        The Influence of Structure, Resources, Disposition and Communication on Small- and Medium-Sized Enterprises’ Empowerment Policy Implementation in Indonesia

        For more than a decade, the government has implemented several policies by allocating resources and providing program assistances for small- and medium-sized enterprises (SMEs) in Indonesia. However, the results have not reached the expected goals. This study aims at investigating the influence and contribution of bureaucratic structure, resources, disposition, and communication toward the small- and medium-sized enterprises’ empowerment policy implementation in Indonesia. This study is an explanatory research. The population of this study is all food-sector SMEs owned and managed directly by their owners and registered with KOPERINDAG Agency of Gorontalo province; based on several criteria, 96 SMEs were selected as samples. The data were collected in one short study crosssectionally through questionnaire and selected by purposive sampling. The data were analyzed using Second Order Partial Least Square (PLS) to test the model. The results showed that four variables influence the implementation of the empowerment policy of micro, small and medium businesses in Indonesia. Based on the empirical facts, a ground-breaking finding pointed out to nine important aspects which determine government policy. Those nine aspects are creating conducive business climate, capital assistances, business protection, partnership development, training, establishment of a specific institution, strengthening the association, developing promotion, and developing equal cooperation.

        Synthesis and Thermal Characterization of Novel Poly(azomethine-urethane)s Derived from Azomethine Containing Phenol and Polyphenol Species

        Oligophenol-based poly(azomethine-urethane)s (PAMUs) were newly synthesized in two steps. At the first step, the prepolymers including the phenol and oligophenol based-Schiff bases were prepared by a condensation reaction of o-dianisidine with 4-hydroxybenzaldehyde/3-ethoxy-4-hydroxybenzaldehyde, and the polycondensation reactions of the corresponding Schiff bases in an aqueous alkaline media. At the second step, the PAMUs were obtained by copolymerization of the prepolymers with toluene-2,4-diisocyanate (TDI) under an argon atmosphere. The structures of the obtained compounds were confirmed by FTIR, UV-vis, ^1H NMR, and ^13C NMR, and size exclusion chromatography (SEC) techniques. The synthesized compounds were also characterized by TG-DTA and DSC analyses. Thermal decomposition steps at various temperatures were clarified by FTIR analyses of the degraded products. The physical changes to the synthesized PAMUs after exposing them to the thermal degradation steps are displayed.

        Antioxidant activity of Moringa oleifera seed extracts

        The present research evaluates the phytochemical and antioxidant activity of Moringa oleifera Lam. seed kernel grown in Bangladesh. M. oleifera seed kernel was extracted with methanol, acetone and water individually. The phytochemical content was evaluated through the determination of total phenolic, total flavonoid and total tannin contents. In vitro antioxidant capacity was determined following four complementary methods: DPPH (2,2-diphenyl-1-picrylhydrazyl, ABTS{2,2′-azinobis- (3-ethylbenzothiazoline-6-sulfonic acid)}, and NO (nitric oxide) free radical scavenging and reducing power tests. The total phenolic contents 60.99 ± 0.153, 30.78 ± 0.101 and 90.97 ± 0.134 mg gallic acid eq./g dry extract, total flavonoids contents 10.13 ± 0.171, 13.32 ± 0.101 and 221.76 ± 0.221 mg quercetin eq./g and total tannins contents 97.10 ± 0.153, 73.91 ± 0.107 and 21.74 ± 0.086 mg tannic acid eq./g dry extract were found to be present in methanol, acetone and water extracts respectively. Among the three extracts, the water extract exhibited significant activities for scavenging DPPH, ABTS and NO free radicals with EC50 values 36.89 ± 0.154, 13.20 ± 0.049 and 217.95 ± 0.327 μg/mL respectively against the standard antioxidant compound ascorbic acid and butylated hydroxy anisole. The results of this research revealed that among the three extracts of M. oleifera seed kernel the water extract exhibited significant free radical scavenging activity. Reducing power, total phenolic and total flavonoid contents were also observed to be significant for the water extract. So in contrast of all the results of this study it can be concluded that among the three extracts (methanol, acetone and water) the water extract possessed potent antioxidant activity which support the use of M. oleifera seed kernel as natural antioxidant.

        Evaluation of anti-inflammatory and antioxidant potential of the kernel root of Xylocarpus mekongensis (Lamk.) M. Roem

        Anti-inflammatory and antioxidant activities of the crude ethanolic extract of the kernel root of Xylocarpus mekongenesis (Lamk.) M. Roem. (Meliaceae) was evaluated in different methods. The extract showed significant antiinflammatory activity in carrageenan-induced oedema test in rats showing 69.42 % reduction in the paw volume (P<0.01) comparable to that produced by the standard drug indomethacin (70.25 %) at 24 h when the extract was fed at the dose of 400 mg/kg body weight. The percentage inhibition of the oedema paw volume was statistically significant (p<0.05) when compared with the indomethacin treated animals at 0.5, 1, 2, 4 and 6 h. The extract exhibited $IC_{50}$ value 4.78 ${\mu}g/ml$ in DPPH free radical scavenging activity test that was found to be very significant and comparable to that of the standard antioxidants ascorbic acid and BHA (1.9372 and 4.81 ${\mu}g/ml$) respectively. In nitric oxide radical scavenging test, the $IC_{50}$ value was also found fairly significant 57.37 ${\mu}g/ml$ when compared to standard ascorbic acid (36.81 ${\mu}g/ml$). In reducing power test, the maximum absorbance of the same extract was observed as 1.923 at 100 ${\mu}g/ml$ and that of ascorbic acid and BHA were 2.8111 and 1.0314 respectively. The extract showed highest antioxidant capacity at 100 ${\mu}g/ml$ concentration expressed as equivalents of ascorbic acid (1.44). The total phenolic content of the extract was also found quite high ($342.15{\pm}0.92$ mg/g of gallic acid equivalent). Therefore, the results of this study suggest the probable anti-inflammatory and antioxidant activities of the ethanolic extract of X. mekongenesis kernel root and justify its use in traditional medicines.

        Effects of Autochthonous Yeast Cultures on Some Quality Characteristics of Traditional Turkish Fermented Sausage "Sucuk"

        The objective of this study was to determine the effects of yeast cultures (Candida zeylanoides and Debaryomyces hansenii) isolated from traditionally dry fermented Turkish sucuks, on some physicochemical and microbiological properties of the product. Eight different batches of the sucuks were produced by the inoculation of yeast and lactic acid bacteria (LAB) cultures (Lactobacillus curvatus, Lactobacillus plantarum and Lactobacillus sakei) in different combinations. The sucuks were ripened for 12 days and analyzed at 1st, 6th, and 12th days of ripening. Percent moisture content, pH, water activity (aw) and residual nitrite values of the sucuk inoculated with the yeast cultures were higher at the end of the ripening. The use of yeast cultures decreased hardness, gumminess, and chewiness values of the sucuk while increased adhesiveness values. Major volatile groups were aldehydes, terpenes, and sulphur compounds in the sucuk samples. The most noticeable results were for sensory properties of the sucuk that were positively improved by the yeast cultures.

        Catch per Unit Effort and Size Composition of Crayfish, Astacus leptodactylus Eschscholtz 1823, in Lake İznik

        This paper was carried out from 15 June to 24 December in 2000 in Lake İznik of Turkey, to determine catch per unit effort (CPUE) and size composition of crayfish, Astacus leptodactylus Eschscholtz 1823, captured by fyke-nets of local fishermen. The average CPUE of all size groups was found as 1.65 crayfish/fyke-net/night for fishing season in 2000, but 26.4% of which was below the legal minimum size (crayfish<90 mm). The average CPUE of legal-sized (crayfish$\geq$90 mm) crayfish was 1.10 crayfish/fykenet/night. The annual catch of crayfish was estimated as 2990 tonnes. The length and weight compositions of crayfish captured in the fyke-nets have varied between 60 and 130 mm, and 6 and 71 g, respectively. The mean length and weight were found as 95.5 mm and 28.8 g for all size groups and 100.1 mm and 33.0 g for legal-sized individuals.

        Despite a widely-held belief that the finite element method is the method for the solution of solid mechanics problems, which has for 30 years dissuaded solid mechanics scientists from paying any attention to the finite volume method, it is argued that finite volume methods can be a viable alternative. It is shown that it is simple to understand and implement, strongly conservative, memory efficient, and directly applicable to nonlinear problems. A number of examples are presented and, when available, comparison with finite element methods is made, showing that finite volume methods can be not only equal to, but outperform finite element methods for many applications.

      • The Aspects, Reasons and Outcomes of an Unmanned Air Vehicle Crash Caused By Engine Failure

        The Unmanned Air Vehicle (UAV) systems are indispensable tools of air surveillance and reconnaissance nowadays. Via this systems, hazardous end risky intelligence gathering activities are handled easily. Although they are named as "Unmanned" the UAV systems are commanded by pilots/operators. So, because of weather conditions, enemy attacks etc. as well as pilot error it is possible to face with sudden Round per Minute (RPM) drops and subsequently engine cut/stop during a mission flight at high altitudes. In this case, there are some very urgent decisions to make and rapid "emergency procedure" steps to take in a very short time before Line of Sight (LOS) is lost. The time before crash and the distance to landing air base need to be calculated, the Return Home route need to be checked and the landing/crash side need to be determined. Therefore it is a vital necessity that UAV pilots have some extra qualifications like being determined, well instructed and trained, experienced apart from operating ability. Within this scope, for an education process of a UAV pilot experience sharing and lessons learned are as important as simulators even more. By means of lessons learned it is possible to find out the reasons, mistakes and prevent the likely UAV accidents. In this study it is told about a real UAV crash, experienced of the pilot, the dos and don'ts and the difficulties. Thus it is aimed to help the people who can experience the same or similar situations in future.
