        Accurate Static Region Classification Using Multiple Cues for ARO Detection

        <P>This letter proposes an accurate static region classification for detecting abandoned or removed objects (ARO) using multiple cues. Most existing ARO detection approaches show many falsely detected static regions and low ARO detection performance in real situations because they use single cue and a number of pre-defined threshold values. The proposed method presents multiple cues as intensity, motion, and shape to characterize the true static regions and classifies their candidates into true/false static regions using a SVM classifier, which avoids any dependency on pre-defined threshold values. Experimental results show that the proposed method achieved better ARO detection accuracy and lower false detection rate than the existing methods. In addition, the proposed method can be utilized to several practical applications such as illegal parking detection, garbage throwing detection, thief detection, forest fire detection, and camouflaged solider detection.</P>

      • Post-Death Cloning of Endangered Jeju Black Cattle (Korean Native Cattle): Fertility and Serum Chemistry in a Cloned Bull and Cow and Their Offspring

        <P><B>Abstract</B></P><P> To preserve Jeju black cattle (JBC; endangered native Korean cattle), a pair of cattle, namely a post-death cloned JBC bull and cow, were produced by somatic cell nuclear transfer (SCNT) in a previous study. In the present study, we examined the <I>in vitro</I> fertilization and reproductive potentials of these post-death cloned animals. Sperm motility, <I>in vitro</I> fertilization and developmental capacity were examined in a post-death cloned bull (Heuk Oll Dolee) and an extinct nuclear donor bull (BK94-13). We assessed reproductive ability in another post-death cloned cow (Heuk Woo Sunee) using cloned sperm for artificial insemination (AI). There were no differences in sperm motility or developmental potential of <I>in vitro</I> fertilized embryos between the post-death cloned bull and its extinct nuclear donor bull; however, the embryo development ratio was slightly higher in the cloned sperm group than in the nuclear donor sperm group. After one attempt at AI, the post-death cloned JBC cow became pregnant, and gestation proceeded normally until day 287. From this post-death cloned sire and dam, a JBC male calf (Heuk Woo Dolee) was delivered naturally (weight, 25 kg). The genetic paternity/maternity of the cloned JBC bull and cow with regard to their offspring was confirmed using International Society for Animal Genetics standard microsatellite markers. Presently, Heuk Woo Dolee is 5 months of age and growing normally. In addition, there were no significant differences in blood chemistry among the post-death cloned JBC bull, the cow, their offspring and cattle bred by AI. This is the first report showing that a pair of cattle, namely, a post-death cloned JBC bull and cow, had normal fertility. Therefore, SCNT can be used effectively to increase the population of endangered JBC.</P>

        Analysis on Fertilizer Application Uniformity of Centrifugal Fertilizer Distributor

        Purpose: Chemical fertilizers contribute to agricultural productivity. Annually, 450,000 tons of chemical fertilizers are used in Korea, which is 268 kg per hectare (MAFRA, 2016). However, excessive use causes problems such as environmental pollution and soil acidification. This study proposes use conditions for a fertilizer distributor that can reduce excessive fertilization by analyzing distribution patterns. Methods: This study analyzed fertilizer application uniformity according to the number of blades on a centrifugal fertilizer distributor (three or four blades), orifice gate open ratio (50 or 100%), and blade rotation speed (400, 500, or 600 rpm). Results: When using four blades, the coefficient of variation (CV) was lower than when using three by 11-13% points, and the CV using the 50% open ratio was 10-30% points lower than using the 100% open ratio. The CV at 500 rpm blade rotating speed was 9-12% points lower than that for 400 and 600 rpm. Conclusions: The CV with four blades, 50% orifice gate open ratio, and 500 rpm of blade rotating speed was 18.4%, which provided the most uniform fertilization.

      • Effects of Cr Diffusion on <tex> $RRR$</tex> Values of Cr-Plated Nb <tex> $_{3}$</tex>Sn Strands Fabricated by Internal-Tin Process

        <P>Nb<SUB>3</SUB>Sn strands which will be used for the ITER TF coils should be chrome plated thickness of 1.8 mum to reduce AC loss and improve the thermal stability of cable. During heat treatment, the RRR value can be affected by Cr diffusion. In this work, the effect of Cr diffusion was systematically studied, using the KSTAR and ITER candidate strands. For the KSTAR strand, the Cu/non-Cu ratio was systematically varied from 1.53 to 0.69 by chemical etching whereas the samples were heat treated by the same schedule. For the ITER candidate strand, on the other hand, the Cu/non-Cu ratio was fixed to the specification value of 1.0, and the variation of the RRR value was studied with respect to the heat treatment schedule, especially the retention time of the 650degC plateau was varied from 100 to 200 hours. It was also compared with the Cr diffusion distance obtained from EPMA (electron probe microanalysis). We found that the RRR value of the ITER candidate strand becomes lower than the ITER requirement of 100, if the heat treatment at 650degC is longer than 200 hours. The RRR can be reached up to 161 when the duration of 650degC plateau is reduced to 100 hours, while satisfying all other ITER requirements including the critical current density.</P>

        Is Job Insecurity Worse for Mental Health Than Having a Part-time Job in Canada?

        Objectives: A growing number of people depend on flexible employment, characterized by outsider employment status and perceived job insecurity. This study investigated whether there was a synergistic effect of employment status (full-time vs. part-time) and perceived job insecurity on major depressive disorder. Methods: Data were derived from the 2012 Canadian Community Health Survey-Mental Health of 12 640 of Canada's labor force population, aged 20 to 74. By combining employment status with perceived job insecurity, we formed four employment categories: full-time secure, full-time insecure, part-time secure, and part-time insecure. Results: Results showed no synergistic health effect between employment status and perceived job insecurity. Regardless of employment status (full-time vs. part-time), insecure employment was significantly associated with a high risk of major depressive disorder. Analysis of the interaction between gender and four flexible employment status showed a gender-contingent effect on this link in only full-time insecure category. Men workers with full-time insecure jobs were more likely to experience major depressive disorders than their women counterparts. Conclusions: This study's findings imply that perceived job insecurity may be a critical factor for developing major depressive disorder, in both men and women workers.

        지적재산권에 관한 준거법 결정 - 국제사법 제24조의 해석에 대하여 -

        지적재산권을 둘러싼 국제분쟁이 끊임없이 발생하면서, 이러한 지적재산권을 둘러싼 분쟁은 섭외적 소송으로 발생하는 경우가 빈번하게 일어난다. 특히, 이러한 지적재산권의 침해에 관한 섭외적 분쟁해결을 위하여, 종래의 국제사법상의 원칙들, 예를 들어 준거법 결정을 위한 원칙들을 그대로 적용하여야만 하는 지에 대하여 논의가 많이 일어났다. 즉, 지적재산권의 침해분쟁에 대한 준거법 결정에 있어, 먼저 이러한 지적재산권의 침해의 법적 성질을 불법행위로 볼 것인지, 혹은 지적재산권의 침해라는 별도의 법적 성질을 규정할 것인지, 아울러 이러한 법적 성질에 따라 준거법 결정을 위한 연결점을 어떻게 볼 것인 것인지 등 많은 논의가 있었다. 이러한 지적재산권의 침해에 대한 섭외적 분쟁해결에 관하여 비교법적 고찰을 하면, 일본의 경우는 이에 대하여 “법적용에 관한 통칙법”상 별도의 조문이 없으나, 우리나라국제사법은 제24조를 별도로 신설하여 그 지적재산권의 침해분쟁에 관한 준거법의 기준을 제시하고 있다. 따라서, 본 논문은 이러한 상황을 고려하여, 우리나라 국제사법상의 제24조의 해석에 관하여 고찰을 통하여 비교법적인 측면에서 하나의 기준을 제시하고자 한다. Nowadays, so many intellectual property dispute are occurred. Besides, these cases are getting complex and diversified. And also, almost cases are occurred in many countries. At this time, we must need to decide the choice of law for international dispute resolution. In other words, above all, to handle the rapidly increasing international intellectual property cases more reasonably and efficiently, not only theoretical establishment but also the provisions of laws on them must have preference over others. However, there are many cases where settlement of them is difficult since legislation of each country to regulate these cases is too diversified. Therefore, to settle the international intellectual property cases smoothly, we need to consider the rule of conflict of laws like the choice of law. Especially, in Korean conflict of laws, there is the article 24 that is about the rule of choice of law for resolution of international intellectual property. So, the purpose of this study was to review issues on international intellectual property and the article 24 in Korean conflict of laws.

      • 연속적인 물체 추적과 감시를 위한 Block 기반 다중 카메라들 간의 Hand-off 기술

        감시 및 보안의 중요성이 커지고 있다. 따라서 여러 대의 카메라로 움직이는 물체를 연속적으로 추적하는 효율적인 알고리즘 및 시스템에 대한 개발이 활발하다. 본 논문에서는 물체를 연속적으로 추적하기 위해 다중 카메라 간의 hand-off 기술을 제안한다. 먼저 움직이는 물체의 검출을 위한 몇 가지 단계의 전처리 과정을 거친다. 그리고 나서 검출된 영역들 간의 상관관계를 파악하기 위해 물체를 가장 잘 검출한 주 카메라를 선택하고 이동 경로에 따른 다음 주 카메라를 예측한다. 예측된 카메라 정보와 칼라 정보 등을 이용해서 동일 물체를 추적하고 있음을 확인한다. 실험 결과는 움직이는 특정 물체에 대해 주 카메라가 어떻게 변해 가는지를 보여준다.
