The findings of this study indicate that the relationships between PA and built environment and social support are measure-dependent and suggest that reducing sedentary time in this population may require a closer assessment of social support for PA.
