녹색기후기금은 기후변화협상의 최대 성과로 평가되고 있지만 기후기금의 진정한 역할은 아직 구체화되지 않았다. 많은 쟁점들이 미해결 상태이며 기후재정협상을 지배했던 선진국과 개도국의 반목이 기후기금을 둘러싼 협상에서도 재현되고 있기 때문이다. 이러한 장애를 극복해야 하는 녹색기후기금의 전면적이고 탄탄한 운영과 기후변화 대응력은 여전히 불확실하다. 사실, 협상 참가자들은 녹색기후기금의 재원마련을 위한 목표에 대한 협의조차 없이 2014년 6월 재원동원을 위한 최초의 회의를 끝냈다. 기후변화기금과 그리고 더 포괄적인 의미에서 현재 분절화된 기후기금체계의 목표달성을 위해 중요한 것은 기후변화협약 하 설립된 다양한 기금들의 거버넌스와 운용실태를 이해하는 것 뿐 아니라 역사적으로 반복된 주요 논쟁을 심층적으로 분석하고 이해하는 것이다. 본 논문은 이러한 배경들을 종합하여 담고 있다. 본 논문이 만병통치약은 아니지만, 하나의 대안으로 재정상설위원회(Standing Committee)와 국가지정기관(Designated National Authorities)을 전략적으로 활용하는 하향식 또는 상향식 접근을 제안한다. 이를 통해 적어도 효율적이며 효과적인 기후재정의 방향성을 제시하고자 한다. The Green Climate Fund has been heralded as a triumph of the climate change negotiations, but its true role in climate finance has yet to materialize. Significant questions remain unresolved and negotiations are mired in the same developed versus developing country controversies that have stymied other avenues of climate finance. With this legacy to overcome, the Green Climate Fund’s full and robust operationalization and impact on climate change is unclear. In fact, participants left an initial meeting to mobilize resources for the Green Climate Fund in June of 2014 without so much as agreement on a target for future resource mobilization. Critical to achieving the goals of the Green Climate Fund and the broader, now fragmented, climate finance regime is a deep understanding of historical and entrenched debates as well as the governance and mechanics of the various UNFCCC financial institutions, and this paper provides a synthesis of this backdrop. Although it does not offer a panacea-type solution, this paper does suggest that alternative top-down or bottom-up approaches strategically employing the Standing Committee on Finance or Designated National Authorities, respectively, may at least represent pathways toward efficient and effective climate finance.

Creating Trust: It’s Worth the Effort

신뢰 형성은 쉽지 않은 작업이다. 특히 여러 가지 업무에 많은 주의를 기울여야 하고 리더들은 자신의 활동 각각에 대해 시간을 투입할 여유가 별로 없는 기업현장에서는 더더욱 쉽지 않다. 그러나 만약 한 활동이 성공적으로 완수되면 다른 모든 과업들을 상당히 쉽게 만들 수 있다고 확인되는 경우에는 그 활동에 집중할 가치가 있다. 종업원과의 관계에 있어서 신뢰를 형성하는 것은 그런 활동에 해당된다. 이 논문에서 우리는 ‘미국에서 가장 일하기 좋은 100 대 기업’에서 종업원과 경영자간의 관계에 서 형성된 높은 신뢰의 직접적 효과로서 사업이 장기간 성공한 중거들을 확실하게 보여주고자 한다. 신뢰 수준이 낮은 기 업들과 비교해본 결과, 서로 믿을 수 있는 환경을 형성하려는 노력이 이런 기업들의 재무적 성공에 기여했다는 증거를 볼 수 있다. 이런 기업들은 리더들이 믿을 수 있고 종업들은 존경을 받으며 정책과 제도들은 공정하게 만들어져 있다. 높은신뢰관계의 작업장에 있는 직원들은자신의 일과회사의 일,그리고조직리더의 비전에 에 높은 몰입도를 보일 뿐만 아니라 팀 내에서 그리고 다른 부서와 협통을 잘한다. 작업장의 신뢰 문화의 질은 조직에 다양한 이득을 가져다 주어 성공에 기여한다. Creating trust can appear to be a daunting task, especially in the workplace where multiple responsibilities call for significant attention and leaders have a limited amount of time to devote to each of their activities. However if one activity, successfully accomplished, could be proven to make all other tasks significantly easier then it would be worth the effort to focus on that one. Building trust in relationships with employees is that one task. In this paper we present strong evidence of the positive long-term business success achieved as a direct result ofthe high levels oftrust that have been created in the relationships between employees and management within the 100 Best Companies to Work For in America. Comparisons with a group of companies displaying lower levels of trust affmns the positive contributions that the effort to create a trusting environment makes to the overall financial success of these organizations in which leaders are credible, employees are respected and policies and practices are characterized by fairness. Employees in high-trust workplaces show higher levels of cooperation within their teams and across departments and divisions, as well as higher levels of commitment to their own work, the work of the organization and to the vision of the organization’s leaders. The quality of the workplace culture that has been created leads to the creation ofhighly successful organizations that reap multiple benefits.

<P>Structure-based computational methods have been widely used in exploring protein-ligand interactions, including predicting the binding ligands of a given protein based on their structural complementarity. Compared to other protein and ligand representations, the advantages of a surface representation include reduced sensitivity to subtle changes in the pocket and ligand conformation and fast search speed. Here we developed a novel method named PL-PatchSurfer (Protein-Ligand PatchSurfer). PL-PatchSurfer represents the protein binding pocket and the ligand molecular surface as a combination of segmented surface patches. Each patch is characterized by its geometrical shape and the electrostatic potential, which are represented using the 3D Zernike descriptor (3DZD). We first tested PL-PatchSurfer on binding ligand prediction and found it outperformed the pocket-similarity based ligand prediction program. We then optimized the search algorithm of PL-PatchSurfer using the PDBbind dataset. Finally, we explored the utility of applying PL-PatchSurfer to a larger and more diverse dataset and showed that PL-PatchSurfer was able to provide a high early enrichment for most of the targets. To the best of our knowledge, PL-PatchSurfer is the first surface patch-based method that treats ligand complementarity at protein binding sites. We believe that using a surface patch approach to better understand protein-ligand interactions has the potential to significantly enhance the design of new ligands for a wide array of drug-targets.</P>
