        Affiliated Coordination of Rescue and Salvage in ASEAN+3

        On May 12th, 2007 a merchant vessel of Golden Rose (South Korea) sank into near 38 mile from Yentai in China ofter the vessel collided with a container vessel of jinsung (China), leaving all 16 sailors, including seven South Koreans, missing. According to the official report, The Chinese vessel, authorities, and South Korean government did not coordination of rescue and salvage for the sailors and vessel properly as follows; 1) The Chinese vessel left the scene without rescue and salvage of the sailors, 2) Chinese authorities failed to comply with law of the sea that required them to report the collision to South Korea immediately after confirming the accident, and 3) The South Korean government is also being criticized for its slow response to the incident since the government did not set up a response team until 21 hours cfter the incident. In order to reduce this number of sailor missing in future incidents, this research is studied regarding assembling corferences, assigning SRR in ASEAN+3, simplicity to enter other territory waters and cooperative training and education for the SAR.

        A Sensitivity Risk Analysis for Additional Truck Turnaround Time (ATTT) by Container Inspection Stations Derived from C-TPAT and CSI.

        After World Trade Center's Terror in 2001 and promulgating Maritime Transportation Security Act (MTSA, 2002) and Security and Accountability For Every Port Act (SAFE Port Act, 2006) in the United States, most of the attention on security of international transportation including marine carrier and facility has focused increasingly. Inspection stations in foreign seaport terminal including Busan, South Korea, have been installed by Container Security Initiative (CSI) and Customs Trade Partnership against Terrorism (C-TPAT). The inspection station, however, may directly and indirectly affect delay of truck turnaround time in the seaport, especially high and severe level of security. This paper was analysed a risk for the additional average delay of truck turnaround time incurring by the inspection station under the all level of security, C-TPAT and CSI. As a result of this risk analysis, the higher weighted inspection time based on raising security level, the less number of trucks to be inspected, which will derive high delay in the inspection station.

        A Study on Comparative Analysis of Maritime Security Programs - Focussed on TWIC

        To improve maritime security and enhance international shipping commerce within US ports in addition to ISPS (International Ship and Port Facility Security Code), the TWIC (Transportation Worker Identification Credential) program is working on the maritime field from the October 15, 2008 in the United States. In this paper, the program is reviewed and investigated in terms of goal, benefit, solution, and related legislation so forth In addition, other maritime security programs including MMD (Merchant Mariner Document), FAST (Free and Secure Trade), SIDA (Security Identification Display Areas). and Air Cargo security program was analyzed and compared in order to obtain relationship and difference with the program in terms of enrollment frequency, list and method of security check, and profile of each program As a result of this paper, the program is mostly to improve maritime security, protect individual privacy, and enhance commerce rather than other programs.

        A Study of the Logistics Development in Hai Phong Port

        Vietnam is entering an important phase of urbanization that corresponds to the current economic development. Developing logistics of Vietnam in general, and Haiphong particularly, is urgent in order to meet the need for the economic development of Viet Nam in this period of international integration. Hai Phong’s development record over the past 20 years is remarkable. In conjunction with the local government’s efforts, external factors, such as increasing direct foreign investment, is turning Hai Phong into Vietnam’s logistics hub. However, even though Hai Phong accounted for 98% of North Vietnam’s throughput, its logistics services are low level, the ports are fragmented, and the port management scale is backward, with the legal system overlapping. This paper has systematically evaluated the development of Haiphong city during recent years, then offers some solutions to develop logistics for Hai Phong ports.

        Fuzzy AHP Evaluation for Performance of Container Shipping Companies in Vietnam (Developing on the Model of Previous Study for the Domestic Lines)

        Currently, container transport services play a substantial role in global cargo transportation, by serving as an intermodal between exporter and importer. Container shipping has become increasingly important over the past few decades, due to obvious advantages. However, Vietnam's container market has shown severely ongoing competition among numerous domestic and foreign shipping lines, resulting in serious consequences occurring such as freight rates substantially decreasing within the last 10 years. Vietnam's sea lanes have become more defensive, to cover losses of shipping companies. Selection of criteria for competitive evaluation of container transport companies is necessary, to facilitate addressing the problems within the enterprise, especially relating to its position in the market and from here, business management can implement strategic plans and reasonable policy, to survive and grow.

        항만물류의 공급망 보안시스템 향상을 위한 모델개발

        본 논문의 목적은 최근 국제물류와 공급사슬관리에 있어 이슈가 되고 있는 항만물류보안검사의 효율성제고를 통해 항만 및 관련 터미널의 경쟁력을 강화함으로서 항만의 공급망 보안체계를 향상시키기 위한 모형과 틀을 개발하기 위한 것이다. 특히 본 연구는 항만물류의 보안 검사를 이행한 결과로서 검사시간을 줄이기 위한 방법론의 개발을 모색함으로서 터미널 운영을 지원하고 있다. 추가검사장비의 필요여부를 결정함에 있어서 터미널 운영자를 지원하기 위해, 그리고 필요하다면, 그 장비의 수를 파악하기 위해, 본 연구는 대기이론을 이용하여 검사장비의 수와 검사시간 사이의 관계를 조사한다. 추가로 본 연구는 선인증된 화물의 자유통행을 허용할 수 있는 Green Lane 시스템을 디자인 할 수 있는 틀을 개발한다. 본 연구의 결과는 항만과 이의 터미널에 있어 물류 및 공급망 보안 검사체계를 디자인하는데 적용될 수 있다. 이는 항만물류보안체계의 강화와 국제공급망의 선 순환적조화를 통해 국가 물류공급사슬관리의 발전에 기여한다. The purpose of this study is to develop models and a framework to improve SCM security system in port by enhancing the competitiveness of port and related terminals. This enhancement can be achieved through the increasing efficiency of port logistics security inspection that has been an issue in international logistics and SCM(LSCM) today. In particular, this study seeks to develop methodologies to reduce inspection time as a result of implementing a security inspection in port logistics and to assist terminal operation. To assist the terminal operator in deciding whether additional inspection equipment is needed or not; if necessary, how many should be provided, this research uses queuing theory to examine the relationship between the number of inspection equipment and inspection time. In addition, this research develops a framework from which the Green Lane system can be designed to allow free passage of pre-certified cargos. The results of this study can be applied in designing SCM security inspection system in port and its terminals. It contributes to the advancement of national LSCM through harmonizing both enhancement of port logistics` security system and efficient global SCM and vice versa.
