뉴욕 하이라인(High Line) 공원에 나타난 지속가능한 도시재생에 관한 연구

지속가능한 도시발전을 위한 도시재생은 1980년대 이후 세계적인 선진도시를 중심으로 부상하고 있다. 특히 뉴욕의 하이라인 공원은 폐허된 철로길을 공중의 생태공원으로서 재탄생시켜 매년 4백만명의 국내외 관광객을 끌어들이는 성공적 사례로 평가되고 있으며 시카고, 필라델피아 센트루이스는 물론 서울의 도시재생에 까지 영향을 미치고 있다. 본 연구는 하이라인 공원을 지속가능한 발전의 이론을 토대로 다음과 같이 4가지 요소로 도출, 논의하였다. 거버넌스는 하이라인친구들의 자율적 네트워크를 통해 구축하였고 산업유산의 문화화는 거버넌스, 산업유산의 문화화는 철도와 야생화를 살리고 다양한 사람들의 시간적, 공간적, 예술적 감성적 만족을 통한 문화화, 복합용도의 개발은 다양한 공간적 활용을 통한 다감각적 활용, 경제적 효과는 이러한 세가지 요소들을 통한 자연스러운 결과로 특히 무형의 문화고부가가치화 현상으로 나타났다. The High Line Park in New York which has been redesigned as urban regeneration strategy and planted as an aerial greenway and rails-rails park, attracts about four million tourist visits per year, many by visitors from abroad. The park, that was long slated for demolition, has been repurposed by the non-profit Friends of the High Line organization who advocated for the line"s preservation and reuse as public open space, and organized fund-raising events for the line"s preservation campaign. Due to the popularity of the recycling of the railway into an urban park, has bought on the revitalization of the districts nearby, and the new Chelsea that is emerging on weekends as visitors flood the elevated park. The success of the High Line Park has encouraged the leaders of other cities, such as Chicago, Philadelphia and St. Louis, and Seoul in Korea. The purpose of this paper is to investigate the High Line Park from the sustainable development point of view as a urban regeneration project. and the 4 aspects of Governance(network government), Enculturation of the industrial heritage(spacial, cultural, time value for people with railway and railroad and wild flowers), Mixed-use Development(Application of multi-sensuous value), Economic effect(Cultural Value added) have been discussed.

독일 통일 후 동독문화의 변천과정을 통한 지속가능한 남북사회문화공동체 형성의 방향 고찰

오늘날 독일의 경제적 발전은 동·서독의 체제통합뿐 아니라 사회·문화통합을 통해 창조적 경제발전을 이룩했던 것으로 알려져 있다. 여기서 통일 후 독일 사회에 역동적 문화를 부여한 것은 서독문화가 아닌 동독의 문화변동에 의한 결과라는 연구가 제기되고 있다. 즉 서독주도형 정책에 의해 파괴된 동독문화, 동독문화의 부활과 동·서 이질적 문화의 병존, 생산적 혼합, 그리고 새로운 아방가르드 문화 혁신 등의 일련의 진화과정을 통해 동독문화가 오늘날 주류문화로 부상하게 되었다는 것이다. 따라서 본 연구는 동독의 문화변동 과정에 대해 크게 3단계로 분류, 체계적으로 고찰함으로써 우리나라의 사회문화공동체 형성을 위한 방향을 제시하는데 그 목적을 둔다, 그 결과 동독의 문화변동 과정은 이질적 문화의 공존, 생산적 융합, 새로운 ‘제 3의 고유한 문화’ 등 아방가르드 문화 창출 그리고 문화적 역동성의 전체사회로의 영향 등으로 진화되었고 이러한 무형적 자산은 독일의 새로운 문화경제 창출에 기여하는 원천이 되었다. 이렇듯 통일독일의 이질적 문화의 창조적 진화과정의 사례는 그동안 남한중심의 동질화에 치우쳤던 우리나라의 남북사회·문화통합 정책을 위한 교훈으로 작용할 것이라 사료된다. The Purpose of this paper is to study on the sustainable integration of the inter Korean socio-cultural community from the lessons of the cultural changes in Unified Germany. The Unification exposed several glaring religious, linguistic, social and cultural differences between and among the inhabitants from the East and West Germany in new nation. This study is focused on the analysis of the three steps in terms of the cultural changes of the East Germany after the reunification of Germany. The first step means the period of the collapse of the culture of East Germany dew to the execution through the West German centered policy. The second step means the period of the cultural restoration and renaissance of the East Germany and the last step, the dynamic cultural changes effect on the whole society of the Unified Germany as well as on the cultural area. The main three steps of the evolution are, coexistence of two different cultures of East and the West, productive convergence, and the innavative creation of "the 3rd cultural revolution" as avangard culture and help for the development for the new society and to assist the cultural economic value. This case shows how to overcome the heterogeneous cultural conflicts into create intangible assets for the new cultural economics and suggests how to create a growth engine through the integration of the inter Korean socio-cultural community.
