South Korea’s successful education system: lessons and policy implications for Peru

South Korea’s quality education system rests on four pillars: (1) putting edu-cation at the center of a long-term development strategy, (2) getting the right people tobecome teachers, (3) developing these people into effective instructors, and (4) prioritizinginformation and communications technology in education. In contrast, education policiesin Peru change from government to government, official evaluations of teacher educationinstitutes do not exist, teachers do not receive regular training, and the use of technology ineducation is limited. Taking into account South Korea’s successful experience, Peru couldseek to improve its education system with initiatives to support a long-term educationpolicy, which has to include a clear plan to improve the accreditation process of teachereducation institutes, the current salaries of teachers, the training of teachers, and the use oftechnology in schools.
What determines international tourist arrivals to Peru? A gravity approach

Using the gravity model, this study examines Peru’s tourism patterns by analyzing a panel dataset of the country’s international tourism flows from 59 countries over 22 years (1990–2011). The empirical results for the entire dataset are consistent with the general prediction of the gravity model (positive coefficients for economic size and negative coefficients for distance). Peru mainly has potential to expand tourism flows from E uropean countries like Portugal, Belgium,Russia, Norway, Sweden, Switzerland, Italy, Germany and France. Although Peru offers no visa requirements for such countries, this policy seems to not be sufficient to increase tourism flows from them. Further collaboration between Peru and its neighboring countries in providing coordinated investment in transport infrastructure is necessary to create economies of scale that allow benefits from the cluster effect.
