        항공종사자 전문교육기관의 SMS 매뉴얼 제정을 위한 방법론 - C 비행훈련원의 사례를 중심으로 -

        This thesis is to provide procedures for documenting implementation performance and methodology of practical SMS enactment for Approved Training Organization(ATO). As an example, C flight training center, according MOLIT "Guidance on SMS Implementation", derived 32 implementation documents after writing the SMS manual to implement it. The 32 implementation documents are divided into 5 fields. In detail, they are (1) 2 documents on SMS Manual, (2) 7 documents on Safety policy and objectives (3) 3 documents on Safety risk management (4) 15 documents on Safety assurance (5) 5 documents on Safety promotion. By describing the documented performances according to these 32 implementation documents that was in use for 1 year in 2017, it is suggested that this procedure can be a methodology for practically enactment and implementing the SMS manual.

      • 중·러 군용기의 KADIZ 침입이 야기한 문제들 - 2019년 7월 23일의 사례를 중심으로 -

        On July 23, 2019, Chinese and Russian military aircraft intruded the Korean Air Defense Identification Zone (KADIZ), and in this process, Russian military aircraft, not Chinese military aircraft, unusually intruded the Dokdo airspace located in the East Sea of Korea. With this opportunity, Japan once again claimed sovereignty over Dokdo. Accordingly, South Korea decided to end the “Korea-Japan Military Information Protection Agreement (GSOMIA)” without extension, followed by conducting “East Sea Territories Protection Training” and sharply opposed to Japan. At this time, the United States reaffirmed that it was in a neutral position in the confrontation between Korea and Japan, contrary to Korea’s expectations. This showed that the function of KADIZ could be expanded not only to air defense identification of other countries' military aircraft, but also to Korea's sovereignty and diplomatic issues. Since then, a revision to the “Memorandum of Understanding on Direct (telephone) Line between the ROK-China Navy and Air Force,” which includes additional opening of military direct calls, has been agreed between South Korea and China. And, a Memorandum of Understanding on the Establishment and Operation of Direct (telephone) Line between the Navy and Air Force was signed between Korea and Russia for the first time. In addition, the 'Korea-Japan Military Information Protection Agreement (GSOMIA), which ended the extension, was extended. As a result, some of the problems caused by the intrusion of KADIZ by Chinese and Russian military aircraft were not completely solved, but were sealed at a certain level. On the other hand, China, which was at the center of the intrusion of KADIZ by Chinese and Russian military aircraft, would have watched the sharp confrontation between Korea and Japan and the ambiguous attitude of the United States, and clearly identified where the weaknesses of the trilateral security cooperation were. In this respect, China has come to realize an important fact, if not intended. As a result, it can be said that only China has benefited. In conclusion, Korea should get out of this phenomenon of being sandwiched between the great powers. To this end, Korea must continue to build up its size and muscle by combining various means such as economic power, soft power, and military power.

        가덕도 해상공항 입지 선정의 의도된 오류

        가덕도신공항 사타결과는 활주로 입지를 선정할 때 가덕수도를 통항하는 최대 선박의 높이에 활주로의 장애물 제한표면을 적용하였다. 그 결과 부산시가 제시한 방안과는 다르게 활주로가 가덕도에서 완전히 이격된 해상에 놓이게 되었다. 이것이 이른바 국내 최초의 해상공항 방안이다. 이 방안의 사업비는 본래 계획의 두 배에 가깝고, 공사기간도 9년 8개월이나 걸려 2035년에나 개항이 가능하다. 이 연구는 이 같은 결과를 낳은 가덕도신공항 사타결과에 심각한 오류가 있음을 주장한다. 즉, 움직이는 물체인 선박에 장애물 제한표면을 적용한 것이 그것이다. 이 연구는 이를 증명하기 위해 장애물 제한표면을 잘 못 적용하여 백지화된 김해신공항기본계획(안)과 현 가덕도신공항 사타결과를 검토하였고, 가덕도와 유사한 환경에 있는 일본 하네다공항과 싱가포르 창이공항의 사례를 검토하였다. 가덕도신공항 사타결과의 오류는 의도되지 않고서는 범할 수 없는 오류이다. 따라서 그 저의(底意)가 의심스럽다. In the feasibility study results of Gadeokdo New Airport, when selecting the runway location, the Obstacle Limitation Surface (OLS) of the runway was applied to the maximum height of the maximum vessel passing through Gadeok-Sudo. As a result, unlike the plan proposed by Busan City, the runway was placed on the sea completely away from Gadeokdo. This is the so-called first maritime airport plan in Korea. The project cost of this plan is close to twice the original plan, and the construction period takes nine years and eight months, making it possible to open the airport only in 2035. The study argues that there was a serious error in the results of the feasibility study at Gadeokdo New Airport, which resulted in such results. A serious error was the application of the Obstacle Limitation Surface (OLS) of the runway to a vessel that is a moving object. To prove this, this study reviewed the Gimhae New Airport Basic Plan (draft), which was discarded due to incorrect application of the Obstacle Limitation Surface (OLS), and the results of the feasibility study at the current Gadeokdo New Airport. The error in the results of the feasibility study at Gadeokdo New Airport is an error that cannot be made without intention. Therefore, its intent is questionable.

      • 고속철도 PSC 박스 거더교의 최적설계에 관한 연구

        본 연구의 목적은 유전자 알고리즘과 신뢰성 해석을 이용하여 고속철도 PSC 박스거더교의 최적설계를 수행할 수 있는 자동화된 프로그램을 개발하는데 있다. 교량 단면은 단일박스로 중앙경간과 좌우대칭 측경간의 3경간 연속교이다. 최적설계의 목적함수는 콘크리트 단면과 프리스트레싱 케이블의 경비이며, 제약조건식은 구조적 안전성과 응력, 처짐으로 구성하였다. 설계변수는 단면의 기하학적 치수와 케이블의 면적이다. In this research, the main purpose is to develop an automatic processing program for optimal design of high-speed railway PSC box girder bridges using the genetic algorithm and reliability analysis. The cross section of bridge is limited to a single-cell box and longitudinal configuration is formed by three spans where the center span is twice as long as the side spans. The objective function is estimated in terms of concerte section and prestressing cable costs, the constraint equations are necessary to obtain a functional and safe structure. There are several problems such as geometic, stress and deflection constraint. The design variables are the geometric dimensions of the cross section and the prestressing cable areas.
