Fellegi-Holt 기법을 이용한 에디팅의 시도 및 분석

실제 통계조사에서는 응답 자료라 할지라도 부정확한 응답 등으로 항목 간 연관성 오류가 나타나곤 한다. 이러한 경우 사용자는 상당한 혼란에 빠질 수 있으며 이는 통계자료의 신뢰에 대한 문제이기도 하다. 따라서 특별한 사유가 없이 납득하기 어려운 레코드는 탐색되고 수정되어야 할 필요성이 있다. 이때 어떤 변수를 수정해야 할지를 레코드마다 일일이 결정하는 것은 그리 간단하지 않다. 본 연구에서는 Fellegi-Holt 방법을 이용하여 사업체 조사 자료의 에디팅을 시도하고 그 결과와 문제점을 분석한다. In actual statistical surveys, the inconsistencies within the record are often occurred due to incorrect response. The users may be confused and statistical agencies may have a problem of reliability on statistical data in this case. It is needed to detect and correct the unconvinced record without any special reasons. However, it is not simple to determine which item should be corrected in every failed record. In this paper we briefly introduce Fellegi-Holt method, apply to a business survey, and then discuss the problems for this trial editing.

조사동향 : 국가통계조사에서의 IT조사방법 활용에 대한 연구

최근의 조사환경은 많이 악화되는 추세이다. 일인 가구와 맞벌이 가구가 증가하면서 조사원이 조사가구를 방문했을 때 응답자를 만나기는 쉽지 않다. 개인의 비밀보호에 대한 인식의 변화도 통계조사에 쉽게 응답하지 않는 원인이 되고 있다. 조사에 불응하거나 만나기 어려운 응답자들을 대상으로 조사를 실시하기 위하여 통계청에서는 기존의 면접조사 틀에서 벗어난 여러 조사방법을 모색하고 있다. 공식적으로 면접조사를 실시하고 있는 조사에서 일부는 전화조사를 허용하고 있으며, 인터넷조사로 전환하기 위한 연구도 많이 하고 있는 실정이다. IT기술을 접목한 조사방법에는 많은 장점이 있고 우리나라는 이미 세계적인 IT기술 강국이다. 이러한 우리나라의 IT환경을 조사방법에 잘 적용할 수 있다면 조사품질의 향상에 많은 기여를 할 것으로 보인다. 본 연구에서는 IT기술을 이용한 조사방법을 중심으로 조사환경의 변화에 부응하는 적절한 국가통계 조사방법을 제시하고자 한다. Survey environment has recently been changed along with its bad conditions. Surveyors feel difficult to meet respondents because the number of one person-household and working-together-household has rapidly increased. With a growing awareness of protecting personal information, respondents no longer want to response to a questionnaire. To get responses form an increasing number of non-response houses and respondents who are difficult to meet, Korea National Statistical Office(KNSO) has changed its survey methods and thus introduced new survey methods, free from face-to-face interviews. A telephone interview has officially been allowed for some reasonable situations and it shows a tendency that the trend of interviewing method is moving toward Internet survey. This paper focuses on how survey methods should be changed with the use of IT in response to changes in the survey environment. Survey methods combined with IT have many excellent advantages, Korea has been an enviable World IT contest for a long time. If Korea can apply such an advanced IT environment to survey methods successfully, it will make a great contribution toward improving the survey quality. This paper also reviews which survey method is most appropriate for National Statistics as the survey environment has changed.
