        International Cooperation for Tension Reduction and Arms Control on the Korean Peninsula

        The perceived shift from geopolitics toward pragmatic geoeconomics within an international system being restructured may open new possibilities for mobilizing international cooperation to reduce tension and foster arms control on the Korean peninsula. The gradual diminution of regional conflict (e.g., Afghanistan) may increase the salience of the Korean peninsula as an unresolved area of potential conflict. While opinion on Asia-Pacific regional arms control remains generally skeptical, expert consensus agrees some lessons from the conventional arms control experience in Europe may apply on the peninsula. The essence of Seoul`s Nordpolitik is enhanced international cooperation as a means of reducing tension, fostering mutual trust, and facilitating steps toward eventual unification through intensified direct dialogue with Pyongyang. Pyongyang seems unprepared, by choice or perceived necessity, to make fundamental changes in its relations with the outside and with Seoul, though the opening of Japan-North Korean normalization talks suggest Pyongyang`s willingness to undertake some tactical maneuvers in the direction of cross-recognition. Analyzed individually, the interests and attitudes of Moscow, Beijing, and Tokyo will affect the dynamics of North-South dialogue and the context of eventual Korean unification. In the meantime, both Seoul and Pyongyang will seek to garner major power support for their negotiating positions without relinquishing control of Korea`s destiny to outsiders. Six potential areas for international cooperation in this regard Include North Korea`s nuclear program, US force structure, international anti-terrorism and anti-crime regimes, Korea and the United Nations, "Team Spirit," and border guarantees and territorial delineation.
