New Directions for Rural Development in South Africa

남아공은 세계에서 가장 정치적으로 갈등이 존재하고, 지역개발의 불균형을 가진 국가 중의 하나이며, 특히 농촌지역의 발전을 도시화와 심각한 불균형을 이루고 있고, 농촌지역의 여성의 차별화는 심각하다. 남아공의 정치적 및 사회적 갈등의 심각성은 지난 20여년간의 정치적 변화에 따른 불균형에 의해 기인되었다고 볼 수 있다. 본 연구에서는 농촌지역의 정치 및 사회적 불균형 문제를 개선하기 위한 대안을 제시하고자 한다. 남아공의 빈곤문제의 원인은, 농촌지역의 불균형에 대한 특징, 농촌사회의 사회적 통합의 한계, 농촌인구의 감소, 마을의 부족한 서비스 및 농촌지원대책의 결여, 부정부패 및 거버넌스 문제, 높은 문맹률, 여성 차별 등 다양하다. 남아공 농촌의 이러한 문제점을 해결하기 위해서는 소규모 농업의 상업화부터 시작해야 한다. 정치적으로 의지를 가지고, 토지제도의 개혁과 농촌의 실정을 고려한 적합한 정책을 입안하여 전환의 계기를 만들어야 할 것이다. 소규모 농업의 혁신화는 농업 종사자들이 상호 협력하면서, 새로운 밸류체인을 형성하도록 하고 여성에게도 보다 많은 수입 창출의 기회를 부여하게 된다. 이 방법은 농촌개발이 보다 제도적으로 협력하고 인도적인 차원의 농촌개발 방식이 될 것이며 빈곤 감축에 크게 기여하게 될 것이다. South Africa remains one of the most divided, unequal societies on earth, and nowhere is this inequality more pronounced than the rural-urban divide, with rural women being the most egregious, wretched victims of this divide. South Africa’s simmering socio-political tensions, and associated societal ills, stem from South Africa’s inability to resolve the bane of inequality after more than two decades of democracy. It is suggested in this paper that improving rural livelihoods is a valid approach to, in part, addressing inequality in South Africa specifically in rural areas. Any attempt at poverty alleviation in rural South Africa will have to take into account an omnibus matrix of seven critical problems and issues, namely: the non-egalitarian nature of the rural sector; the lack of social integration in rural communities; the slow decline of the rural population; a lack of capacity in villages and inadequate extension services and other agricultural support provisions; corruption and ineffective governance; relatively high illiteracy rates; and, entrenched gender discrimination. In addressing these issues, a new direction for rural development is necessary in South Africa which aims to commercialize small-scale agriculture. Political will and an appropriate policy framework along with land tenure reform are fundamental to this process. The two guiding principles should be smallholder innovation based on a learning-by-interaction model as well as inclusive value chain creation, predicated upon the empowerment of women, and this approach should incorporate both systemic and humanistic approaches to development.
