People and products cross borders freely in the era of globalization, integrating all nations into one great market. Singaporeans have taken advantage of the supply of cheap foreign domestic workers. Through this, the city state has increased its competitiveness by making the most of its female manpower by keeping child-rearing expenses low while improving the quality of life. Koreans also need to take advantage of the supply of foreign domestic workers, as is done in Singapore, towards increasing the low birth rate and assisting highly-trained women to avoid giving up their careers to raise families. Singapore introduced its Foreign Domestic Servant Scheme (FDSC) in 1978 to bring in foreign domestic workers. There are three factors behind the FDSC`s success. First, there has been a greater supply of domestic workers from neighboring countries than demand for their services in Singapore. Second, it has been possible to maintain a secure supply for a long time through the strict immigration regulations that make it difficult for foreign domestic workers to work illegally. Third, Singapore`s indirect supervisory administration makes efforts to protect the human rights of these domestic workers and improve their working conditions.
Pooling-Based Intra Prediction Mode Coding for Mobile Video Applications

<P>The demand of real-time yet high quality video encoding for portable multimedia devices is increasingly strong. The state of the art H.264/AVC standard provides much higher coding efficiency than its predecessors. However, its high computational complexity of encoding is not suitable for battery-powered mobile devices. In this paper, we introduce a low complexity video encoding scheme based on new pooled macroblock modes mainly targeted for battery-operated portable devices. Since the motion prediction and intra prediction take most of the computation and thus battery consumption, restriction of prediction block sizes is essential in implementing a low complexity encoder. However, if this is not done carefully, it may result in unacceptable degradation of coding efficiency. The problem is overcome by developing new macroblock coding modes which are computationally trivial but effective in coding efficiency. Experimental results with several well-known video test sequences verify a far better performance of the proposed method against the standard H.264/AVC encoder operated in low-complexity configuration. Also we evaluate how less power consumption the proposed low complexity encoder actually consumes compared to that of the H.264/AVC baseline profile.</P>

<P>The photostability of donor-acceptor (D-A) polymers remains a critical issue despite recent improvements in the power conversion efficiencies (PCEs) of organic photovoltaic (OPV) cells. We report the synthesis of three highly photostable polymers (PDTBDT-BZ, PDTBDT-BZF, and PDTBDT-BZF(2)) and their suitability for use in high-performance OPV cells. Under 1 sunlight of illumination in air for 10 h, these polymer films demonstrated remarkably high photostability compared to that of PTB7, a representative polymer in the OPV field. While the PDTBDT-BZ, PDTBDT-BZF, and PDTBDT-BZF2 polymer films maintained 97, 90, and 96% photostability, respectively, a PTB7 film exhibited only 38% photo stability under the same conditions. We ascribed the high photostability of the polymers to both the intrinsically photostable chemical moieties and the dense packing of alkyl side chains and planar backbone polymer chains, which prevents oxygen diffusion into the PDTBDT-BZ films. This work demonstrates the high photostability of planar PDTBDT-BZ series polymers composed of photostable DTBDT and BZ moieties and suggests a design rule to synthesize highly photostable photovoltaic materials.</P>
Superconducting Junction of a Single-Crystalline Au Nanowire for an Ideal Josephson Device

<P>We report on the fabrication and measurements of a superconducting junction of a single-crystalline Au nanowire, connected to Al electrodes. The current−voltage characteristic curve shows a clear supercurrent branch below the superconducting transition temperature of Al and quantized voltage plateaus on application of microwave radiation, as expected from Josephson relations. Highly transparent (0.95) contacts very close to an ideal limit of 1 are formed at the interface between the normal metal (Au) and the superconductor (Al). The very high transparency is ascribed to the single crystallinity of a Au nanowire and the formation of an oxide-free contact between Au and Al. The subgap structures of the differential conductance are well explained by coherent multiple Andreev reflections (MAR), the hallmark of mesoscopic Josephson junctions.
