The purpose of this study is to review the policies and institutions in advanced countries in orderto solve downtown problems and to suggest some lessons for downtown regeneration. For this study,the policies and institutions which have been planned or implemented in UK, USA and Japan arestudied. The contents of this study are consisted of following three parts. In the first part the formerresearches related with the downtown regeneration are studied and the content of the policies andinstitutions according to its characteristics are classified as a theoretical review. In the second part thetendency of the downtown regeneration of the case countries are comparatively reviewed. As a casestudy, in the third part the analysis of the policies and institution are conducted in regard to planning,finance and organizatioand some lessons for downtown regeneration in the future underconsideration of the korean situation are suggested.

This study aims to analyze the redevelopment strategies for Perth's central business districts (CBD), and to suggest some lessons under consideration of the Korean urban situation. The contents of this study are consisted of following four sections. In the first section, the preceding researches of home and abroad regarding revitalization of the CBD are reviewed as a theoretical review. In the second section, the development character of Perth and problems of CBD according to the development period are studied. In the third section, the strategies and policies for CBD redevelopment of Perth focused on urban spatial shifting, residence and institutions are analyzed. As a conclusion, the planned or implemented strategies and policies for CBD redevelopment are organized and the some lessons for CBD revitalization in the future are suggested.

Urban management refers to spacially and temporally overlapping systems of socio-cultural, political and economic interactions among the various actors of the public and private institutions of civil society. This paper aims to analyze the changing role and character of urban management in facilitating and precipitating Perth's downtown area redevelopments, and to suggest some lessons in respect to the urban policy. In the first part of this paper, the general concept and the role of urban management are reviewed as a theoretical review. In the second part, the development character of Perth city according to the development period and the process regarding to downtown redevelopment focused on residential facilities are studied. As a conclusion, the changing role of urban management in order to amend unsuitable urban plannings from the viewpoint of long-term urban policy and some lessons for urban redevelopment in the future are suggested.

Symptoms of city center decline became visible in the states capital cities since the beginning of the 1990s in Korea. This situation has gradually accelerated to the present. A few strategies to cope with the city center problem are being planned and implemented by the local governments, but it is still premature to evaluate their influence. For this reason, it is unclear which strategies should be adopted and how they could be applied to the present Korean situation. In this paper, the background and reason of the much-debated doughnut phenomenon was studied with reference to the Korean situation. Subsequently the possible approaches to revitalization were introduced and analyzed in a case study of Daejeon Metropolitan City. As result, adequate strategies for city center deterioration in regard to urban dimension were examined, and future planning directions for old city center revitalization were suggested under consideration of the Korean situation.

This study aims to find out the fundamental ways of establishing the development strategies of technoparks initiated by local government. These are development as one of the regional innovation policies through science and technology. In particular, we attempt to analyze the characteristics of physical planning which will be useful for practical development of technoparks through the analysis of case parks in Korea. This study consists of three stages : Firstly, related-theories have been reviewed to grasp the features of development and identify the study framework of analysis. Secondly, 4 case technoparks in Korea have been analyzed according to the framework. Thirdly, we evaluated the development strategies for development of technoparks based on the research results of case studies. As s result through those comprehensive research, we were able to propose the development guide line for physical planning of technoparks in local government.

The population of this country and national competitiveness have centered on the capital region and this sort of national imbalance has caused the barriers of national development. For that reason, we are now in strong necessity of the national balance development policy which should be more fundamental than ever before. It is 'Multifunctional Admintistrative City Construnction' Which is the most effective alternative play to sole a decline of the national competitivveness caused by rapid increase of social & economical expenses according to centralization on the capital region and deepening of differentials between the regions. Multifunctional Administrative City should be concemed within the framework of the reunification, because this city develop on a national function and scale. In this article, the main roles of Multkfunctional Administrative City are reviewed in aspect of the development planning and its policy.

This paper reviews the new-town management plan based on urban balanced development in Daejeon city. It presents the way of management of the new-town area for fostering various urban functions. This study is composed of following four parts. In the first part, the spatial structure and landuse planning of Daejeon city are studied. In the second part, the background of development and relationship with downtown regeneration based on urban balanced development are reviewed. In the third part, the managing method for the new-town development regarding institution and policy are analyzed. In conclusion, the considerable subject in the urban planning based on urban balanced development are studied and some lessons to the development directions for the newtown planning are suggested.
