        Safeguarding intangible cultural heritage through formal education in Flanders: A critical analysis of the implementation of the 2003 UNESCO Convention

        In 2003, UNESCO adopted the Convention for the Safeguarding of Intangible Cultural Heritage. This paper investigates its implementation in the formal education system in the Flemish part of Belgium. Linking education and intangible heritage is set as a high strategic priority, not only in the Convention but also according to the Overall Results Framework (ORF), a tool to measure its impact. Three levels are examined. First, the national level is discussed; on this macro level, educational policy and learning outcomes take shape. Second, the educational providers (meso), who transfer these outcomes into curricula. Third, schools and teachers (micro), who bring the curricula into practice. In addition, recommendations to enhance implementation are proposed. The results show that the 2003 Convention has not yet permeated into the policy processes. Although the Flemish government developed open learning outcomes that accommodate awareness-raising and – to a lesser extent – the safeguarding of intangible heritage, the 2003 Convention did not serve as a reference framework. Evidently, considering the short time frame since the conception of the ORF, the results need to be interpreted as a baseline measurement on which to build. To conclude, this paper aims to put the overall results framework to the test in a particular context. Nevertheless, when leaving the institutional and operational scope of the specific case in Flanders behind, the paper provides useful reflections and strategic learnings for the implementation of the 2003 UNESCO Convention in other contexts as well.

        플랑드르 지역의 정규 교육을 통한 무형문화유산 보호: 2003년 유네스코 협약 이행에 관한 비판적 분석

        2003년 유네스코는 무형문화유산 보호협약(Convention for the Safeguarding of Intangible Cultural Heritage)을 채택하였다. 본 논문은벨기에 플랑드르 지역 내 정규 교육 시스템에서 협약 시행을조사한다. 교육과 무형문화유산의 연결은 협약에서뿐 아니라 그영향을 측정하는 도구인 종합성과평가체계(Overall Results Framework, 이하 ORF)에 따라 전략적으로 우선시된다. 세 가지 단계를검사하는데 첫째로 국가적 단계를 다룬다. 이 거시적 단계에서는교육 정책과 학습 성과를 구체화한다. 둘째는 중간 단계로 이러한결과를 교육과정으로 전환하는 교육 제공자를 검사한다. 셋째는미시적 단계로 교육과정을 실행에 옮기는 학교와 교사이다. 또한이행을 강화하기 위한 권고사항이 제안된다. 결과는 2003년 협약이 아직 정책 과정에 스며들지 않았다는 것을보여준다. 비록 플랑드르 정부가 인식 제고를 수용하고 보다 작게는무형 유산을 보호하는 개방형 학습 성과를 개발했지만, 2003년협약은 참조 체계의 역할을 하지 못했다. ORF의 개념 구상 이후의짧은 기간을 고려하면 그 결과는 분명히 구축을 위한 기준 측정으로해석할 필요가 있다. 결론적으로, 본 논문은 특정 맥락 안에서의 ORF 에 대한 시험을 목표로 한다. 그럼에도 불구하고 플랑드르에서 특정사례의 제도적, 운영적 범위를 제외하고 본다면, 이 논문은 다른맥락에서의 2003년 유네스코 협약 시행을 위한 유용한 고찰과 전략적학습을 제공한다.

        Resonant Absorption of Surface Sausage and Surface Kink Modes under Photospheric Conditions

        <P>We study the effect of resonant absorption of surface sausage and surface kink modes under photospheric conditions where the slow surface sausage modes undergo resonant damping in the slow continuum and the surface kink modes in the slow and Alfven continua at the transitional layers. We use recently derived analytical formulas to obtain the damping rate (time). By considering linear density and linear pressure profiles for the transitional layers, we show that resonant absorption in the slow continuum could be an efficient mechanism for the wave damping of the slow surface sausage and slow surface kink modes while the damping rate of the slow surface kink mode in the Alfven continuum is weak. It is also found that the resonant damping of the fast surface kink mode is much stronger than that of the slow surface kink mode, showing a similar efficiency as under coronal conditions. It is worth noting that the slow body sausage and kink modes can also resonantly damp in the slow continuum for those linear profiles.</P>

        Magnetohydrodynamic Oscillations in the Solar Corona and Earth’s Magnetosphere: Towards Consolidated Understanding

        <P>Magnetohydrodynamic (MHD) oscillatory processes in different plasma systems, such as the corona of the Sun and the Earth's magnetosphere, show interesting similarities and differences, which so far received little attention and remain under-exploited. The successful commissioning within the past ten years of THEMIS, Hinode, STEREO and SDO spacecraft, in combination with matured analysis of data from earlier spacecraft (Wind, SOHO, ACE, Cluster, TRACE and RHESSI) makes it very timely to survey the breadth of observations giving evidence for MHD oscillatory processes in solar and space plasmas, and state-of-the-art theoretical modelling. The paper reviews several important topics, such as Alfv,nic resonances and mode conversion; MHD waveguides, such as the magnetotail, coronal loops, coronal streamers; mechanisms for periodicities produced in energy releases during substorms and solar flares, possibility of Alfv,nic resonators along open field lines; possible drivers of MHD waves; diagnostics of plasmas with MHD waves; interaction of MHD waves with partly-ionised boundaries (ionosphere and chromosphere). The review is mainly oriented to specialists in magnetospheric physics and solar physics, but not familiar with specifics of the adjacent research fields.</P>
