지방정부의 공론화 사례 연구 - 전주시의 옛 대한방직 부지 관련 시민공론화 사례를 중심으로 -

2017년 신고리 5ㆍ6호기 공론조사가 성공적으로 마무리 되었다. 이후 중앙정부나 지방정부를 막론하고 공론화를 통해 결정하기 힘든 정책문제를 해결하는 기제로 활용하려고 하고 있다. 본 연구는 전주시가 2020년~2021년에 실시한 옛 대한방직 부지의 공론화 과정을 분석하였다. 이 부지의 용도변경 문제는 특혜시비가 발생할 수 있어 전주시는 다루기에 껄끄러운 문제이고, 지방정치인에게는 정치적 부담으로 작용하였다. 분석결과, 공론화의 주제가 부적합한 것이었음에도 불구하고, 공론화 과정은 비교적 잘 이루어져서 옛 대한방직 부지를 상업지역으로 용도변경해서 복합공간으로 개발해야 한다는 권고안을 도출하여 전주시에 전달하였다. 분석결과를 토대로 시사점을 도출하면 ①공론화의 주제가 적합해야 한다, ②대표성과 관련하여 형식적인 대표성보다는 실질적인 대표성을 확보하기 위해 노력해야 한다. ③공론화의 대상에 따라 공론화 방식을 달리해야 한다. ④공론화 최종단계에서 의견조사를 할 경우 얼마나 학습되어 있는 가의 정도를 파악할 필요가 있다 등이다. In 2017, the deliberative polling for Shin-Kori nuclear reactors 5 and 6 was successfully completed. Since then, both central and local governments have been trying to use it as a mechanism to solve policy problems that are difficult to decide through public deliberation. This study analyzed the process of public deliberation of the former TAIHAN TEXTILE CO. site conducted by Jeonju City from 2020 to 2021. The issue of changing the land use of this site is a difficult issue to deal with in Jeonju as it may cause preferential disputes. and it has acted as a political burden for local politicians. As a result of the analysis, although the agenda of public deliberation was inappropriate, the process of public deliberation was relatively successful, so a recommendation was drawn out and delivered to Jeonju City by changing the land use of former TAIHAN TEXTILE CO. site to a commercial area and developing it into a complex space. If implications may be drawn based on the analysis results, ① the agenda of public deliberation should be appropriate, ② in relation to representation, efforts should be made to secure practical representation rather than formal representation. ③ Depending on the agenda of public deliberation, the public deliberative polling method should be different. ④ In the case of opinion survey at the final stage of public discussion, it is necessary to understand the degree of learning.

인공지능의 개발 역사는 짧지만, 우리 생활의 일부가 되었으며 빠르게 확산되고 있다. 인공지능기술의 활용으로 인간의 한계를 극복하고 능력이 증강되어 인간 상태를 증진할 수 있었다. 인공지능에 대해 일반대중들은 기대와 우려를 동시에 갖고 있다. 인공지능을 신뢰할 수 있을 때 이 기술이 제공하는 사회적, 경제적 혜택을 누릴 수 있다. 본 연구는 이러한 인식하에 인공지능 기술의 신뢰대상을 식별하고, 구성요소를 탐색하였다. 신뢰의 대상으로는 인간, 기술 그리고 법·제도 등을 식별하였고, 구성요소로 공정성, 투명성·설명가능성, 책임성, 견고성, 프라이버시 보호, 안전성을 탐색하였다. 이를 바탕으로 인공지능 기술의 신뢰에 대한 개념적 준거틀을 제시하였다. 본 연구에서의 인공지능 기술에 대한 신뢰성의 연구는 개념적인 수준에서 이루어졌기 때문에, 인공지능 기술의 개발과 적용과정에서 실제 적용할 수 있는 메커니즘의 개발로 이어져야 한다. Although the history of artificial intelligence is short, it has become a part of our lives and is spreading rapidly. The use of artificial intelligence technology was able to overcome the limitations of humans and augment the human state by enhancing their capabilities. The general public has both expectations and concerns about artificial intelligence. When we can trust artificial intelligence, we can enjoy the social and economic benefits of this technology. This study identified the trust object of artificial intelligence technology and explored its components under this recognition. Human, technology, and laws and institutions were identified as objects of trust, and fairness, transparency․ explainability, accountability, robustness, privacy protection, and safety were explored as its components. Based on this findings, a conceptual framework for trust in artificial intelligence technology was presented. Since the research on the trust of artificial intelligence technology in this study was conducted at a conceptual level, it should lead to the development of mechanisms that can be practically applied in the development and application process of artificial intelligence technology.
QoE-Aware Scheduling for Sigmoid Optimization in Wireless Networks

<P>This letter proposes a quality-of-experience (QoE)-aware scheduler that maximizes the average number of satisfied users. QoE is different from quality-of-service (QoS) in that QoE is determined by users' subjective satisfaction while QoS is objectively measured. Hence, users' satisfaction needs to be incorporated into the scheduler to better understand QoE maximization. In this regard we propose a simple but effective user participation scheme exploiting one-bit feedback that indicates user's satisfaction upon the end of service. Then, user-centric QoE function is derived, which serves our objective function. Assuming that the QoE function can be successfully modeled by a sigmoid function we solve the non-convex sigmoid optimization. We show that, interestingly, adding non-trivial fairness constraints for starvation prevention can convexify the problem, and we obtain the unique optimal solution. By comparing the case without user participation we show that user participation can substantially improve the total QoE, e.g., nearly 100% improvement of the low 10 percentile users and 40% improvement of the low 50 percentile users.</P>
Performance Evaluation of Textile-Based Electrodes and Motion Sensors for Smart Clothing

<P>Development of textile-based electrodes and motion sensors is one of the main issues of recent smart textile research utilizing electronic textiles. Electrocardiogram (ECG) electrodes have been developed by various textile technologies such as sputtering or electroless-plating on the fabric surfaces, and embroidering or knitting with stainless steel yarns. In addition, two types of motion sensors have also been developed using piezo-resistive textiles. They were fabricated by knitting and braiding. To examine the usability of the ECG electrode, waveforms of the conventional AgCl electrode, and the new electrodes developed in our lab were compared. It was found that electrodes using metallic embroidering are more efficient when its substrate was a metal blended fabric. The electrolessly Cu/Ni plated fabrics obtained the best conductivity in textile-based electrodes. The first motion-measuring textile-based sensor was used to predict and measure the changes in electric resistances that accompany the angle changes in the elbow joint. An advanced piezo-resistive textile by braiding showed more accurate resistance changes and also better durability. Changes in its electrical resistance were mapped to changes in its length extension. From the relationship between the extension and the electrical resistance, movement or posture of human body was detected.</P>
