The purpose of this study is to analyze the level of science and technology development and digital readiness of scientific research institutes based on the author's assessment methodology (a set of evaluations and multifactorial indicators). Keeping with the previous literature, the research is caused by the novelty of the problem, which suggests dividing the literature review into two main research groups: theoretical background, which concentrates on the digital readiness definition, and the impact of digital readiness on science. Moreover, the scientific significance lies in the fact that proposed ideas in the research, developed theoretical and methodological provisions can significantly enrich theories related to the identification of the digital readiness of science and its consumers. Further, the research is devoted to the development of assessment methods of digital changes and analysis of the level of development of digital readiness of scientific research institutes, which is based on the author's assessment methodology (a set of evaluations and multifactorial indicators). The methodology provides an opportunity to build ratings of the digital readiness of scientific-research institutes to the formation and development of a digital economy. Obtained results show that the priority task in the current and the future period is to increase the authority and recognition of scientific organizations, the quality of scientific research, and the formation of demand for scientific products.

This research aims to generalize the conceptual basis of precariousness of employment, study the factors and scale of unsustainable of employment in the countries of the Eurasian Economic Union (EAEU). The concept of precariousness of employment is formed in social and economic studies about 40 years ago, but objective and subjective conditions and forms of unsustainable employment existed before. This study proposes a classification of forms of precariousness of employment on 16 criteria: the duration and timing of agreements, contract terms, the nature of income; the degree of labor autonomy; the level of formality; the level of openness; the level of vulnerability; the conditions of growth of qualification; the level of flexibility; the level of stability; regularity; the severity of the danger of work; in relation to the workplace; the quality of employment, the level of social security. In this research highlighted factors (globalization, demography, migration, structure factors, shadow and informal economy, social development and living standards, unemployment), and systematized certain trends of precariousness of employment, channels and means, forms of manifestation. The empirical analysis identified of the labor potential of the Eurasian countries and new quantitative estimates of the levels of unsustainable employment in the Eurasian Economic Space.

In the modern conditions of unstable development of the global economic system, the spatial factor becomes increasingly important in the evaluation of the phenomena and trends of economic development at the global level and within a country, and its regions. In addition, this requires a clear methodological framework that provides methods and tools for assessing spatial relationships and their changes. Thus, for the development of effective policy of spatial development of the country required a new methodological approach to the study of problems of the analysis and increase of efficiency of use of the economic potential of the region. Because of which it is possible to conduct a comprehensive assessment of the socio-economic situation of regions, to identify positive and negative factors influencing their development, to identify potentially untapped reserves. Obtained in the process evaluation results will determine the causes of disparities in regional development and to develop recommendations to reduce them. Therefore, this study aims to study the disparities in development of regions and to provide specific recommendations. This research shows the results of the analysis of trends and of the degree of differentiation of economic development of regions of Kazakhstan, their potential and competitive advantage for the period 2000-2015. This paper presents the results of development of the authors on the selection and justification of the methodological approaches for quantitative evaluation of the economic potential (the degree of territorial differentiation of the profile).

This study aims to identify of prospective areas for the formation of information and smart technologies clusters in Kazakhstan, and propose of the distribution of Kazakhstan’s regions according to the innovative development and the ability to perceive IT products. The study divided into the following sections. The section 2 proposes to consider the theoretical aspects of the formation of IT and high technology clusters. Section 3 presents analysis and estimation results. Section 4 is a concluding part. The application of scientific methods in this research will allow systematizing the available data, from both a theoretical and empirical perspective. In addition, the authors proposed methodological approaches, which have a three-tiered gradation: macro-level, meso-level and micro-level. This study confirms the importance of using the concept of “growth poles”, and the possibility of its application in the formation of information and high technology clusters. It is very important that the formation of the IT cluster should happen in a natural way. Based on the foregoing and taking into account the obtained results one can suggest the formation of IT clusters in the following promising areas of Kazakhstan: Almaty city, Astana city, Karaganda and North Kazakhstan.
