This study aims to identify the reason for negative development of CBD and to suggest the way of Mixed Use Development in CBD area of Taejon to revitalize its function. This study consists of three section. First section review the problems of CBD and the way of redevelopment with mixed-use. In second section, we conceptualize the characters of Mixed Use Development and classified types of development are. In third section, we analyzed the CBD redevelopment plan of Taejon metropolitan city and suggest the new ways of Mixed Use Development in CBD area to revitalize its function.

테크노폴리스와 지역혁신연계 전략 : 대덕연구단지/대덕벤처테크노밸리 사례연구 Case of Taedok Science Town and Venture Techno Valley

테크노폴리스 정책에 있어서 주요 관심사는 1차적으로 테크노폴리스 건설을 통한 지역산업구조 쇄신을 꾀하고 2차적으로 과학기술을 바탕으로 한 산업발전 및 지역경제 활성화를 이룰 수 있으며, 장기적으로는 대학, 연구기관, 기업, 관련 서비스 분야 등에 걸쳐 전반적인 지역혁신을 이끌어 낼 수 있는가의 여부이다. 80년대부터 90년대 초까지 Manuell Castell을 필두로 하는 일련의 학자들에 의해 이루어진 이 분야의 연구들은 대덕연구단지와 쯔쿠바 연구학원도시 등을 구체적인 실례로 제시하면서 연구학원도시 개발모형은 지역산업 발전에 그다지 큰 도움이 되지 않는다는 회의적인 결론을 맺은 바 있다. 그러나, 최근 들어 벤처산업이 사회 전반에 걸쳐 큰 관심의 대상으로 부각되면서 대전지역은 활발한 창업활동의 관점에서 수도권에 대응할 수 있는 새로운 벤처산업 집적지로 평가되고 있다. 금년 들어서는 대덕연구단지를 기반으로 중부권의 벤처산업벨트가 제안되고 수도권으로부터의 벤처산업 역유출 현상이 발견되면서 학계의 관심의 대상이 되고 있다. 1990년대 말부터 대덕연구단지를 대상으로 이루어진 최근의 연구들은 우리에게 첨단산업 분야의 연구개발 투자가 장기적으로 지역의 산업구조 변화와 지역경제 활성화에 도움을 줄 수 있다고 주장하며 지역혁신에 있어서 그 가시적인 효과를 증명하고 있는 것이다. 이러한 관점에서 본 연구는 테크노폴리스가 지역혁신에 미칠 수 있는 효과들에 관한 기존 연구를 종합하여 이론적인 기반을 설정하고, 이를 토대로 대덕연구단지와 대전지역의 지역혁신에 미친 구체적인 효과를 분석?평가해 보았다. 또한 대덕연구단지, 지역대학, 연구기관, 대전첨단과학산업단지, 엑스포과학공원을 연결시켜 종합적으로 지역혁신을 꾀하기 위한 새로운 개발대안인 ‘대덕벤처테크노밸리’를 소개하고 앞으로의 발전 가능성을 제시하였다. 본 연구에서 분석한 주요내용으로서는 (1) 대덕연구단지 내 국·공립 및 민간기업 연구기관의 발전동향, (2) 이를 기반으로 하는 창업활동의 동향 분석, (3) 지역거점대학의 지역혁신에 미치는 역할과 벤처산업 지원정책 분석 등이 있다. 이를 종합한 결과, 대전의 적극적인 벤처산업 발전은 대덕연구단지를 바탕으로 대학, 지자체 등 지역개발주체들 사이의 효율적인 협동전략을 통해 이루어졌음을 알 수 있었다. 특히 한국전자통신연구소 등 9개 연구기관이 창업활성화의 기폭제가 되었으며, 이를 바탕으로 KAIST, 충남대 등 지역대학은 기존의 산학협동 연구에서 진일보하여 TBI, TIC 등을 적극적으로 건설하고 창업활동을 지원함으로써 대전지역이 벤처산업의 중심지로 발돋움하는 데에 견인차 역할을 하였다는 결론에 도달하였다. 장기적인 발전적략으로서 제시되고 있는 대덕벤처테크노밸리(TVTV)프로젝트는 지금까지 이루어진 대전지역의 벤처산업발전 기반을 극대화하기 위하여 제시된 바 있는 종합적인 지역혁신전략이다. 이는 대덕연구단지, 지역대학, 주요 연구기관, 엑스포 과학공원, 대전첨단과학산업단지 등을 연계하여 대전지역의 기술집약형 벤처산업이 창업기에서 성숙기에 이르기까지 지역 내에서 적극적으로 양육을 받으며 성장하고, 최종적으로는 지역 내에 공장을 설립하고 뿌리를 내릴 수 있도록 지원하기 위한 종합적인 지원전략이다. 이와 더불어 벤처 커뮤니티 네트워크라고 불리워지는 지역 내 정보 네트워크 연계전략(NVC)을 수립하여 관련 부분 간에 산·연·학·관 협동체제를 이룰 수 있도록 정보지원체제를 구축함으로써, 산업발전과 관련 부분의 적극적 협조체계를 구축하였다. 이상과 같은 이원적 연계전략을 통해서 대덕연구단지와 대전지역은 중부권의 기술 혁신 거점과 신산업의 발전기지로서 소기의 목적을 달성할 수 있을 것이다.

독일의 도심재생을 위한 재개발사업 특성고찰 : 물리적 계획요소를 중심으로 Focused on the Physical Planning Element

The purpose of this study is to review the characteristics of redevelopment for downtown Regeneration in Germany and to suggest the planning directions and consideration points for its future development. For the study, the planning which have been implemented or being planned related to downtown regeneration of the city of Dortmund, Hannover and Koeln are reviewed. This study is divided into four parts. The first part, as a theoretical study, reviews the research method of this study. In the second part, the historical backgrounds, development patterns and tendency of the downtown redevelopment of german cities in order to understand the present conditions are studied. The third part, as a field survey, analyses the characteristics of redevelopment for the downtown regeneration in three case cities based on the aspect of urban space, urban traffic, landscape design and architecture. The last part suggests the basic planning directions and lessons for the future redevelopment of the downtown under consideration of korean situations.

한국·일본의 지방주도형 첨단과학기술단지 개발전략 비교연구

This study aims to find out the fundamental ways of establishing the development strategies of technoparks initiated by local government. In particular, we attempt to suggest the critical strategic points which will be useful for practical development of technoparks through the analysis of case parks in Korea and Japna. This study consists of three stages: Firstly, After understanding the concept of technoparks which have been reviewed through related-theories and pro-studies the main components of development are classified as「planning concept」,「main activities and facilities」,「physical development model」,「major type of industry and support system for venture firms」. We suggested the analytic framework for case study based on above mentioned components and factors. Secondly, 6 cases in Korea and Japan(「Kumamoto Technopolis」,「Kanakawa Science Park」, 「Fukuoka Soft-research Park」,「Taegu Technopark」「Kyoungbuk Technopark」,「Chungnam Technopark」) have been analyzed according to the framework. As a result, we understood the specified features of technoparks development and the difference between the Korean technoparks and Jpapanese. Thirdly, we evaluated the development strategies of technoparks based on the research results of case studies in both countries. The critical success factors for developing the technoparks have been identified. As a result through those comprehensive research, we were able to propose the critical strategic points for establishing the successful development strategy of local technopark.

This study aims to review the problems of deteriorated or declined apartment estates and to suggest the ways of their improvement. It is divided into four parts. The first part reviews the need of the improvement methods to deal with these apartment estates. The second part analyzes the conditions of these apartment estates and the experiences of the improvements with reference to the site, public facilities, buildings and dwelling units. The last part considers the findings from the analysis and put forward some suggestions for future development.
