외교정책은 국내정책과 다른 특수한 점들이 있다. 즉, 국내정책보다 더 신속성, 비밀성 그리고 전문성이 요구된다. 따라서 의회에서의 통제가 쉽지 않다. 그럼에도 불구하고 외교정책은 국가이익에 중대한 영향을 미칠 가능성이 큼으로, 현대 민주 국가에서는 외교정책에대한 민주적통제가 중요한 이슈가 되고 있다. 반면에 외교 정책의 효율성 유지는 또한 중요한 일이다. 어떻게 보면 이 두가지는 상호 충돌할 가능성이 많다. 특히 한국과 같은 외국의 영향력이 큰 소국에서는 더욱 그러하며, 정치적 발전이 늦은 한국에서 민주적 외교정책결정 문제는 매우 중요한 일이다. 이러한 관점에서 미국과 영국의 경우를 살펴보고 그들의 경험으로부터 어떤 교 훈을 얻고자 하는 것이다. 이들 두 국가는 외교정책에 대한 민주적 통제와 외교정 책의 효율성을 어떻게 조화시키고 있는가? 특히 미국은 대통령제의 모델케이스이 며, 영국은 내각제의 모델케이스이다. 이들 두 나라는 외교정책에 대한 의회의 통 제에 있어서 그리고 위 두 가지 이슈에 대하여 제도상 다른 모습을 보여주고 있 다. 한국은 대통령제이나 영국식 내각제요소를 부분적으로 받아들이고 있는 일종의 혼합형이다. 따라서 본 연구는 외교정책에 대한 의회의 통제에 대한 비교연구의 결과이다. Foreign policy has some different aspects from domestic policies. Compared to the domestic policies, foreign policy needs more swiftness, more secrecy and more professional knowledge in its decision-making. Therefore, it is not so easy for parliament to control it. Because it is very critical and complicated for the national interest, nonetheless, democratic control of foreign policy is one of the important issues argued in modern democratic countries. However, the maintenance of the effectiveness of foreign policy is also a very important issue. The two issues could make some conflicts in the decision making process. In particular, as a small country with foreign dominance South Korea has more difficulty in terms of the two issues. This paper looks for some lessons for the Korean case from the cases of the USA and the UK; how do they make a harmony of the two issues through their parliamentary control of foreign policies? The USA is the model case of the presidential system, the UK has the cabinet system for their politics. The two countries show different types of parliamentary control of foreign policy. The Republic of Korea is a presidential system mixed with some aspects of parliamentary system. This paper is a kind of comparative study on the parliamentary control of foreign policy.
